The above position is a fixed-term contract position up to the end of 31 June 2023. Renewable on mutual agreement. The position is on C1 Paterson Salary Band total remuneration package of R 21 101.60 as the incumbent will stay outside the park. The designated office is situated outside of George and not on main transport routes, own transport is required. Requirements:
  • Grade 12 Certificate with ESRI ARC GIS Pro Standards or ArcGIS10.x Level II Certification

MANAGER: PARK PLANNING AND DEVELOPMENT
Park: Table Mountain National Park
 
Description:
A challenging position of Manager: Park Planning and Development exists with the Park Planning and Development Unit in the Conservation Services Division. SANParks is increasingly required to engage as an Interested and Affected Party and commenting authority in proposals for changes in land use at the strategic level (e.g. spatial development framework, Special Economic Zone or Renewable Energy Zones processes) or at the individual project level (e.g. EIA processes for mining or renewable energy projects or biodiversity offset). The successful candidate will be responsible for providing a strategic engagement role in the buffer zones of National Parks to promote effective engagement in reactive land use and development application processes, as well as proactive engagement in planning processes and ensure that development decisions are made on a defendable biodiversity-driven basis.
The total cost to employer remuneration package is based on the salary scale for the Paterson D5 job grade, with allowances and benefits as specified in the SANParks HR Tariff Document and Conditions of Service.
 
Requirements:
  • A relevant postgraduate degree in Environmental or Sustainable Development or Planning fields
  • Proven expertise in GIS, preferably ESRI software.
  • Relevant experience with a minimum of 8 to 10 years in Environmental Management.
  • 5 - 10 years of experience with the application of environmental laws, policies, strategies and management of interdisciplinary teams
  • Strong understanding and experience in mainstreaming biodiversity tools and practices in South Africa
  • Good working knowledge of the MS Office software package.
  • Ability to travel, able to work alone and also in a team.
  • Excellent written and verbal communication skills.
  • Knowledge of:
    • Environmental and land-use planning legislation (especially NEMA, NEM:PAA, NWA, SPLUMA)
    • Landscape ecology, ecological processes and functions, and ecosystem services
    • Spatial planning tools and biodiversity planning products, protected area expansion strategies
    • Interdependencies between ecosystems, social, cultural and economic systems
    • Impacts associated with a range of development types in different sectors
  • Registration with EAPASA, SACNASP or SAACPP will be an advantage.
 
Responsibilities:
  • To provide strategic oversight to SANParks' engagement in land use planning and/or development application processes around national parks with the potential to affect SANParks’ interests.
  • To identify potentially significant impacts and risks to existing national parks and their buffer zones, and/or proposed expansion focus areas, associated with land-use planning and/or development applications.
  • To initiate and coordinate relevant internal specialist input to SANParks’ formal comment on, or input to,land-use plans and development applications within specified timeframes.
  • To synthesise and structure specialist inputs into SANParks’ formal comment in a way that responds clearly to legal or policy requirements of land-use planning or development application processes.
  • To co-supervise Regional Environmental Management Coordinators and Planners on proactive and reactive land use planning and development engagements within the park buffer zones, including mainstreaming of park planning spatial products into the municipal spatial planning processes.
  • To provide strategic oversight and coordinate engagement in biodiversity offsets at both project and strategic levels including in the policy and offset banking realms.
  • To coordinate and manage development appeal processes where SANParks’ interests have not been adequately taken into account in decision-making.
  • To develop SANParks' capacity to provide succinct, focused and relevant comments at both strategic and project levels on plans and development proposals with the potential to affect existing national parks and/or park expansion areas.
  • To lead engagement and commenting on National and Provincial strategic spatial planning processes and Strategic Environmental Assessment processes, as well as engagement around the EIA Screening Tool and how it is applied (such as in new standards).
  • To oversee the management of the registry of SANParks’ strategic and project-level comments, and associated documents, to track authorisation processes and enable timely response for follow-up actions.
  • To participate in the review and development of park management plans, especially in the regional integration and buffer zones aspects.

Responsibilities:

  • Assisting the Project Sponsor in constituting the multi-discipline project team through co-opting capacity required to deliver the assignment utilising different models, including the appointment of additional independent contractors, facilitating secondments or in-kind donations of time.
 
Phase 1:
  • Undertake literature review (internal and external documents) and conduct interviews with identified Executive and Senior Managers to finalise the simplified and accessible status quo publication of the Vision and Mandate.
  • Enhance the Vision and Strategy of the organisation.
  • Develop a project introduction presentation for the launch of the project and facilitate consultation with stakeholders. Facilitate consultation with the wide range of stakeholders (including internal stakeholders) identified to develop (co-create) the scenario-based Vision 2040 and to obtain buy-in from stakeholders into the vision and process.
  • Develop Vision 2040 'publication' to provide feedback and obtain buy-in to the Vision.
  • Working closely with the COO and the Strategy, Business Performance and Transformation unit, facilitate the development of the Vision 2040 Strategy (in accordance with the backwards mapping process).
  • Assist the Strategy and Business Performance Management team (and COO) in the development of the 2025-2030 Strategic Plan and 2025-26 Annual Performance Plan - this plan must give effect to the Vision 2040 ambition but must also still be aligned with NDP 2030 and the Medium-Term Strategic Framework for the corresponding period.
 
Phase 2:
  • Facilitate a process to finalise the Status Quo of the Organisation Pillar, especially on the identified leveraging components (as per the Concept Note) by inter alia conducting a literature review (including the internal documents identified; the internal service delivery survey recently conducted; customer feedback and trends; etc).
  • Facilitate the finalisation of a Status Quo report on the organisation pillar for EXCO and Board consideration.
  • Based on Vision 2040, the emerging strategy and research into the organisation of the future/conservation agency of the future/future of work; define the organisation needed to deliver the mandate and Vision.
  • Facilitate the process of interventions; review, enhancement or re-design (business models, delivery models, organisational design; organisational culture); and re-engineering (processes, systems; technology, etc.), required to derive the organisation envisaged (including facilitating the process of changing the corporate form).
  • Facilitate the development of a phased implementation plan to derive at the 'New SANParks'.
  • Facilitate change management to ease implementation.
 
General:
  • Assist the Board and Management with mobilising additional resources (financial and skills) for the project.
  • Oversee the financial management of the project.
  • Provide progress reports to EXCO, the relevant Steering Committee, and the Board at agreed intervals.

  • Excellent verbal/written communication skills are a prerequisite.

Responsibilities:
  • Manage the radio and telephonic & other communications in the Operations Room.
  • Support incident management within the marine and terrestrial areas.
  • Assist with fielding reports and information received in the Operations Room to operators.
  • Update and maintain records and logs of operational matters, including radio and other communications for land, sea and aerial support.
  • Conduct data capturing from various sources onto Cmore and other software platforms.
  • Ensure efficient and accurate information management.
  • Monitor the technology feeds in the Operations Room.
  • Assist with the capturing of information for weekly/monthly/quarterly and annual reports.
  • Assist the Operations Room Control Officer with logistics and deployments by the SEAM Team when necessary.
  • Support internal and external stakeholder liaison.
  • Provide administration and procurement support to the unit.
  • Assist with internal training when required.
 
Salary: R 121 195 - R 167 553
