SENIOR RESEARCHER (RE-ADVERTISED)
Reporting to: Strategic Information Manager
Location: SANAC Head Office, Pretoria
Grading: D2
Duration: Fixed Term Contract
Purpose of the job
Responsible for developing, leading and supporting research projects within existing and new programmes and where necessary establish research and academic collaboration for SANAC. Leading and developing the organisation’s research strategy as well as expanding SANAC research portfolio and research leadership in SANAC technical task teams and other coordination forums.
Key Responsibilities:
Research management:
- In consultation with stakeholders coordinate the development of the National Strategic Plan (NSP) Research and Evaluation Agenda
- Lead the development and implementation of a strategy to build SANAC as an organisation that produces credible research
- Advise and support the development and implementation of the SANAC research agenda
- Work with the SANAC Resource Mobilisation and Donor Coordination Unit to develop concept notes and donor proposals to fund research projects in support of SANAC research agenda
- Conduct research for new areas (innovation) for SANAC in order to inform the organisation’s strategy
- Provide support to projects in design, data collection, data analysis and report writing, covering operations research, policy research, baseline studies, surveys, literature review in support of the SANAC research agenda
- Produce and coordinate the development and dissemination of publications (both peer-reviewed and non-peer reviewed), policy briefs and opinion pieces
- Take the lead on bridging the gap between research/evidence and practice/programming
- To develop and oversee research related systems for the organisation, including ethics, data quality assurance and managing intellectual property
- To establish strategic research and academic partnerships
- Support the dissemination and use of research and evidence in the organisation
- Represent SANAC at relevant research forums, such as conferences, with partner agencies / NGOs / government agencies
- Ensure the availability of data for NSP indicators which require surveys/surveillance such as Key Population Bio-Behavioural Surveys (BBS) or Key Population Size Estimates (PSE)
- Write progress reports to stakeholders including networks and funders.
- Stay abreast with relevant research findings and collaborate closely with other investigators on related studies responding to the NSP.
Qualification, Skills and Experience
- University degree in Public Health, Development Studies, Economics, Public Policy, Social Sciences, and/or a related technical field. A PhD or equivalent will be an advantage
- 5 to 10 years’ experience in Public Health, Development Studies, Economics, Public Policy, Social Sciences, and/or a related technical field and Monitoring and Evaluation of HIV and TB with a good record of research publications
- Strong knowledge and understanding of the South Africa HIV and TB epidemic and national response, the legislative, and policy environment including the National Strategic Plans on HIV, STIs and TB and SANAC’s mandate.
- Aptitude for policy, strategic planning, system development and organizational skills, including results orientation.
- Proven ability to work with large data sets and ability to conduct quantitative and qualitative analyses.
- Excellent spoken and written English
- Strong writing and presentation skills
- Advanced competence in MS Word, Excel, and statistical packages
- Excellent Self-management and interpersonal skills
- Teamwork Driven
- Driver’s license

8 X MONITORING AND EVALUATION OFFICERS
Reporting to: SI Manager

Purpose of the job
To provide overall Technical Assistance in monitoring, evaluation, and reporting of the implementation of the Provincial Implementation Plan for HIV, TB & STIs – 2023-2028
Key Responsibilities:
Help develop, coordinate and Support implementation of the Provincial Implementation Plan for HIV, TB & STIs – 2017-2022
- Support the development and coordinate implementation of Provincial Implementation Plans and Multi-Sectoral District Implementation Plans (MDIPS)
- Liaise with PCAs, Stakeholders and other Implementing Partners to ensure that HIV, TB and STIs related programmes and project activities are carried out and monitored at all levels according to agreed work plans.
- Coordinate the development of a provincial stakeholder database contributing to the HIV, TB and STI response that is continuously updated.
- On behalf of PCA, participate in relevant forums and provide support and coordination of HIV, TB and STIs related work in donor funded forums.
- Strengthen and support strategic M&E alliances/partnerships with government departments, civil society and communities to support tracking and monitoring of PIPs and MDIPs.
- Provide M&E technical assistance to CBOs sub-partners implementing the Department of Social Development Social Behaviour Change program.
- Support the implementation and monitor implementation of HIV prevention programs for key and vulnerable populations (i.e. as Sex Workers, LGBTI, AGYW, PWID and MSM).
- Support the coordination of provincial commemoration events (World AIDS day, World TB Day, Youth day, Civil Society Summits)
Strengthen Monitoring, Evaluation and Reporting for the Provincial Implementation Plan for HIV, TB & STIs – 2017-2022
- Strengthen and operationalize a comprehensive Provincial M&E system for HIV, TB and STIs response in line with the PIPs.
- Support the development of target setting and M&E plans for the Provincial HIV, TB and STIs response;
- Liaise and work closely with Provincial & District level partners including Global Fund, GIZ, bilateral agencies; PEPFAR, International NGOs and Implementing Partners, to harmonize and advance an evidence-informed approach to the Provincial AIDS response;
- Promote data driven management culture at allocated Province
- Drive rollout and promote use of the Situation Room at Provincial and District level
- Support continuous improvements and modifications of the Situation Room
- Help identify and facilitate data flow from key data sources to the Situation Room
- Provide support to the users of the Situation Room at allocated province
- Train, coach and mentor key personnel at provincial, and district level on M&E, data management, quality and use.
- Support CBO’s, NGO’s and other stakeholders in developing workplans guiding implementation of programmes.
- Provide technical assistance to support CBO’s, NGO’s and other stakeholders in developing quality improvement (QI) plans to strengthen evidence based informed decision-making processes.
- Support PCA’s to constitute Strategic information sharing and dissemination forums e.g. Technical working groups, Technical Task Teams (TTT) to strengthen coordination of the provincial HIV, TB and STI response.
- Provide technical assistance and support in designing programme evaluations.
- Provide technical support and assistance to PCA’s in developing multi-sectoral research agenda.
Support Rollout and Promote use for the Situation Room
- Promote data driven management culture at allocated Province
- Drive rollout and promote use of the Situation Room at Provincial and District level
- Support continuous improvements and modifications of the Situation Room

Monitoring progress of Provincial Implementation Plan for HIV, TB & STIs – 2017-2022 to fulfil provincial reporting requirements
- Support the reporting of all programmatic data and contribute to data analyses and interpretation both provincially and to the National level.
- Lead the reporting on Key Populations programs at Provincial level and contribute to data analyses and interpretation to inform programme planning.
- Coordinate the capacity building of District counterparts in data collection, data analysis, reporting and using evidence for programming;
- Review Implementing Partners and PCA Sectors reports (site visits, monthly/quarterly narrative, data, mentoring and supervision, etc.) and follow up of challenges.
- Coordinate the development of District AIDs Council quarterly and annual activity reports as aligned with Annual Performance Plans
- Prepare reports and/or presentations on programmatic goals and achievements for various audiences as needed.
- Support the conducting of PIP Mid & End Term Reviews
- Ensure information is packaged strategically to support PCA knowledge management activities – Fact sheets, repackage of secondary information – for use by different stakeholders.
- Perform other duties as required
Qualification, Skills and Experience
- A relevant Degree and or diploma in monitoring and evaluation, public health or related field, Behavioural or Social Science, or equivalent
- Three to Five (3- 5) years’ experience in results-based M&E,
- Proven experience in implementing social development programs and/or strengthening HIV/AIDS and TB programs.
- Strong in Monitoring, Evaluation and Reporting
- Advance knowledge of MS Office software packages
- Good data analytics, interpretation and presentation skills
- Ability to handle confidential information
- Ability to train and coordinate M & E Trainings
- Proven ability to coordinate with stakeholders
- Good planning and organising skills
- Be fluent in at least one South African language besides English (preferable language predominantly spoken in the allocated province)
- Excellent writing and communication skills
- Deadline orientated and analytical thinker
- Proactive, team player and Customer orientated
