POSITION OBJECTIVE:
To ensure project management in respect of specific norms and standards, according to relevant legislation, and the efficient management of resources, time and budgets associated with Toll and Intelligent Transport System(ITS) related projects under his/her control on a regional level. Maintenance of all regional Toll Plazas. To develop and maintain excellent working relationships with external stakeholders and to ensure required business results

MINIMUM REQUIREMENTS: 
• BSc Electronics Engineering or BTech Electronics Engineering Degree 
• The incumbent must have at least 10 years working experience in related industry, and extensive working experience with Tolls, Intelligent Transport Systems and Traffic Management systems. 
• Relevant Professional ECSA registration will be an advantage

• Extensive knowledge of relevant industry standards, specifications and relevant legislation; 
• Knowledge of Toll operations, Intelligent transport systems and traffic management systems; 
• Operation and maintenance of medium voltage toll operations 
• The ability to demonstrate attention to detail and solve problems in a timely manner. 
• The incumbent should exhibit sound and accurate judgment and work well under pressure 
• Planning, organizing and high level of administrative skills 
• Verbal and written skills. 
• Negotiation and facilitation skills. 
• Excellent Computer proficiency. 
 
WORKING CONDITIONS/ INHERENT REQUIREMENTS OF THE JOB 
• Regular travel; 
• Attend Cluster Meeting as when required; 
• Driver’s License; 
• Work is normally performed in a typical office and/or site work environment, including site visits as and when required. 

 
KEY RESPONSIBILITIES: 
 
PROJECT AND PROCUREMENT MANAGEMENT 
• Participates in the identification and prioritizing of Lighting, Electrical and Toll projects using data from relevant asset management system (e.g. PMS/BMS/IMS/TMS) and personal knowledge. 
• Based on requirements of the project prepare annual budget and proposed programme. 
• Participates in the evaluation of tenders and appointment of consultants. 
• Prepare relevant tender documentation for appointment of consultants. 
• Prepare relevant tender documentation, in association with consultant, based on the scope of the project to appoint contractors. 
• Attends site inspections and brief contractors on services required for project. 
• Participates in the adjudication of tenders and reviews recommendations by consultants. 
• Compile memorandum for approval by the relevant the delegated authority including Procurement Committees, Regional Manager, EXCO members and SANRAL Board. 
• Prepare and circulate letter of award to successful party. 
• Visits sites on a regular basis to monitor progress against the project plan 
• Monitors performance of projects through regular meetings with consultants and contractors. 
• Conducts regular audits. 
• Monitors financial performance to ensure the project remains with budget. 
• Prepare monthly forecast of expenditure for each project. 
• Verify payment certificates prior to approval for payment. 
• Review scope of work and potential impact on the budget and request additional funds if necessary. 
• Maintains good working relationships with colleagues in other regions and/or areas of expertise. 
• Cultivates and maintains good working relationships with key stakeholders, consultants and contractors 
 
TOLL MANAGEMENT: 
• Monitoring of toll plaza revenue and traffic 
• Plaza assessment management and audits 
• Toll plaza queue management 
• Attend to toll related queries from public, media, tip-offs or auditors 
• Interoperability deployments 
• ETC rollout and attend to system errors and issues 
• Ensure toll system compliance processes are in place 
• Responsible for toll system relaxations/deviations 
• Effect energy efficiency initiatives 
• Conduct CTROM contract analysis 
• Develop specifications for toll operations and maintenance systems and equipment including software and hardware. 
• Provide guidance in migrating legacy toll systems deployed at toll plazas into a new uniform system. 
• Provide guidance in the development of Intelligent Transport Systems for the currently deployed Freeway Management System and related Traffic Management Systems.
