GENERAL MANAGER: INFRASTRUCTURE
 
South African National Parks (SANParks) invites applications for a Fixed Term Contract position for 5 (five) years from suitably qualified and experienced persons to manage and coordinate SANParks Infrastructure Portfolio. This position will report to the Managing Executive: Parks for the management of the infrastructure & green energy programmes for Parks Division as well as ensuring compliance with legislation and reporting requirements through the development of the relevant infrastructure policies, Standard Operating Procedures and plans for the organisation.

Requirements
  • Minimum required of NQF level 8 qualification in any of the Built Environment disciplines (Civil Engineering, Construction Management, Architecture, Quantity Surveying, or Project Management).
  • Registration with the South African Council for Project and Construction Management Manager/ Civil Engineer/Quantity Surveyor//Architect is a requirement.
  • Seven (7) to Ten (10) years of infrastructure management experience, including relevant programme and project management in the built environment on a strategic and organisational level.
  • Knowledge and understanding of the Framework for Infrastructure Delivery Procurement Management, and other relevant legislation.
  • Experience in policy and infrastructure planning.
  • A valid Code EB driver’s license and Microsoft Office software competency.
 
Responsibilities
  • Coordinate strategic planning of SANParks Infrastructure Portfolio for maintenance, recapitalisation and new developments.
  • Implement requirements of Framework for Infrastructure Delivery and Procurement Management (FIDPM) and Infrastructure Reporting Model (IRM)for SANParks.
  • Manage Parks Division Technical Services and Infrastructure Unit (Project Management Unit).
  • Programme management of Infrastructure- & Green Energy Programmes for SANParks.
  • Programme planning and implementation over the MTEF and Annual Budget timeframes.
  • Development of project proposals, business plans and project implementation plans.
  • Financial and budget management inclusive of audits and reporting.
  • Strategic procurement management and form of contract development.
  • Administration and data management to meet reporting requirements.
  • Preparation of reports to management and funders.
  • Liaison with funders and role-players.
  • Compile policies and Standard Operating Procedures for capital and maintenance process.

The remuneration package includes an all-inclusive cost to company salary, pitched at Grade E1. The allowances and benefits are as specified in the HR Tariff Document and Conditions of Services of SANParks.

Requirements

  • Accredited training on Sage 300 People system and a South African Payroll Association. membership will an added advantage.

Responsibilities
  • Maintain, monitor, and review information on the payroll system to ensure all information is accurate and up to date.
  • Run reports from the payroll systems and compare data after payroll processing for accuracy of information on the system.
  • Ensure all payroll input has been signed off by the relevant parties.
  • Review of payroll calculations as per tax legislation and company policies.
  • Record keeping of all supporting documents.
  • Ensure employees are linked to the correct primary position.
  • Liaise with line management to ensure employee information and salaries are completed timeously and accurately.
  • Close payroll off on time with 100% correct data and assist with payroll variances.
  • Oversee the day-to-day operations of the payroll officer/clerk by ensuring all payroll transactions are processed efficiently and accurately.
  • Process all payroll input for earnings, deductions, company contributions, fringe benefits exactly as per instruction document as and when required monthly.
  • Uploading of bulk batches and reconciling input processed.
  • Run payroll checks and balance the payroll before manger runs the variance report.
  • Ensure that payroll deadlines as per remuneration schedule are met on a monthly basis.
  • Coordinate, the extrapolation, controlling and distribution of variance reports and other reports required by line management.
  • Import and generate overtime worked and other allowances as per payroll instructions submitted.
  • Link new employees to ess and correct leave setup as per payroll instructions.
  • Compiling summaries of earnings, taxes, deductions, leave, disability, and non-taxable wages and compile a reporting.
  • Work closely with benefits unit to ensure monthly changes are done correctly and each change is accompanied with instruction document.
  • Process employee transfers, promotions within the organisation and transfer of leave setup and hierarchy setup to new entity.
  • Process and reconcile all miscellaneous input for deductions for external stakeholders such as garnishees, insurances and other stakeholders in accordance with policies and procedures including statutory requirements.
  • Completion of quarterly statistics.
  • Prepare and maintain payroll record and reports for audit purposes and requirements.
  • Give input on the review of payroll policies and procedures.
  • Assist with regular updates of the payroll sops.
  • Assist with the implementation of corrective measures to address audit findings.
  • Ensure payroll tickets/queries are being attended to by officers within the sal.
  • Compliance with employee, tax, and labour regulations. Stay up to date with any labour or legislative change.
  • Take part in training initiatives including subordinates.
  • Ensure contracting, bi-annual reviews process is completed and signed off.
  • Provide continuous guidance and support to subordinates.
  • Engage employees on matters relating to payroll and benefit through awareness sessions.
  • Drive regular employee information updates.
  • Resolving payroll discrepancies and queries.
  • Assist with streamlining of payroll processes.
  • Effective communication to all stakeholders regarding any changes or updates regarding payroll.

PRACTITIONER: SUPPLY CHAIN MANAGEMENT
 
SANParks requires the services of a Practitioner: Supply Chain Management Practitioner to manage the sourcing of goods and services in accordance with National Treasury’s relevant applicable legislations and SANParks procurement policies for the Cape Region. The successful candidate will report to the Regional Finance Manager: Cape and will be based at Table Mountain National Park. The candidate will be expected to travel.

Requirements
  • Must be in a possession of a National Diploma in Supply Chain Management/ Logistics or National Diploma in Financial Management or Accounting with relevant experience.
  • Degree would be an added advantage.
  • Experience in construction related procurements will be advantageous.
  • Should have 2 – 4 years’ experience in a Supply Chain Management.
  • Valid Driver’s License.
  • Knowledge of Public Finance Management Act.

  • To coordinate the identification of regional procurement needs as informed by the Annual Procurement Plan, Demand Management Plan and Budget.
  • To provide expert advice to end-users regarding the development of short- and long-term service level agreements for repeat purchases in conjunction with the Supply Chain Corporate Office.

  • Coordinate the bid specification, bid evaluation, and bid adjudication committees, and ensure the proper functioning of the committees including all record keeping and secretariate functions.
  • Maintaining of the deviation, variation, irregular, fruitless and wasteful expenditure registers.
  • Coordinate efficient contract management activities.
  • Coordinate the demand Management process in accordance with the supply chain management policy and legislative requirements.
  • Timeous reporting of supply chain management activities and annual procurement plan.

  • Respond to request for information requested by auditors within a two-day turnaround time.

​OFFICER: SCIENCE LIAISON CAPE RESEARCH CENTRE, SCIENTIFIC SERVICES

 
A vacancy currently exists for Officer: Science Liaison to be based in the Cape Research Centre. This role in Scientific Services provides support to external scientists and researchers to conduct biodiversity research within the national parks. This includes logistic, administrative guidance in the application process, general coordination between Scientific Services, Park Management, and the Researcher.
 
Requirements
  • NQF level 6 in Natural/Social Sciences/Environmental/Biophysical Science.
  • Understanding research design and methodologies.
  • Minimum 2-4 years ecological experience.
  • Biodiversity related legislation (NEMPAA,etc.)
  • Computer literacy, especially databases and spreadsheets.
  • Science communication and dissemination (blogs, infographics, visuals)

Responsibilities
  • Facilitate and monitor the research project registration process for parks within the associated Scientific Services Research Unit.
  • Develop an approach to maximize organizational learning from research projects.
  • Take a leading role in SANParks emerging intellectual property debate.
  • Facilitate logistics (accommodation, access, decals, game guards). support to visiting researchers.

A vacancy currently exists in the Garden Route National Park: Tsitsikamma Section, for a General worker in the Conservation Department. The successful candidate will report to the Sergeant Ranger.

Requirements
  • Grade 12 certificate (Std 10) required or equivalent.
  • 1-2 years general worker experience and exposure in nature conservation related work (alien clearing, integrated fire management that includes fire management and law enforcement).
  • Driver’s License.
  • Basic knowledge in Occupational Health and Safety.
  • Must be physically fit.
  • Basic knowledge of general maintenance and inspection.
  • Good Hygiene practices.
  • Knowledge of laws, regulations, policies, procedures, and standards relevant to the field.

  • Perform basic conservation duties of physical and routine natures that includes the implementation of invasive plant, alien animal and natural soil erosion and rehabilitation management programs.
  • Fire protection, which include wildfire suppression, conducting prescribed burns and preparation of fire breaks.
  • Infra-structure maintenance including buildings, roads, hiking trails, day walks, footpath, gardens, tourism facilities and signage.
  • General Maintenance and upkeep of terrain, gardens, staff villages etc.
  • General forestry duties.
