 IT MANAGER
Reporting to: Manager: Strategic Information

Purpose of the job
To design, review and implement IT policies for SANAC. Define and determine the IT needs for the organisation, this includes both hardware and software. Define, review and develop IT security policies to protect the organizations information and ensure that the organisation is protected from cyber-attacks. Ensure that all SANAC staff members are getting all the IT support they need to do their day to day work. Ensure the maximum uptime of all SANACs online tools, systems and platforms. Always be a step ahead with solutions to better the organizations day to day operations by using latest technologies.
 
Key Responsibilities:

Qualification, Skills and Experience

PROVINCIAL TECHNICAL OFFICER: AGYW
Reporting to: Technical Lead: Adolescent Girls and Young Women
Location: Office of the Premier in North West, Rustenburg
 Grading: D1
 
Purpose of the job
Engaging multiple stakeholders. Developing and maintaining relationships, maximising meeting attendance for the purpose of ongoing technical advisory and coordinating the effective implementation of AGYW campaign in the provinces.
 
Key Responsibilities:
  • Facilitating and convening provincial and district Technical Working Groups related to AGYW work
  • Participating in meetings related to AGYW at National, Provincial, District and Ward levels to ensure that AGYW programmes are optimised in government, the NGO sector and civil society at the provincial level
  • Developing and maintaining high quality programme documents, work plans, training reports, etc. for the provincial response to AGYW
  • Contributing to thought leadership at provincial think tanks and participating in provincial, district and local AIDS forums
  • Working with PEPFAR, Global Fund and Other partners to coordinate capacity building, technical assistance and other support for AGYW implementing partners to align with the NSP and PIPs
  • Providing technical assistance and guidance to implementing partners and programme staff in the Provincial AIDS Council Secretariat with regards to AGYW programmes
  • Documenting challenges, best practices and success stories in the implementation of AGYW programmes in the province
  • Preparing monthly, quarterly and annual narrative progress reports on AGYW in the province
  • Participating in community outreach and education activities in the province and document and brief officials and political heads in the office of the Premier
  • Providing programme management support to the Office of the Provincial AIDS Council Secretariat and the SANAC Trust in the area of HIV prevention programme, especially for adolescent girls and young women.
  • Building and sustaining collaborative relationships with diverse prevention stakeholders in the province, including local and international NGOs, government departments, academic institutions, private sector and donors
  • Facilitating the exchange of prevention information strategies in the Provincial Councils on AIDS in order to enhance and sustain capacity in HIV programmes and services
  • Supporting the provincial youth sector to develop an implementation and advocacy plan to support the AGYW policies and programmes in the province.
  • Representing the SANAC Trust and the Provincial AIDS Council Secretariat at scientific and technical meetings on HIV prevention, especially AGYW, in South Africa upon request
  • Ensuring seamless multi-directional flow of information between the SANAC Trust structures and PCA in relation to HIV prevention
 
Qualification, Skills and Experience
  • Post-Graduate Degree or its International Equivalent – Health, Public Health, Human Development, International Development, Social Sciences or Related Field
  • 5-10 years of programme management, data collection and technical assistance experience
  • Five to seven years of prior work experience in a non-governmental organisation (NGO), government agency, or private company
  • Staff supervision and management experience in implementing partner programmes
  • Understand the National Strategic Plan for HIV, TB and STIs (2017-2022)
  • Proven ability to communicate and interact with high level officials from government agencies, NGOs, international development partners and private sector

TECHNICAL LEAD: AGYW
Reporting to: Lead: Technical Support Unit
Location: SANAC Head Office, Pretoria
Grading: D3
 
Purpose of the job
Provide strategic and implementation guidance on the Adolescent Girls and Young Women (AGYW) programmes in collaboration with communities, civil society, technical partners and government and other stakeholders. Provide identification of, and respond to, technical assistance needs with regard to key populations in particular relation to capacity building; networking; promoting dialogue and advocacy; strengthening of platforms that improve coordination, joint planning and effective linkages between civil society, government and other role players at national, provincial, district and sub-district level, focusing on building sustainable networks, systems and structures to respond to HIV and TB.
 
Provide technical leadership and oversee the development of tools and mechanisms to strengthen monitoring, evaluation and learning (MEL) processes; capture and promote AGYW best practice; and increasing transparency and dialogue on performance of HIV and TB services at all levels. Assess quality of AGYW programmes mainly for the Global Fund and CDC funded programmes and other Donor funded ones. Ensure quality of programmes is improved, unblock bottlenecks in the grant; ensure in-depth preparation for relevant donor monitoring/review forums. Additionally, be part of National Technical Working Groups, where they will present / discuss best practice in AGYW programmes. Will be required to go deeper into districts, assess quality of services; standard of care for AGYW, and ensure there is an overall improvement on uptake of services, particularly HTS; PREP; TB Screening and Treatment and adherence to treatment. Ensure that there are ways to improve overall peer outreach and value for money amongst key populations as well as ensuring key populations rights are preserved in the programme.
 
Key Responsibilities:
Programme:
  • Provide ongoing technical guidance and capacity development to Principal Recipients s and Sub-Recipients regarding all aspects of the AGYW programme
  • Optimising the design and implementation of programmes to ensure operational efficiencies, data collection and reporting
  • Ensure that all outstanding SOP are completed
  • Lead the development, implementation and oversight of the AGYW Technical Working Group activities.
  • Provide technical and programmatic expertise in HIV prevention, care and treatment activities for AGYW including community-based outreach, peer education/navigation, health clinic/hospital/other public and private facility service provision, behaviour change communication, treatment and care and referrals for HIV, STI, Gender Based Violence ( GBV), and FP services.
  • Ensure that commodities such as STI test kits, STI drugs, ARVs, HTC test kits, condoms and lubricants are available on a consistent basis at all clinical service provision facilities.
  • Build and manage strategic partnerships with organisations to expand AGYW programmes and enhance outreach and development in the country;
  • Must show an improvement in service uptake and must ensure optimization  of services
 
Quality Services:
  •  Ensure quality work on standard operating procedures contextualized to the South Africa environment assuring confidentiality and mitigation if required for AGYW groups.
  • Provide strategic guidance in identifying structural barriers to the uptake of HIV clinical services for AGYW and ways to address those structural barriers working with civil society, private businesses and government
  • Provide strategic leadership to community organizations, local health centres and South African Government (SAG) to increase the uptake of HTC at the clinical level by increasing capacity and providing technical assistance

Qualification, Skills and Experience
  • Masters or PHD level degree in Public Health or related field or equivalent
  • Over 10 years of demonstrated AGYW / Key Populations technical expertise, with substantial HIV prevention, care, and treatment experience for AGYW
  • At least 5 years of demonstrated excellence in a senior-level technical leadership position, preferably in an international development context and working with AGYW/ KP groups

EXECUTIVE MANAGER: NSP IMPLEMENTATION
Reporting to: Chief Executive Officer
Location: SANAC Head Office, Pretoria

Purpose of the job
Provide technical leadership and oversight for the coordination of the implementation of the National Strategic Plan HIV, STIs and TB. Lead, guide and support the national coordination for effective implementation of the NSP, Support the coordination and oversee the implementation of effective HIV prevention strategies. Coordinate the development and implementation of the prevention, treatment, care and adherence support programs and interventions in support of the NSP (including Hepatitis); Review, update and complete national strategies and plans to guide the HIV response for the general population, and engage with civil society sectors and development partners to align their resources and programmes to the key priorities as identified in the NSP.
 
Support the Multi-sectoral platforms, Technical Task Teams, Technical Working Groups, and all related activities at all levels to coordinate, develop, strengthen implementation and monitoring of treatment and treatment literacy-related initiatives/policies/plans for people living with HIV (PLHIV) in collaboration with other relevant stakeholders. Oversee and ensure the technical and methodological soundness and timeous delivery of all NSP implementation coordination activities according to SANAC APP targets.
 
Key Responsibilities:
Strategic NSP Implementation:
  • Provide technical expertise and guidance for the development and coordination of programmes within the National Strategic Plan Implementation Unit.
  • Commission, review and make recommendations for the launch of mass communication campaigns related to the structural drivers of the HIV, TB and STIs epidemics.
  • Conduct a comprehensive review of the supply, distribution, promotion and utilisation of HIV prevention commodities.
  • Identify priorities of the NSP that will ensure the biggest impact on the HIV, TB and STIs epidemic is achieved.
  • Review of epidemiology, legal framework, prevention and treatment services for general population and recommendations for addressing policy and programme gaps.
  • Support SANAC in the development /revision of treatment policy guidance and data-driven strategic planning to support implementation of the HIV, TB and STI programmes in line with evidence-based recommendations and practices.
  • Support the coordination, development, and implementation of HIV and TB treatment literacy-related initiatives and policies for PLHIV and People with TB, and the cascading of treatment literacy-related initiatives for PLHIV and people with TB at sub-national levels.
  • Convene technical working groups to discuss HIV/ TB / STI Treatment and Treatment Literacy-related issues to empower PLHIV to take responsibility and ownership of their health using evidence-based strategies and approaches.
  • Work closely with SANAC M&E Team, other Technical Leads, and other relevant stakeholders to coordinate research and dissemination of research results/outputs to inform decision making and programming for HIV, TB and STI treatment initiatives.
  • Work closely with other Units of SANAC to implement, monitor and report relevant Grants, including the development of Grant applications, Project Implementation Plans, and other related activities.
  • Representing SANAC Trust at external and internal meetings, conferences, symposiums, etc.
  • Network with international and local thought leaders, private sector leaders, government officials, advocacy groups, civil society leaders, and non-government organisations to understand their priorities, build the profile of SANAC profile and ensure optimal participation in all SANAC structures.

Financial Management:

Leadership and Strategic Direction:
  • Support the CEO in preparations for leadership and strategic role by providing information and analyses that informs their speeches, presentations, remarks, and any interactions as indicated.
  • Attend meetings/conferences with CEO or in CEO’s place when required to do so, and networking and building relationships with international and local stakeholders.
  • Provide technical oversight, strategic direction, and definition for the NSP implementation coordination activities.
 
Contribution to International Role:
  • Contribute to the thought leadership at international think tanks/war rooms/conferences on HIV and TB held by UN agencies, international NGOs, and bilateral agencies, including SA participation at International AIDS forums.
  • Support the CEO in attendance of meetings, networking, and communication to ensure that South Africa is acknowledged in the global arena.
  • Attend with and/or stand in for the CEO when he participates and/or leads the development and implementation of regional proposals to international donors.

  • Support the CEO in providing strategic input for the Presidency and supporting the running of the Plenary, the Inter- ministerial committee that brings together all SANAC IMC government Ministers and Deputy Ministers and Premiers to facilitate optimal policy decisions and prioritisation and use of funds across all 9 provinces and all national government departments.
  • Support the CEO in the preparation of all government submissions, cabinet memos and responses to parliamentary questions.
  • Support the CEO and other executives in the preparation and submission of business plans to funding departments/agencies and the preparation of budget submissions to national treasury.
  • Support the CEO to facilitate the development and provision of structured guidance on policy development and review to national government departments (Health, Basic Education, Women, Higher Education, Social Development, Public Administration, Prosecuting Authority) in respect of HIV, TB and STIs from all 9 provinces, civil society and technical experts
  • Support the CEO and other executives to be able to support Civil Society Sectors to implement programmes through strategic support and leadership, enabling their capacity to be built and raising funds for priority programmes as identified by civil society.
  • Support the CEO and other executives to develop national strategies and costed implementation plans to address priorities within the 18 civil society sectors.
  • Support the CEO to provide thought leadership for the NSP in respect of publications, public speaking arrangements, contributions in all Trust and SANAC committees, contributions in international committees and forums and scientific meetings and journals.
  • Work in collaboration with SANAC SI Executive on strengthening a Research Agenda to strengthen the TB/HIV response as well as Development and Innovation for the NSP for HIV/TB and STIs:
  •  Support the SI Executive to ensure the outcomes of all research is synthesised and incorporated into the National Strategic Plans.
 
Human Resource Management of NSP Unit:
  •  Provide strategic leadership to the NSP human resources staff to ensure development and implementation of human resource policies and procedures that will enable the organisation to conduct its mandate.
  • Guide, support, and management the performance of all staff in the NSP Implementation Unit to ensure efficiency and knowledge sharing across the management units and objectives are met timeously and to a high standard.
  • Working with other SMC Executive, ensure integration and alignment of SANAC Provincial, District and Local personnel roles with overall NSP objectives and deliverables.
  • Lead the recruitment, selection, training, and performance management of all NSP Implementation unit staff members.
  • Lead the recruitment and selection and management of all consultants used within the NSP Implementation Unit- to ensure optimal use of funds and the contribution of experts to the work done by the unit.
 
Strategic Communication, advocacy and networking:
  •  Network with international and local thought leaders, political leaders, private sector leaders, government officials, advocacy groups, civil society leaders, and nongovernment organisations to understand their priorities, build the profile of SANAC profile and ensure optimal participation in all SANAC structures.
  • Support the CEO in preparations to ensure the Deputy President is thoroughly briefed and prepared for all communication on SANAC and HIV and TB matters with all stakeholders.
  • Support Civil Society together with SMC Unit with respect to their advocacy agenda.
  • Contribute via SMC Unit to the development and implementation of appropriate national campaigns to communicate and advance priorities identified.
  • Contribute to the development of the country’s UNGASS report in partnership with SI Unit.
  • Work with SI Unit and Contribute to the development and implementation of a Monitoring, Reporting and Evaluation Plan for the NSP to track all contributions from government, private sector and civil society to the implementation of the NSP and support SI Unit to publish programmatic program reports regularly.
 
Operational Oversight:
  •  Lead the coordination, the development, and the preparation of the National Strategic Plan every five years in a way that ensures all SANAC stakeholders are involved meaningfully, and lessons learnt are incorporated.
  • Contribute and support the development of the to the mid-term and end-term reviews of the National Strategic Plan programmes nationally.
  • Lead and co-ordinate all the necessary changes to the National Strategic Plan
  • Contribute to the support provided to the implementation of the NSP in all national and provincial government departments, all 18 civil society sectors and the private sector.
  • Contribute to the capacity building of the 18 civil society sectors.
 
Qualification, Skills and Experience
  •  A minimum of a Master’s degree qualification in Clinical Health sciences or similar.
  • Additional postgraduate qualification in Public Health will be an added advantage
  • Diploma in HIV Management / MBCHB qualification will be an added advantage.
  • Any management qualifications will be an added advantage.
  • 5-10 years working experience as HIV Clinician or in HIV Care and Treatment programme.
  • Minimum of 10 years’ experience in public health environment in SA
  • Minimum of 5 years of strategic leadership, management responsibility including staff performance and budgetary controls. Working with multiple stakeholders in the delivery of complex projects.
  • Experience in managing HIV care and treatment programs including planning, designing, implementing, monitoring and evaluation as well as reporting.
  • Extensive experience in managing stakeholder management, Working with Development partners, Civil society sector and private as well as donors.
  • Extensive knowledge of the South African public health system, its systems and processes.

MONITORING AND EVALUATION OFFICER

Purpose of the job
To track the Principal Recipients (PR) performance of C19RM grant implementation, the setting of targets, and the achievement of results. Provide strategic information for programmatic improvements and adjustments. Support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the grant programme. Support the consolidation of – Operational Performance and Efficiency Coordination (OPEC) and Oversight Committee (OC) reports on results and progress of the grant, and respond to other Donor needs and to put in place data collection mechanisms to inform the grant evaluation.
 
Key Responsibilities:
Covid-19 Reporting System Development and Operationalization:
  •  Ensure that the indicators sufficiently capture implementation results for donor accountability and internal learning
  • Collaborate with the system development focal in the development and customization of COVID-19 reporting system (database, reporting templates, etc)
  • Collect the feedback from implementing partners about using the reporting system and suggest modifications to improve the system as necessary
  • Ensure the compliance of implementing partners with SANAC guidance on using reporting forms/ sheets and timely reporting
  • Systematically document system-related challenges faced throughout the reporting cycle
 
Ensure System Quality and Consistency:
  •  Act as a focal technical person to organize/ provide training and sharing sessions on COVID-19 reporting to implementing partners
  • Clarify the questions and queries raised by implementing partners and other fund management staff members to ensure a common understanding of indicators
 
Promote System Use:
  •  Lead the analysis, interpretation and communication of the results at the program level to inform senior management (SANAC EXCO, MANCO, and OC) of significant findings to drive appropriate programmatic and strategic decisions
  • Contribute to the preparation of donor reports in close collaboration with system development focal and program/strategy teams as necessary
 
Knowledge Management:
  • Serve as a focal person to coordinate and collaborate with SANAC Strategic Information and Technical Support Units to exchange knowledge and information related to possible data sources for COVID-19 M&E
  • Keep abreast of needy areas and inform any opportunities/issues impacting SANAC COVID-19 interventions
  • Closely work with other team members of SANAC to ensure the harmony of work and proper COVID-19 information flow among the team members
  • Provide M&E Support to the Resource Mobilisation and Donor Coordination activities of SANAC.
  • Perform any other tasks as may be requested by SANAC.
 
Qualification, Skills and Experience
  •  Master’s degree preferably in Monitoring & Evaluation, Public Health, Statistics, Social science, Management information systems, Public administration, Development Studies, Economics or other relevant fields
  • A Bachelor’s Degree in any of those fields with a relevant combination of academic qualifications and two years of additional experience relevant to the above duties and responsibilities may be accepted in lieu of the master’s university degree.
  • Formal qualifications in Monitoring and Evaluation will be a strong asset.
  • Minimum 2 years of relevant experience working with health programs is required.
  • Strong experience in the establishment of reporting systems using database, dashboard reporting and/or information system management.
  • Successful development and implementation of an M&E system at the programme level is highly desirable.
  • Work experience in reporting emergency response programs is a strong asset.
  • Prior experience of involvement in any data management related activities to COVID-19 response and/or reporting is desirable.
  • Experience in HIV, tuberculosis programs would also be an advantage
  • Experience in database development and management will also be an advantage.
