OBJECTIVE:
To direct, co-ordinate and oversee all Routine Road Maintenance (RRM) projects across the province in accordance with SANRAL policies, procedures and specifications.
MINIMUM REQUIREMENTS:
· BSc. / B.Eng. / B.Tech. degree in Civil Engineering at an NQF Level 7
· Registered as a Professional Engineer / Engineering Technologist with the Engineering Council of South Africa (ECSA)
· A minimum 10 years’ experience as a Civil Engineer (Roads)
· Minimum 5 years’ experience in Routine Road Maintenance Contract Management,
· Minimum 3 years managerial experience
· Experience in managing relationships with multidisciplinary stakeholders
ADVANTAGEOUS
· M. Eng / MSc in Engineering (Civil / Transportation) will be advantageous
· FIDIC Training Certification
· PMI professional certification or other relevant project management courses advantageous
· SACPCMP Professional Manager.

· Accountable for setting and management of budget allocation for area of control

· Ability to objectively analyse and evaluate issues and factual evidence in order to form judgements
· Extensive experience in the planning, design, and construction of road infrastructure projects
ROLE RESPONSIBILITIES
Planning of RRM Projects
· Liaise with Provincial Construction Contract Engineer to advise on the network condition assessments to enable the planning and scheduling a pipeline of major rehabilitation or and/or Capex projects on new and existing routes,
· Prepare and manage overall budget for RRM and ensure funding is available
· Determine resources (i.e. RRM Contract Engineers) required to execute planned projects and if adequate capacity is available
· Assign RRM projects and associated budget to RRM Contract Engineers to execute.
Oversee Procurement for all RRM contracts
· Participate in the compilation of new and the revision of existing proforma procurement documents for all RRM projects
· Review, provide input, and approve tender documentation for the appointment of RRM Consultants and RRM Contractors
· Ensure compliance to SANRAL’s procurement policy
· Review all contracts for RRM projects.
Provincial RRM Project oversight
· Proactively monitor the progress of all RRM projects Provincially, financial performance and cashflows, issues and risks, transformation targets and any other project or contract related matters
· Prepare regular management and operational reports for Provincial RRM projects including issues, finances and/or performance of contracts.
· Review all RRM related information captured in IT IS Provincially
· Conduct regular status meetings with RRM Contract Engineers to discuss the progress of RRM projects, financial performance and cashflows, issues and risks, and any other project or contract related matters
· Manage any contractual issues (including disputes and claims) on projects that have been escalated by the RRM Contract Engineer
· Provide advice on all contractual matters related to RRM contracts.
· Guide and support RRM Contract engineers with project management and community engagement related activities when required
· Conduct ad-hoc site visits to monitor that RRM works are executed consistently across the region and according to SANRAL standards and specifications. Ensure that environmental and occupational health and safety standards are adhered to
· Monitor performance of Project Liaison Committees (PLC) from Provincial level
· Participate and Monitor engagement and ongoing communication with local communities
· Ensure all required documentation is electronically uploaded into the records management system and IT IS and/or submitted for physical storage
· Prepare and distribute management reports for RRM
· Review payment certificates and all information captured in ITIS before approval
· Cultivate and maintain good working relationships with internal and external stakeholders
· Monitor the performance of RRM Contract Engineers and provide feedback to enable professional growth
Technical advisory & support
· Provide input during the design and construction phases of projects with regards to the maintainability of the asset i.e. ensure the efficiency, effectiveness and safety of maintenance works
· Actively participate in the relevant functional working group for RRM Share knowledge and experience with colleagues
· Provide feedback on the performance of the ITIS RRM and Incident Desktop and Mobile modules
· Maintain good working relationships with all colleagues in all regions and areas of expertise
· Pursue and research best practice and consider innovation in project lifecycle
· Participate in the development and improvement of standards and specifications for SANRAL
· Promote SANRAL’s credibility and promote aims and objectives of SANRAL.
Communication and Stakeholder Relations Management
· Maintain a good working relationship with all colleagues in all Provinces and areas of expertise.
· Cultivate and maintain a good working relationship with key internal and external stakeholders, consultants and contractors.
· Attend and provide support to Provincial Head, Operations and Maintenance Manager and RRM Contract Engineers in stakeholder engagement meetings as and when required.
· Respond to media queries relating to RRM projects.
· Ensure internal collaboration and co-operation.
· Promote aims and objectives of SANRAL.
Audit and Risk Management
· Ensure that all RRM contract documentation is electronically uploaded into ITIS and the records management system and/or submitted for physical storage
· Oversee and monitor the timeous provision of Audit and Risk responses relating to RRM contracts

STATUTORY CONTROL SPECIALIST

POSITION OBJECTIVE:
To direct, co-ordinate and oversee all statutory control and land related aspects that impact the National Road network and infrastructure at Head office, according to the SANRAL Act and statutory control requirements.
MINIMUM QUALIFICATIONS/ REQUIREMENTS:
· NQF Level 7 Qualification in Civil Engineering, Town & Regional Planning, Surveying or an equivalent qualification.
· Minimum 5 years' relevant experience post qualification.
· Minimum 5 years' experience in Traffic Impact Assessments/Development Planning/Statutory Control/Road Access Management.
ADVANTAGEOUS
· NQF Level 8 Qualification in Transportation or Town & Regional Planning or Surveying
· 3 years supervisory experience
· Registered with relevant professional body
· Experience on GIS will be advantageous

KEY RESPONSIBILITIES AND DUTIES:
Provincial statutory control management and oversight;
· Ensure compliance with and consistency in the application of SANRAL’s statutory control policies and procedures, and requirements imposed by the SANRAL and National Roads Act, Act 7 of 1998, in the evaluation and processing of applications in the province
· Ensure effective and timeous processing of applications. Investigate delays in the processing of applications and take corrective actions.
· Review and evaluate all statutory control applications that are escalated for input and approval
· Define specific conditions for approval of applications
· Provide guidance on alternative approaches in line with the requirements and SANRAL’s policies
· Ensure that road safety principles and engineering requirements are considered during evaluation of statutory control applications
· Investigate and escalate statutory control issues in the province
· Ensure effective regulatory management to ensure that non-compliance of conditions and illegal transgressions are prevented or dealt with timeously
· Conduct route audits on an ad-hoc basis to identify issues and monitor progress of actions taken for non-compliance/illegal transgressions
· Assess and manage SANRAL’s risk related to statutory control and land matters
· Ensure accurate and effective record keeping and electronic update of applications in ITIS SCOMS Module
· Liaise with Finance and Business Development to ensure collection of monies due to SANRAL
· Conduct regular status meetings with Statutory Control Officers to discuss the progress/status of applications, issues and risks, and any other statutory control related matters
· Monitor the performance of Statutory Control Officers and provide feedback to enable professional growth
· Prepare and distribute management reports for Statutory Control (e.g. number and type of applications received, status of applications, time required to process applications, regulatory management, etc.)
Technical specialist support
· Provide input and share information on statutory and land related aspects
· Liaise with Municipal planners to ensure that SANRAL interests are considered in the development of statutory documents such as SDF, LAP and IDP
· Ensure that statutory control matters and information in ITIS SCOMS module are considered on design projects for the National roads (e.g. conditions of development applications, location of fibre optic cables, pipes, etc.)
· Actively participate in the relevant functional working group for Statutory Control
· Share knowledge and experience with colleagues
· Provide feedback on the performance of ITIS SCOMS Module
· Maintain good working relationships with all colleagues in all provinces and areas of expertise

POSITION OBJECTIVE:
To oversee and efficiently manage resources, time and budgets associated with the comprehensive Toll Road Operations and Maintenance (CTROM) in the province, along the National road network.
MINIMUM REQUIREMENTS:
• NQF Level 7 Qualification: B.Eng. / BSC / B. Tech in Engineering Civil / Electrical / Electronic Engineering.
• Registered as a Professional Engineer / Professional Technologist with the Engineering Council of South Africa (ECSA).
• Minimum 5 years relevant engineering experience post professional registration
• 5 years’ experience in Toll Management and Operations.
Added Advantage:
• Relevant Post Graduate degree.
• 10 years relevant experience post registration.
• Experience with toll collection systems.
KNOWLEDGE AND SKILLS:

KEY PERFORMANCE AREAS INCLUDE, BUT ARE NOT LIMITED TO:
CTROM project identification and planning
• Monitor Support of Toll routes with the identification, definition and effective prioritisation of CTROM projects.
• Prepare and manage the annual budget and proposed programme for assigned CTROM toll operation projects.
• Define, plan and coordinate all activities required for the overall management.
CTROM toll plaza project and contract management
• Prepare tender documentation for the appointment of consultants and contractors (in conjunction with consultants) in line with project requirements and SANRAL’s procurement policies.
• Ensure effective contract management and oversight, and that activities are executed in accordance with contractual terms and conditions.
• Conduct audits and toll plaza assessments to ensure compliance with technical, financial and quality requirements stipulated in the contract.
• Prepare monthly forecast and monitor expenditure of funds for CTROM toll operations/other projects.
• Monitor financial performance to ensure project remains within budget. Review scope of work and potential impact on the budget and request additional funds if necessary.
• Verify payment certificates prior to approval for payment.
• Liaise with local communities and propose community development projects to management.
• Cultivate and maintain good working relationships with key stakeholders, consultants and contractors.
• Ensure all required project documentation is electronically uploaded into the records management system and/or submitted for physical storage.
Management of CTROM toll plaza operations
• Manage and oversee the CTROM toll plaza operations and performance through regular meetings with consultants and contractors.
• Monitor and evaluate toll plaza traffic and revenue.
• Monitor and report on traffic growth and technical issues on toll systems compliance.
• Analyse identified risks and develop risk response plans.
• Support and direct Customer Relationship Management at toll plazas, in conjunction with Toll Customer Service Specialist.
• Address toll related queries from public, tip-offs or auditors.
• Responsible for toll system relaxations/deviations.
• Oversight of Electronic Toll Collection at plazas, including interoperability optimization.
• Identify and manage implementation of energy efficiency initiatives.
• Manage day-to-day operational activities related to concessions.
• Develop and distribute CTROM toll operations reports to management.
CTROM technical support & advisory
• Provide technical advisory services on all SANRAL projects that involve toll facility development and operations (for both CTROM and ORT).
• Support with the maintenance of CTROM policies, procedures and specifications.
• Document and share knowledge and lessons learnt with colleagues across the business.
• Participate in the relevant functional working groups for tolling within SANRAL / Nationally / Internationally as and when required.
