Description
Purpose Statement
To provide strategic direction and oversight over the National Road Network and related infrastructure, through interventions aimed at ensuring asset preservation, the safety of road users and pedestrians, and the effective day-to-day operation of the National Road Network.
 
Academic Qualifications and Key Role Requirements
  • BSc, B Eng or B-Tech Degree in Civil Engineering,
  • Registration with the Engineering Council of South Africa (ECSA) as Pr.Eng or Pr.Technologist.
  • Registration with the South African Council for the Project and Construction
  • Management Professions (SACPCMP) will be an added advantage.
 
Minimum Experience
  • Minimum 10 years’ relevant experience post first engineering qualification with a focus on either road maintenance and operations, or construction, or toll operations, or Intelligent Transport Systems (ITS) operations.
  • Minimum 5 years managerial or 3 years leadership experience
  • Experience in managing a multi-disciplinary department.
 
Skills/ Competencies
  • Extensive knowledge of relevant industry standards and specifications and relevant legislation.
  • The ability to demonstrate attention to detail and solve problem in a timely manner.
  • The ability to exhibit sound and accurate judgment and work well under pressure.
 
RESPONSIBILITIES
Strategic planning and project identification
  • Provide information and contribute to strategic Road Network Maintenance and Operations planning
  • Ensure implementation of relevant Road Network strategies in the province
  • Participate in discussions and decision-making to ensure the overall effectiveness and continuous improvement of the Road Network operations
  • Ensure identification, prioritisation and planning of projects across Maintenance and Operations to achieve safe and optimal levels of service for road users and other stakeholders
  • Participate in discussions with other authorities impacted by projects e.g. Province/Municipalities/Eskom/Transnet/DMR/DEA
 
Financial control and contract administration
  • Manage overall provincial budget for Maintenance & Operations and ensure funding is available for projects
  • Allocate, control and monitor expenditure according to budget to ensure efficient cash flow management.
  • Proactively monitor the progress and management of all Maintenance & Operations projects provincially including issues and risks, transformation targets and any other project or contract related matters
  • Monitor transformation targets with regards to appointment of sub-contractors (SMME’s) on construction projects
  • Provide approvals for payment certificates and other documentation as per SANRAL’s prescribed Delegation of Authority (DoA).
  • Oversight of road network Maintenance and Operations in province
  • Monitor the effectiveness of overload control interventions to preserve and prolong the lifespan of the National road infrastructure, prevent higher maintenance costs, and ensure the safety of road users
  • Review and provide input to road safety audit and assessment planning
  • Oversee the implementation and effective operation of various programmes related to road safety including Road Safety Audits, Road Safety Assessments, Hazardous Location programmes, and non-motorised transport (NMT) infrastructure programmes
  • Oversee the effectiveness of Road Incident Management Systems (RIMS) operations in the province
  • Oversee and enhance ITS (Intelligent Transport System) operations (in metros and rural) to ensure a coordinated, highly responsive and safe road network
  • Oversee all matters related to tolling management in province including plaza assessment management and audits, toll plaza queue management, interoperability deployments, ensuring toll system compliance processes are in place, toll system relaxations/deviations, implementation of energy efficiency initiatives, CTROM contract analysis, and concession management (where required).
  • Oversee the implementation and regular maintenance of all road lighting and electrical systems
  • Oversee management of all statutory control and land related aspects that impact the National road network and infrastructure in the province.
  • Ensure effective management and functioning of the SANRAL provincial office building and premises (and satellite offices if relevant), as well as the provincial road network facilities (e.g. toll plazas and weighbridges).
 
Technical advisory and support
  • Analyse data, reports, and trends from across maintenance and operations to identify issues and opportunities for improvement
  • Ensure relevant data for performance reporting is collected, and that management and KPI reports are prepared
  • Provide expert opinion and recommend appropriate solutions when required
  • Proactively manage significant risks according to organisational requirements and recommend mitigating measures
  • Report on key issues, progress and performance at meetings when required
  • Ensure effective knowledge management including the sharing of information and experience across the business
  • Build supportive relationships, and ensure effective collaboration and integration within Maintenance and Operations, and with other functional areas within Road Network
  • Act as Chair/participate in relevant technical industry bodies, internal functional working groups, and other governance forums
  • Participate in the development and maintenance of SANRAL’s policies, standards and specifications
  • Perform other duties that may be required from time to time.
 
Stakeholder Engagement
  • Analyse and respond to queries from public, media, tip-offs or auditors
  • Cultivate and maintain good working relationships with consultants, contractors and key external stakeholders that have an interest in SANRAL’s operations
  • Support with community engagement and development matters
  • Promote SANRAL’s credibility and promote aims and objectives of SANRAL
 
Mentor and manage performance of employees
  • Lead, motivate and engage all Maintenance and Operations employees to optimise their contribution to the Road Network
  • Manage the performance, training and development of direct reports
  • Ensure that capacity and necessary technical competencies are attracted, maintained and  enhanced where necessary.
  • Act as a mentor to direct reports and junior engineers.
