Description

 POSITION OBJECTIVE:

To coordinate organisational change management across various projects within the organisation ensuring that all change initiatives are implemented successfully with optimal stakeholder adoption and the of pre-determined business benefits.

 

MINIMUM QUALIFICATIONS/ REQUIREMENTS:

·       NQF level 7, Bachelor’s Degree in Human Resources, Social Sciences, Business Administration or equivalent.

·       10 years min relevant experience in Organisation Design assessing, designing and implementing organisational structures and job architectures in medium to large organisations.

·       5 years’ experience in managing and/or leading organisational design projects in the public sector and/or state-owned entities, and understanding their regulatory environment.

 

KEY RESPONSIBILITIES AND DUTIES:

 

Organisational Structure

·       Conduct organisational analysis and assessments to identify current organisational structure issues and concerns, including overlap in functions, duplication of works and organisational ineffectiveness.

·       Assess the impact of the organisational structure changes on the current levels of organisational efficiency and individual positions.

·       Provide expert recommendations on matters relating to the new and revised organisational structures, including organisational hierarchies, job titles, reporting relationships and the number of incumbents on each job.

·       Provide guidance regarding the implementing of new and revised organisational structures.

·       Drive standardisation and consistency of structures and jobs across the organisation

·       Manage the Organogram of the business, including development, and processes of change around it

 

Organisational Design

·       Design and manage strategies and processes to assess organisational optimisation and organisational design needs across SANRAL

·       Define guidelines for consistent organisational design governance

·       Analyse structures, spans of control, layers, and role interfaces

 

Job Architecture & Job Design

·       Provide advice on the job architecture consistent with SANRAL’s strategic objectives and organisational culture while ensuring that the job architecture is flexible, scalable and primed to adapt to future organisational changes.

·       Ensure that all roles (jobs) in the new and revised organisational structures are necessary and contribute towards the wider goals of the organization.

·       Advise on any additional roles (jobs) which may help support the business practices, to make them more efficient.

·       Conduct job analysis and job design exercises

·       Facilitate the development of job families’ framework and content

 

Job Profiling

·       Develop and refine job profiles aligned to SANRAL's Organisational strategy

·       Assume overall responsibility for job profile inventory and support and validation for the creation of all new positions across the organisation

·       Facilitate and coordinate the grading of roles leveraging third party support using the Paterson Job Grading System

·       Ensure internal equity and role clarity across structures

 

HR Analytics & Reporting

·       Analyse HR and organisational data to support decision-making

·       Develop clear, defensible reports and presentations

POSITION OBJECTIVE:

The Manager: Telecommunications is a strategic leadership role responsible for the direction, governance, and optimisation of SANRAL’s national telecommunications infrastructure portfolio. The role drives network reliability, digital infrastructure expansion, and commercialization of telecom assets, positioning SANRAL as a key open-access infrastructure provider supporting Smart Roads and Smart Mobility initiatives. The incumbent will ensure end-to-end lifecycle management of WAN, fibre, IP/MPLS networks, and Intelligent Transport Systems (ITS) connectivity, while maintaining regulatory compliance and enabling sustainable revenue generation. 

 

MINIMUM REQUIREMENTS:

Operational Maintenance Execution (24/7 Environment)

• Define, implement, and enforce network architecture standards for WAN, fibre optic infrastructure, IP/MPLS networks, and Intelligent Transport Systems (ITS) connectivity.

• Oversee real-time monitoring of telecommunications infrastructure through Network Operations Centre (NOC) tools to ensure proactive detection of faults, performance degradation, and service interruptions.

• Establish and maintain network redundancy, resilience, and failover mechanisms to minimise downtime and ensure continuous service availability.

• Lead the management of major incidents, including Priority 1 and Priority 2 outages, by coordinating cross-functional technical teams to restore services within agreed service levels.

• Provide executive-level operational updates, incident reporting, and risk communication during critical service disruptions.

• Approve and oversee network configuration changes, infrastructure upgrades, patch management, and technology refresh activities.

• Ensure seamless integration and interoperability between core telecommunications infrastructure, tolling systems, and ITS platforms, including traffic monitoring systems, roadside sensors, and Variable Message Signs (VMS).

• Drive network performance optimisation initiatives, including bandwidth management, latency reduction, throughput improvement, and service quality enhancement.

• Oversee capacity planning and infrastructure expansion models to support increasing traffic volumes, toll transaction growth, and smart mobility initiatives.

• Ensure telecommunications infrastructure design aligns with cybersecurity standards, including network segmentation, secure access controls, threat monitoring, and resilience against cyber threats.

 

Strategic Direction & Commercialization

• Serve as the primary liaison with the Independent Communications Authority of South Africa on all telecommunications regulatory matters affecting SANRAL.

• Ensure compliance with the Electronic Communications Act and all applicable telecommunications regulations, standards, and industry frameworks.

• Oversee ECNS and ECS licence applications, renewals, amendments, and spectrum usage compliance where applicable.

• Monitor regulatory developments and policy changes within the telecommunications sector, and advise SANRAL on business impact, compliance obligations, and required strategic adjustments.

• Ensure the timely submission of regulatory reports, statutory returns, compliance declarations, and audit responses to relevant authorities.

• Develop, review, and maintain internal telecommunications policies, standards, and procedures aligned with legislative and regulatory requirements.

• Ensure telecommunications operations comply with Protection of Personal Information Act (POPIA), cybersecurity frameworks, and SANRAL’s ICT governance standards.

Regulatory & Compliance Management

• Establish, maintain, and continuously update a centralised telecommunications asset register for all network infrastructure and related equipment. • Oversee the full lifecycle management of telecommunications assets, including fibre optic networks, DWDM transmission equipment, IP network devices, towers, ducts, and associated infrastructure. • Implement predictive maintenance, preventative maintenance, and reliability engineering practices to improve asset availability and reduce service disruptions. • Ensure continuous uptime, connectivity, and operational readiness of telecommunications infrastructure supporting ITS outstations and field devices. • Monitor and support connectivity for critical ITS systems, including traffic cameras, sensors, roadside communication devices, and Variable Message Signs (VMS). • Drive integration of telecommunications assets with central traffic management and operational monitoring platforms to support smart mobility and intelligent transport initiatives.

• Monitor asset performance trends, identify infrastructure risks, and implement corrective actions to enhance service reliability and operational efficiency.

 

Telecommunications Portfolio, Vendor and Operational Governance Management 

• Manage relationships with telecommunications vendors, OEMs, contractors, and service providers to ensure effective service delivery and contractual compliance.

• Oversee vendor performance against agreed service levels, key performance indicators, cost efficiency targets, and project delivery timelines.

• Lead contract management processes, including supplier negotiations, contract renewals, performance reviews, and value realisation from outsourced services.

• Manage the telecommunications portfolio, ensuring alignment with SANRAL’s strategic goals, prioritisation of initiatives, and effective programme governance.

• Oversee portfolio financial management, including CAPEX and OPEX budgets, resource allocation, and management of programme interdependencies.

Executive Support

·       Work closely and effectively with the CIO to keep him/her well informed of upcoming commitments and responsibilities, following up proactively and appropriately.

ROLE RESPONSIBILITIES 

 

Planning of RRM Projects

·       Liaise with Provincial Construction Contract Engineer to advise on the network condition assessments to enable the planning and scheduling a pipeline of major rehabilitation or and/or Capex projects on new and existing routes,

·       Prepare and manage overall budget for RRM and ensure funding is available

·       Determine resources (i.e. RRM Contract Engineers) required to execute planned projects and if adequate capacity is available

·       Assign RRM projects and associated budget to RRM Contract Engineers to execute.

 

Oversee Procurement for all RRM contracts

·       Participate in the compilation of new and the revision of existing proforma procurement documents for all RRM projects

·       Review, provide input, and approve tender documentation for the appointment of RRM Consultants and RRM Contractors

·       Ensure compliance to SANRAL’s procurement policy

·       Review all contracts for RRM projects.

 

Provincial RRM Project oversight

·       Proactively monitor the progress of all RRM projects Provincially, financial performance and cashflows, issues and risks, transformation targets and any other project or contract related matters

·       Prepare regular management and operational reports for Provincial RRM projects including issues, finances and/or performance of contracts.

·       Review all RRM related information captured in IT IS Provincially

·       Conduct regular status meetings with RRM Contract Engineers to discuss the progress of RRM projects, financial performance and cashflows, issues and risks, and any other project or contract related matters

·       Manage any contractual issues (including disputes and claims) on projects that have been escalated by the RRM Contract Engineer

·       Provide advice on all contractual matters related to RRM contracts.

·       Guide and support RRM Contract engineers with project management and community engagement related activities when required

·       Conduct ad-hoc site visits to monitor that RRM works are executed consistently across the region and according to SANRAL standards and specifications. Ensure that environmental and occupational health and safety standards are adhered to

·       Monitor performance of Project Liaison Committees (PLC) from Provincial level

·       Participate and Monitor engagement and ongoing communication with local communities

·       Ensure all required documentation is electronically uploaded into the records management system and IT IS and/or submitted for physical storage

·       Prepare and distribute management reports for RRM

·       Review payment certificates and all information captured in ITIS before approval

·       Cultivate and maintain good working relationships with internal and external stakeholders

·       Monitor the performance of RRM Contract Engineers and provide feedback to enable professional growth

 

Technical advisory & support

·       Provide input during the design and construction phases of projects with regards to the maintainability of the asset i.e. ensure the efficiency, effectiveness and safety of maintenance works

·       Actively participate in the relevant functional working group for RRM Share knowledge and experience with colleagues

·       Provide feedback on the performance of the ITIS RRM and Incident Desktop and Mobile modules
