SENIOR MANAGER: ENTERPRISE RISK MANAGEMENT
GRADE: D4
OFFICE: HEAD OFFICE, PRETORIA
The position reports to the Chief Executive Officer
JOB PURPOSE
The role is responsible for the risk management operations of the entire organisation covering the identification, assessment, control of risk activities, managing potential risks that could impact SAMSA's operations, financial stability and reputation on a sustainable basis. This includes analysing the various types of risks, such as financial, operational, strategic , compliance risks and developing strategies to mitigate or transfer these risks. The role will be required to minimise the impact of potential threats and ensure that SAMSA can operate effectively in the face of uncertainty.
KEY PERFORMANCE AREAS
Develop and implement operational risk management frameworks, policies, and practices
• Provide leadership vision and direction for operational risk management across SAMSA.
• Implement a Risk Management and risk assurance policy, system, processes and practices.
• Review the operational risk strategy in light of changing requirements and monitor the implementation thereof.
• Ensure that appropriate governance forums and structures exist to provide operational risk oversight and that these structures are documented.
• Promote a risk-aware culture within SAMSA by providing guidance and training to SAMSA employees on operational risk management best practices.
• Provide expert input into committees on operational risk- related matters to ensure informed decision making.
• Drive the build out of combined assurance activities with internal and external audits.
• Initiate dialogue to build professional working relationships with all stakeholders displaying excellent abilities to listen, advise, influence, negotiate and present at all levels.
• Monitor industry trends and regulatory developments to ensure the SAMSA's operational risk management practices are in line with industry best practices and regulatory requirements.
Conduct risk assessments and identify potential areas of operational risk within the SAMSA's processes and systems.
• Understand the end-to-end operational risk process and how to optimise it.
• Collaborate with internal and external stakeholders to ensure that the operational risk appetite remains relevant and drive the reporting and monitoring of the operational risk appetite for SAMSA.
• Estimate and prioritise risks so that it is clear which risks are most important and most urgent.
• Evaluate and understand the risk exposure faced by the activity by looking at the net effect of the identified threats and opportunities when aggregated.
• Management of compliance risk in the organisation in line with the SAMSA Regulatory Compliance Management Framework.
Implement risk mitigation strategies and controls to minimize the impact of operational risks on the SAMSA's operations.
• Build risk models based on well-reasoned assessment of relationship between risk correlations, causality or mutual exclusivity using probabilistic analysis.
• Prepare specific management responses to the threats and opportunities identified ideally to remove or reduce the threats and to maximise the opportunities.
• Ensure that the planned risk management actions are implemented and monitored as to their effectiveness and corrective action is taken where response do not match expectations.
• Monitor and track findings associated with risk and self- control assessment process.
• Oversee the process of maintaining and updating the risk and control matrix in connection with the risk and control self- assessment process
Provide regular reports to senior management and stakeholders on risk exposure, mitigation measures, and emerging risks.
• Monitor and report on risk exposures, implement risk management policies and procedures, and make recommendation to senior management on risk management practices.
• Report on operational risk management activities and issues to senior management and board of directors.
• Facilitate the flow of risk information from business into various governance bodies.
Monitor the effectiveness of risk management strategies and adjusting them as needed
• Prepare and present risk reports to various committees (Operational Risk Committees, Enterprise Risk Committees, Combined Assurance forum etc.)

MINIMUM REQUIREMENTS
Qualifications, Knowledge & Experience
Matric is required plus:
- NQF level 7 Bachelor's Degree in Risk Management, Auditing, Commerce or relevant degree
- Post-graduate risk qualification is advantageous
- At least 7 years working in a risk management or internal audit environment, of which 3 years should be at a supervisory/management level
- Experience working with executive management
- Experience with risk guidance contained in PFMA and National Treasury regulations
- Experience using risk management and reporting software
- Familiarity with the COSO framework
- Current Management of Risks Certification at Practitioner Level is an advantage
- Member of any professional and recognized risk management, business management or auditing institute is an advantage.
- Proven risk management skills and expertise employing risk management best practices and disciplines.
