MARINE TECHNICAL SUPERINTENDENT
GRADE: D3
OFFICE: CAPE TOWN MARITIME SPECIAL PROJECTS

The above position will report to Fleet Operations Manager.
SAMSA is seeking the expertise of a Marine Technical Superintended to ensure operational efficiencies in the Technical Department.
MAIN ACTIVITIES
1. Technical Management
- Ensure that the assigned vessels are technically operational to meet their stated objectives.
- Ensure that all copies of statutory, SOLAS and equipment certificates (life rafts, compasses, etc) are in date and ready for audit (if required);
- Monitor the technical status of assigned vessels in relation to Class certification and survey requirements;
- Ensure that the vessels are maintained in accordance with Company, Statutory and Classification requirements;
- Maintain good communication with vessel management, as well as internal and external stakeholders;
- Formulate, manage, and control all aspects of vessel technical budgets and operating costs in support of the Operations Manager at MSP.
2. General and Business Contribution
- Identify and source technical and operational services that are required for the vessels to meet operational objectives in the most cost effective and economical manner. This is done in conjunction with SAMSA SCM.
- Facilitate the specification for the procurement of spares and consumables.
- Perform evaluations for dry-docking / repair quotes as well as selection of shipyards for repair works, ship maintenance etc.
- Plan and attend to vessel dry docking(s), repairs and surveys as and when required and determine the relevant repair specifications for dry docking and maintenance.
- Compile technical reports upon completion of dry docking which shall include summaries of works performed, operational budgets and actual expenditures.
- Supervise contractors’ repair/maintenance solutions on board the vessels; and
- Perform monthly review of logs and processes on board the vessels.
3. Classification Society Rules and Regulations
- Take note of the classification rules and meanings of different notations, especially notations that specify limitations on a ship's performance.
- Liaise with the classification society so as to ensure full compliance.
- Monitor and ensure that the vessels are maintained in accordance with Classification rules; and
- Schedule all mandatory surveys in conjunction with the DPA.
4. Budgetary Inputs
- Carry out a detailed cost analysis for the prescribed vessels and submit to the Operations Manager at MSP. This should include but not be limited to:
- Crew costs (to be obtained in conjunction with the Crew Manager).
- Estimated maintenance and repair costs.
- Consumables.
- Vessel insurance (to be obtained in conjunction with Legal Manager).
- Bunkers (number of operational days to be obtained from the Operations Manager);
- Cost for scheduled dry docking;
- Ports and Miscellaneous costs;
- Catering and Hospitality (to be obtained in conjunction with the Catering Superintendent); and
- Satellite communication costs (to be obtained in conjunction with the Planned Maintenance Administrator).
5. ISM, ISPS, and MLC
To ensure strict compliance with the ISM, ISPS, and MLC in line with the DPA
DESIRED QUALIFICATIONS AND EXPERIENCE
- Matric
- Bachelor’s degree/ Advance Diploma in Marine Engineering
- Chief Engineer >3000kW (STCW III/2 – no limitation)
- STCW ancillary courses and any other equivalent training.
- 7 years related work experience in the field of expertise.
- Sailed in rank of Second Engineer (seagoing experience)
DESIRED KNOWLEDGE, SKILLS AND COMPETENCIES
- Knowledge of the ISM Code, ISPS Code and the MLC
- Planning of scheduled and unscheduled dry docks.
- Knowledge of the planned maintenance system.
- Knowledge of all relevant statutory rules and regulations (domestic and international).

- Liaise with the ports and agencies of any shortcomings in the documentation.
- Verify if examiners, and agencies are accredited by SAMSA and if accreditation is still valid.
- Process certificates, which includes entering information onto a database, scanning photographs, pasting into the appropriate certificate.
- Ensure that the request for verification/authentication of certificates of Competency by other Maritime Administrators and shipping companies is promptly attended to.
Administrative support
- Prepare statistics for the month end reports
- Provide routine and ad-hoc clerical and other services in support of operational effectiveness in the Certification Unit.
- Update Electronic database
- File documentation accordingly and assist with the search and retrieval of records.
- Client services
- Answer any queries that the stakeholders/ clients may have concerning the certifications and in so doing projects a professional image of SAMSA.
- Advise the clients on the process of applying for certification services at SAMSA

JUNIOR NAVAL ARCHITECT
TYPE: Permanent
GRADE: C4 OFFICE: Durban Office
JOB PURPOSE
The purpose of this role is to scrutinize and approve ship’s stability information submitted by ship owners, to assign or check calculations to determine statutory freeboards in accordance with legislation, to calculate or check calculations to determine a ship’s tonnage in accordance with legislation and conventions, to generate policy by way of marine notices, circulars and provide guidance to surveyors by way of guidance notes and instructions.
KEY PERFORMANCE AREAS
- Registration & Licensing of ships: Determine and define the principal dimensions, tonnages and technical specifications/ characteristics of a vessel for approval by the Naval Architect, for the process of ship registration and licencing of vessels.
- Naval Architecture: Assess and comment on technical plans of vessels for the approval of the Naval Architect Vessel Plan Approvals.
- Legislation/Regulations: Identify shortcomings in existing legislation and generate proposed amendments of existing or the drafting of new legislation from a technical perspective. Draft Marine Notices, Circulars, guidance documents and procedures in support of existing legislation for the approval of the Naval Architect.
- Administration: Assist in archiving and knowledge management. Attend committee meetings to contribute to technical and operational outcomes as requested by the Naval Architect.
- Casualty Investigations: Under the direction of the Naval Architect, assist surveyors with investigations into casualties of a specific technical nature where a naval architectural input is required.
MINIMUM REQUIREMENTS
- Bachelor of Science in Mechanical Engineering with MSc in Naval Architecture or Bachelor of Science in Naval Architecture
- Preference will be given to candidates registered with ECSA and SAIMENA
- 3-5 Years of experience within the Maritime sector will be an added advantage.

The position reports to the Facilities Officer
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To provide a driving support service by implementing policies, procedures and systems to deliver documents, transport staff and stakeholders and maintain the company vehicles in order to ensure the roadworthiness of vehicles, on time delivery and safety of passengers whilst representing SAMSA in a professional and responsible manner.
KEY PERFORMANCE AREAS
- Complete register of documents and parcels to be delivered.
- Ensure signature acknowledging receipt by addressee.
- Collection and /or delivering of board packs, mail, parcels, etc.to/and from various organizations/persons.
- Plan daily trips in the most cost effective and time saving and economic way.
- Transport staff, board members and other to and from meeting venues and other places.
- Ensuring safe and quickest route to and from destination
- Keeping proper control over the vehicles by ensuring that the log sheets of the official vehicles are duly completed and that trips are authorised, prior undertaking a trip.
- Keeping proper control over the keys, remotes, etc. of official vehicles and ensuring that they are locked-up when not in use.
- Reporting unauthorized use of the official vehicle to the Supervisor
- Ensuring that requests for vehicles and parking of the official vehicle at home are duly completed and approved.
- Submit monthly logbook to Finance Section
- Ensuring that the repairs and/or servicing are being carried out according to the manufactures’ specifications and arranging for bookings and ensuring that records are being kept and updated.
- Ensuring that the driver of an official vehicle is in possession of a valid drivers’ licence and that a copy thereof has been file on the relevant file.
- Ensure all vehicles are always roadworthy at all times.
- Administering the licences of the official vehicles and ensure timeous renewal.
- Reporting of any alleged speeding fines received to SAMSA’s Proxy/Representative
- Comply with legislation, policy and process regulations and quality standards in day-to-day execution of tasks.
- Report all exceptions/ issues of non-compliance to manager.
- Comply with traffic regulations.
- Maintain a clean accident and fine free records.
- Identify operational risks in own work environment and report to manager.
- Support the implementation of mitigating controls.
- Support issues of SHEQ within own environments
- Identify process areas for improvement.
- Recommend service improvement activities that will streamline operational processes.
- Resolve customer queries within the agreed SLA’s.
- Controlling of fleet cards and keeping proper record of transactions in the registers provided
- Ensuring that the vehicle details are reflecting on the payment receipt and that they are returned for safe keeping.
- Reporting lost/or stolen fleet cards to the Supervisor within reasonable but not exceeding eight (8) hours.
- Reporting of suspicious transactions to his/her supervisor
- Submitting fleet card slips and payment receipts to finance section by the 5th of each month.
- Providing limited support at meetings and functions
- Carrying of supplies, boxes, assets and the like as and when required
- Assisting with the preparation of consignments (parcels) to be dispatched to other centers.
- Assisting with the preparation and setting-up of the board rooms required by users and assisting restoring them again to their original layout.
- Collecting white paper and boxes for delivery to Mondi or other suppliers
MINIMUM REQUIREMENTS
