POSITION OBJECTIVE:
The successful incumbent will provide selective research, analytical and statistical data in support of a functional procurement environment that aligns with the priorities of the SCM unit. To add value to the Transformation Program and influence SANRAL’s contribution to industry through comparative specialized data analysis.
ORGANISATIONAL STRUCTURE
SUPPLY CHAIN MANAGEMENT
MINIMUM REQUIREMENTS:
• A degree at an NQF level 7 in Supply Chain Management or any other related fields.
• At least five years post-qualification experience in a similar position.
• Additional qualification in research, data analysis or related is a requirement.
• Knowledge of public procurement systems including the legal framework of the various regulatory institutions responsible for procurement and transformation for both engineering and corporate procurement.
• Relevant industry knowledge in engineering / construction.
• Well versed in contract management.
ADVANTAGEOUS:
• A qualification in Quantity Surveying or Engineering.
• Experience within a roads construction / engineering environment.
• Industry knowledge in roads construction.
WORKPLACE COMPETENCIES:
• Strong leadership and communication skills with the ability to prepare and present findings in written and oral form.
• Conceptual, analytical and evaluation skills and comparable work experience in predictive data analysis and insights, data warehouse and market research.
• Experience in supply chain market research/market intelligence.
• Ability to analyse, model and interpret data.
• Understand the critical linkages and relationships between strategy, business operations and objective.
• High level of mathematical ability.
KEY RESPONSIBILITIES:
• Perform research in the areas of procurement trends, market potential, market size, supplier search and supplier development to aid sourcing strategies.
• Analysis of procurement spend in, but not limited to: o Category of spend/ Budget / Cost Centre
- Professional Service Providers
- Contractors: CIDB Grade
- BBBEE level
- Regional trends
- EME’s & QSE’s
- Youth and women owned businesses
- Military Veterans
• Monitor and report on the impact of transformation initiatives.
• Prepare reports involving quantification and evaluation for all aspects of the Transformation Program.
• Develop market intelligence to improve transformation initiatives.
• Interpret data, make recommendations and presentations on procurement spend, quality assurance activities and compliance programs.
• Provide information and analysis to management with respect to compliance and adherence to policies and procedures.
• Prepare reports and recommendations to aid strategy and policy decisions.
• Prepare and coordinate appropriate responses to queries on data trends
• Create reports that contribute to the efficient functioning of the Bid Specification Committee process across SANRAL in response to data trends.
• Frequent interaction with regions, project managers, business unit managers, contract managers, industry associations, CIDB, the DTI and other relevant industry bodies.
