SENIOR MANAGER: POLICY COORDINATION AND COMPLIANCE
Park: Groenkloof (Head Office)
 
Description:
The Organisation requires the services of a Senior Manager: Policy Coordination and Compliance in the Chief Operating Officer’s division. This position will be based at Groenkloof, Pretoria
 
Requirements:
  • Be in possession of a relevant Bachelor’s degree in Public Management, Administration, Business Management or another relevant field.
  • Should have 5-8 years experience in Policy Coordination & Compliance, and 5 years in a corporate policy development environment..
  • Understanding of legislation governing the public sector and especially, SANParks.
  • Knowledge of the SANParks mandate and work, inclusive of all relevant legislation such as NEMPAA, NEMBA, NEMA, Tourism Legislation.
  • Knowledge of corporate governance and procedures management, including King III and IV Codes.
  • Knowledge of legislative, policy and procedures development.
  • Knowledge of programme and project management..
  • Knowledge of outcome based monitoring and evaluation
  • Knowledge of audit and quality assurance management.
  • Must be Computer literate (intermediate to advance)..
  • Research and data analysis skills.
  • Information management skills, including electronic data and system management skills
  • Communication skills (written and verbal).
 
Responsibilities:
  • Provide overall assurance on organisational compliance with International and SADC regional agreements, national legislation, and policies.
  • Oversee and monitor the implementation of the organisation’s corporate governance compliance framework.
  • Oversee the implementation and review of and ensure compliance with the SANParks Meta Policy and associated procedures.
  • Maintain and revise organisational policies and procedures for sound corporate governance.
  • Monitor legislative and policy compliance activities to identify potential areas of compliance vulnerability and risk, thereby recommend corrective actions plan for resolution of problematic issues/areas to executive management.
  • Ensure that corporate policies and procedures are developed, implemented, reviewed, and maintained in line with strategy requirements, norms and standard, and legislation.
  • Provide policy advisory support services to Executive Management and employees.
  • Coordinate expert input from SANParks into drafting and amendment of relevant national policy, norms and standards.
  • Consider audit, investigations, and risk assessment findings to identify and address policy gaps and misalignment.
  • Manage and maintain an auditable master file for approved corporate policies and procedures.
  • Provide reports on a regular basis, and as directed or requested, to keep Executive Management and the Board informed of the operation and progress of policy governance and compliance efforts.

SUPPLY CHAIN MANAGER (RFQS)
Park: Kruger National Park
 
Description:
Applications are invited from suitably qualified persons for the above position on 12 months Fixed Term Contracts. Reporting to the Senior Manager: SCM and will operate from Skukuza, the successful applicant’s responsibilities will include the following
 
Requirements:
  • A National Diploma in Logistics/SCM/ Commerce or Law and related qualification
  • NQF level 7 would be beneficial
  • Minimum of 5 years experience in SCM environment as a Specialist
  • At least 2 years experience at the manager level
  • Extensive knowledge of Procurement processes and procedures
  • Extensive knowledge of all relevant legislation governing SCM as well as strong analytical skills
  • Appropriate Knowledge and Skills in SCM
  • Knowledge of the PFMA and other related regulations
  • Strong Teamwork spirit, excellent communication and negotiation skills
 
Responsibilities:
  • Initiate and coordinate the development of the Demand management plan
  • Manage Requisitions, allocate purchase requisitions to the buyers, and track and report on the aging thereof
  • Quality assure quotations before issued to the market to ensure compliance with SCM Prescripts
  • Review the quotations requested by buyers from suppliers that they quoted according to the specifications before signing the evaluation memo.
  • Inspect the documents submitted by suppliers to ensure that the critical criteria that were set on the RFQ request are complied with.
  • Evaluate and assess the request to quote based on set criteria.
  • Record and Keep data on BBBEE expenditure for reporting purposes
  • Resolve any dispute with suppliers relating to orders issued.
  • Cancellation of the order by following the proper process in accordance with the terms and conditions of placement of the order.
  • Close off all open orders on the system after deliveries and payments are made and submit the files for archiving to the finance division.
  • Negotiate prices with suppliers where the preferred bidder quoted above the market value.
  • Contribute in the updating of the warehouse catalogue and contribute in assessing and advising on commodities that should be kept as warehouse items
  • Update the tracking tool for progress on users request submitted to procurement.
  • Attend to Internal and External queries regarding the request to quote by providing feedback on queries to Stakeholders.
  • Application of the Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), National Treasury Regulations and SANPark’s SCM policy and procedures
  • Review, compare analyse and approve products and services to be purchased
  • Maintain good stakeholder supplier relations, internal and external (Suppliers)
  • Researching and evaluating prospective suppliers in particular, local suppliers
  • Co-manage warehouse contracts
  • Assist in the coordination of Tenders as a secretariat
  • Liaison closely with the warehouse team to ensure sufficient stock is available in the warehouse
  • Reporting to internal and external stakeholders on any matter affecting area of responsibility

Responsibilities:
  • Review and develop high-level Procurement strategy. This includes the identification of Procurement related opportunities and identifying, developing and prioritising Procurement activities.
  • Initiate, co-ordinate the procurement plan and reporting thereof
  • Support all business units to achieve their procurement needs through an annual procurement plan.
  • Ensure compliance with SCM Policies and Procedures, rules, and regulations
  • Manage SCM Deviations
  • Compile management reports on Supply Chain Management performance
  • Implement best practice on Procurement and Supply Chain Management.
  • Provide on-going training on Supply Chain Management processes to the staff (both end-users and SCM staff)
  • Ensure all procurement is in accordance with legislation governing SCM
  • Ensure that proper systems are in place to prevent irregular, fruitless, and wasteful expenditure.
  • Conduct ongoing performance management on all direct reports by ensuring that all IPA’s, and IDPs are completed by agreed timelines.
  • Manage staff performance and development.
  • Ensure optimal use of small businesses in the KNP SCM processes
  • Contribute to the updating and development of SCM policy and procedures
  • Assist in ensuring that stock is available in the warehouse through contract management of existing contracts and initiating of new contracts
  • Bear accountability for overall procurement performance
  • Ensure that the process of negotiations on price, commercial terms, and conditions with suppliers is standardized throughout the organization.
  • Work closely with the warehouse manager in ensuring that goods procured meet the expected quality and are procured timeously
  • Implement a valid and compliant records management system for SCM.
  • Reporting to internal and external stakeholders on matters affecting the Business Unit
