CHIEF DIRECTOR: BIODIVERSITY INFORMATION AND POLICY ADVICE

The South African National Biodiversity Institute (SANBI) is looking for a highly motivated individual to lead, manage and develop policy and provide strategic direction in order to render policy advice on matters pertaining to biodiversity, planning information and mainstreaming.
 
This position requires a postgraduate degree at NQF level 8 in Life Sciences, Natural Sciences, Ecology, Biology, Botany, or an equivalent and relevant qualification at NQF level 8. A relevant postgraduate degree at NQF level 9 or equivalent qualification will be an added advantage. This position also requires a minimum of 10 years of relevant work experience and at least 5 years must be in Senior Management, at Director or equivalent level.
 
The successful candidate should be self-motivated, innovative and must have in-depth understanding of national and global biodiversity conservation and knowledge about legislation pertaining to biodiversity conservation. The candidate must be in possession of a valid driver’s licence and must be willing to travel nationally and internationally. The successful candidate will be required to acquire a Senior Management Service Pre-entry Certificate offered by National School of Government, before assumption of duty.
 
Key Performance Responsibilities include:  
  • Provide direction in the development and implementation of strategy for the Division, aligning it to SANBI’s overall Corporate Strategic Plan (CSP) and SANBI’s mandate in terms of legislation.
  • Providing science policy advice on global and national priorities related to biodiversity policies, planning, and decision making.
  • Provide leadership on mainstreaming and information management for contribution to/or the development of national biodiversity priorities, strategic programmes, projects and matters incidental thereto.
  • Provide policy advice and strategic input to enable the implementation of national and international biodiversity strategies and frameworks.
  • Champion the transformation and implementation of Human Capital Development (HCD) Strategy for the Division contributing to organisational coherence.
  • Deliver on the targets of Division’s Annual Performance Plan (APP) and lead the Biodiversity Agenda within the Division.
  • Ensure effective partnerships and stakeholder relationships.
  • Ensure proper governance, effective risk management and compliance to applicable legislation.
  • Facilitate Resource mobilisation and support for the Biodiversity Information and Policy Advise Division.

DEPUTY DIRECTOR: BUDGETING AND REPORTING

The South African National Biodiversity Institute (SANBI) is looking for a highly motivated individual to coordinate budgets throughout all divisions of the institute, compile and issue reports required by management, the regulatory departments such as Department of Environment, Forestry and Fisheries, Treasury, Internal auditors and the Auditor General.
 
This position requires a degree in Financial Management, Accounting Science or equivalent and relevant qualification at NQF 7. A postgraduate degree in Financial Management, Accounting Science or equivalent and relevant qualification at NQF 8 will be an added advantage. This position also requires a minimum of 8 years’ relevant experience in the field, 4 years of which should be in first line management position(s).
 
The following competencies are required for the candidate to be successful in this position: in-depth understanding and experience in working with relevant legislation, policies, procedures, processes, and practices related to administration and management of budget planning process; advanced knowledge of administration and management of budget planning and reporting systems; extensive knowledge of Public Finance Management Act, Treasury Regulations, Generally Recognised Accounting Practice; attention to detail in dealing with planning, coordination, and management of budget throughout the organization; advanced knowledge for planning, organising, and reports writing skills; excellent organisational, interpersonal, analytical, and problem solving skills; excellent communication skills (both verbal and written); excellent computer literacy and experience in the application of software tools including (MS Word, PowerPoint, Excel, Internet and Outlook). The possession of a valid driver’s licence with at least one-year practical driving experience is advantageous and a willingness to travel nationally is essential.
 
Key Performance Responsibilities include:
  • Champion the budget planning process;
  • Ensure the approved budget is uploaded to the accounting system;
  • Manage and coordinate budget and issue reports required by stakeholders and manage risk; and
  • Compile internal financial reports and the annual financial statements

ADMINISTRATION OFFICER

The South African National Biodiversity Institute (SANBI) is looking for self-motivated individual to provide strategic administrative and project management support to the Division-level matters such as Human Capital Development, facilities management and infrastructure procurement. Provide administrative and logistical oversight to the Directorate: Biodiversity Education and Public Engagement through the minutes taking, travel arrangements, writing reports and processing of motivations for procurement and business processes.
 
This position requires a national diploma in Office Management, Public Administration, or equivalent qualification at NQF 6 with 4 years of work experience in the relevant field or a degree in Office Management, Public Administration, or equivalent qualification at NQF 7 with 2 years of work experience in the relevant field.  Postgraduate qualification in Office Management, Public Administration, or equivalent qualification with NQF 8 will be an added advantage.
 
The following competencies are required for the candidate to be successful in this position: extensive experience and exposure to office administration; basic project coordination and management skills and some experience in handling queries from partners and collaborators; advanced fleet management skills; proven ability to manage administrative staff and provide mentorship;  extensive knowledge and understanding of legislation, policies, procedures, processes, practices, systems, and frameworks related to office administration, procurement, logistics, finance, project and event management will be advantageous; ability to work under pressure with diverse team whilst being quality, cost, and safety conscious; advanced planning, organizing, interpersonal, and problem solving skills; excellent communication skills (both verbal and written); excellent computer literacy and experience in the application of software tools including (Ms Word, MS Project, PowerPoint, Excel, Internet and Outlook).
 
Key Performance Responsibilities include:
  • Plan, and organise meetings, workshops, conferences, and travel arrangements for the division.
  • Coordinate the procurement and claims for the division.
  • Attend to meetings and workshops preparation matters and logistics for the division.
  • Perform office administration, procurement, and support duties to other units for the division.
  • Ensure effective utilisation of the filing system management; and
  • Attend to human resources, financial, and stakeholder relations matters for the division.
