Description
POSITION OBJECTIVE:
To direct, co-ordinate and oversee all statutory control and land related aspects that impact the National Road network and infrastructure in the province, according to the SANRAL Act and statutory control requirements.
 
MINIMUM QUALIFICATIONS/ REQUIREMENTS:
  • NQF Level 7 Qualification in Civil Engineering, Town & Regional Planning, Surveying or an equivalent qualification.
  • Minimum 5 years' relevant experience post qualification.
  • Minimum 5 years' experience in Traffic Impact Assessments/Development Planning/Statutory Control/Road Access Management.
 
ADVANTAGEOUS
  • NQF Level 8 Qualification in Transportation or Town & Regional Planning or Surveying
  • 3 years supervisory experience
  • Registered with relevant professional body
  • Experience on GIS will be advantageous

WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:
  • Ad hoc travel;
  • Attend cluster meetings as an when required;
  • Driver’s License;
  • Work is normally performed in a typical office environment, including site visits as and when required.
 
KEY RESPONSIBILITIES AND DUTIES:
Regional statutory control management and oversight
  • Ensure compliance with and consistency in the application of SANRAL’s statutory control policies and procedures, and requirements imposed by the SANRAL and National Roads Act, Act 7 of 1998, in the evaluation and processing of applications in region
  • Ensure effective and timeous processing of applications. Investigate delays in the processing of applications and take corrective actions.
  • Review and evaluate all statutory control applications that are escalated for input and approval
  • Define specific conditions for approval of applications
  • Provide guidance on alternative approaches in line with the requirements and SANRAL’s policies
  • Ensure that road safety principles and engineering requirements are considered during evaluation of statutory control applications
  • Investigate and escalate statutory control issues in the region
  • Ensure effective regulatory management to ensure that non-compliance of conditions and illegal transgressions are prevented or dealt with timeously
  • Conduct route audits on an ad-hoc basis to identify issues and monitor progress of actions taken for non-compliance/illegal transgressions
  • Assess and manage SANRAL’s risk related to statutory control and land matters
  • Ensure accurate and effective record keeping and electronic update of applications in ITIS SCOMS Module
  • Liaise with Finance and Business Development to ensure collection of monies due to SANRAL
  • Conduct regular status meetings with Statutory Control Officers to discuss the progress/status of applications, issues and risks, and any other statutory control related matters
  • Monitor the performance of Statutory Control Officers and provide feedback to enable professional growth
  • Prepare and distribute management reports for Statutory Control (e.g. number and type of applications received, status of applications, time required to process applications, regulatory management, etc.)
 
Technical specialist support
  • Provide input and share information on statutory and land related aspects
  • Liaise with Municipal planners to ensure that SANRAL interests are considered in the development of statutory documents such as SDF, LAP and IDP
  • Ensure that statutory control matters and information in ITIS SCOMS module are considered on design projects for the National roads (e.g. conditions of development applications, location of fibre optic cables, pipes, etc.)
  • Actively participate in the relevant functional working group for Statutory Control
  • Share knowledge and experience with colleagues
  • Provide feedback on the performance of ITIS SCOMS Module
  • Maintain good working relationships with all colleagues in all regions and areas of expertise
  • Participate in the development and improvement of policies and procedure for SANRAL related to statutory control
  • Promote SANRAL’s credibility and promote aims and objectives of SANRAL
