SENIOR MANAGER – MANAGEMENT ACCOUNTS GRADE: D4
The position reports to the Chief Financial Officer
LOCATION: HEAD OFFICE, PRETORIA
 
JOB PURPOSE
To drive the achievement of sustainable results in the company by preparing budgets and 5 year financial plans and monthly management accounts. Driving and Coordinating the setting of KPI targets, reporting of KPI results, and explanations for variances from budget / plan.

KEY PERFORMANCE AREAS
▪ Prepare a 5-year financial plan and budgets.
▪ Prepare the timetable to ensure that the financial plan and budget is produced timeously parcels.
▪ Do the going concern test at year-end.
▪ Produce full financials for the forecast and budget using profit / cost centres.
▪ Prepare monthly management accounts.
▪ Produce management accounts to users' needs timeously.
▪ Monitor actual vs. budget.
▪ Explain variances from budget.
▪ Manage the setting and reporting of key performance indicators.
▪ Assist EXCO in setting key performance indicators.
▪ Manage the reporting of monthly results.
▪ Ensure all under-achievements are explained, performance indicators with root causes and corrective action taken is taken.
▪ Input into strategic business decisions.
▪ Evaluate feasibility of projects.
▪ Stakeholder engagement.
▪ Provide reports that may be required by the Department of Transport e.g. MTEF
▪ Policies and procedures.
▪ Liaise with internal and external auditors with regards to performance information
▪ Resolve audit findings.
▪ Create/update policies and procedures as and when required.
 
MINIMUM REQUIREMENTS
Qualifications
▪ Bachelor's degree in Accounting or Finance (NQF 7).
▪ Postgraduate Diploma/Honours degree (NQF 8) would be an added advantage.
 
Knowledge and Experience
▪ Seven (7) years' experience in Accounting and Financial Management in a multifaceted organisation, of which three (3) years' experience should be at a supervisory/management level.
 
Required Certification/ Professional Registration
▪ Qualified Chartered Accountant.

High levels of competence on the skills below is a requirement:
▪ Knowledge of budgeting.
▪ Working knowledge of the Public Finance Management Act (PFMA), National Treasury Regulations, the Generally Recognized Accounting Practice (GRAP), and other prescripts relevant within state-owned entities.
▪ Good knowledge of governance framework i.e. King IV.
▪ Strong communication and presentation skills.
▪ Financial and analytical skills.
▪ Strategic thinking.
▪ Ability to manage, guide and lead people.
▪ Skilled in the use of electronic accounting systems and Microsoft Office Package.

​SENIOR MANAGER - MARITIME LEGISLATION GRADE: D4

The position reports to the Executive: Policy, Legal & Regulations.
LOCATION: HEAD OFFICE, PRETORIA
 
JOB PURPOSE
To direct, oversee and drive the maritime legislation agenda in order to achieve the mandate and objectives of SAMSA
 
KEY PERFORMANCE AREAS
▪ Plan, organize, lead and manage the various maritime legislation requirements and implementation processes
▪ Provide technical support to the Department of Transport (DoT) with regards to the drafting of maritime policies, legislation and strategies
▪ Provide technical support to the SAMSA Centre's, with particular reference to the Office of the CEO, in drafting and amending maritime regulations
▪ Provide legal advice and opinions on maritime and corporate related matters
▪ Participate at country to country bi-laterals and in the implementation of maritime agreements
▪ Oversee the development, implementation and management of SAMSA Information Management systems
▪ Oversee the development, management, monitoring, and evaluation of SAMSA corporate compliance
▪ Provide support on technical cooperation at a national, regional and continental level
▪ Manage financial, human and other resources
▪ Develop and manage performance compliance requirements (e.g. annual business plan, reports and ad-hoc requests)
▪ Provide reliable departmental financial projections for budgeting purposes and manage the allocated budget
▪ Identify departmental risks, develop a mitigation plan and implement the plan to manage departmental risks
▪ Decisively act on departmental audit findings and related management comments to prevent repeat audit findings
▪ Provide timeous and meaningful legal opinions and advice for decision making purposes
▪ Facilitate proactive dialogue and establish effective and efficient stakeholder liaison and information sharing
▪ Facilitate knowledge and represent SAMSA actively in local and international maritime engagement platforms
▪ Engage and promote internal stakeholder relations
▪ Effective management of performance for each direct report in line with the Performance Management Guidelines
▪ Support direct reports in the development and implementation of Individual Development Plans (IDPs)
▪ Ensure that subordinates effectively apply newly acquired skills for improved performance
▪ Mentor and supervise Maritime Legislation personnel
 
MINIMUM REQUIREMENTS
Qualifications
▪ Bachelor of Laws (LLB) specializing in Maritime Law or
▪ Bachelor of Laws (LLB) with relevant Postgraduate Diploma in Maritime Law
 
Required certification or Professional Registration
▪ Admitted as an Attorney for South Africa
 
Knowledge and Experience
▪ Seven (7) years' related work experience, of which at least three (3) years should be at a managerial/supervisory level
▪ Must have experience in the Maritime Industry

​CHIEF HUMAN CAPITAL OFFICER (5 year fixed Term contract)        
GRADE: E1

The position reports to the Chief Executive Officer.

JOB PURPOSE
The Human Capital Executive at SAMSA will play a critical leadership role in shaping and overseeing all human resource (HR) and talent management functions within the organisation. This role will focus on driving strategic initiatives to attract, develop, and retain a skilled workforce that meets the operational, regulatory, and compliance needs of the maritime sector. The Human Capital Executive will ensure that the organisation's human capital strategy is aligned with its mission, goals, and regulatory mandates.
 
Minimum Qualifications
  • Education: Bachelor's degree in Human Resources, Business Administration, Organisational Development, or a related field.
  • MBA or Masters in Human Resources or or Industrial Relations or related (NQF level 9) will be an added advantage.
  • Foreign qualifications must be aligned to SAQA standards
  • Required certification or Professional Registration: Registration with the SABPP or similar would be an advantage

Knowledge and Experience:
  • Minimum of 10 -15 years of progressive HR Executive leadership experience, preferably within a regulatory, government, or maritime environment.
  • Proven experience in talent management, workforce planning, leadership development, and organisational culture change.
  • Strong understanding of labour laws, compliance requirements, and risk management, especially in the context of maritime regulatory frameworks.
 
Key Responsibilities:
1. Strategic Human Capital Leadership
  • Develop and execute a comprehensive human capital strategy that aligns with the organisation 's mission, regulatory framework, and long-term objectives.
  • Lead the design and implementation of workforce planning, talent acquisition, employee development, and succession planning strategies.
  • Collaborate with the CEO and senior leadership team to shape organisational culture, ensuring it supports innovation, regulatory excellence, and employee engagement.
2. Talent Acquisition and Workforce Planning
  • Oversee the recruitment and on boarding of high-calibre talent with specialized skills and expertise in the maritime regulatory sector.
  • Implement workforce planning strategies to ensure the regulator has the right talent in place to meet future demands, including addressing skill gaps in maritime law, safety standards, environmental compliance, and technology.
  • Develop partnerships with maritime education institutions, regulatory bodies, and industry groups to attract top talent and promote career development within the maritime sector.
3. Employee Engagement and Organisational Development
  • Drive employee engagement initiatives, including surveys, feedback mechanisms, and recognition programs, to foster a culture of continuous improvement and employee satisfaction.
  • Design and implement leadership development and management training programs to enhance the capabilities of managers and ensure regulatory compliance leadership.
  • Lead diversity, equity, and inclusion (DEI) initiatives, ensuring the workforce reflects the diversity of the maritime industry and promotes a culture of inclusivity.
4. Performance Management and Employee Development
  • Oversee the development and implementation of performance management frameworks that set clear expectations, provide continuous feedback, and reward high performance.
  • Implement structured training and development programs tailored to maritime regulatory requirements, ensuring employees are equipped to handle complex compliance, safety, and operational issues.
  • Identify and address training needs in areas such as international maritime law, health and safety regulations, risk management, and environmental sustainability.

6. Compliance and Risk Management
  • Ensure that all human resource policies, practices, and procedures are in compliance with local, national, and international labour laws, as well as the specific regulatory standards for the maritime industry.
  • Lead HR risk management strategies, including labour relations, employee grievances, and compliance with health and safety standards as required by maritime regulatory bodies such as the International Maritime Organisation (IMO)
  • Collaborate with legal and regulatory teams to mitigate employment-related risks, including compliance with gender equality and anti-discrimination laws in the maritime sector.
7. HR Analytics and Continuous Improvement
  • Utilize data-driven insights and human capital metrics to guide decision-making on employee retention, performance, diversity, and succession planning.
  • Benchmark best practices in HR management within the maritime regulatory environment and implement continuous improvement initiatives across the organisation.
  • Provide regular reports to the CEO and Board on human capital performance, workforce development trends, and key HR metrics.
8. Skills
  • Strong leadership, communication, and interpersonal skills, with the ability to engage and influence at all levels of the organisation.
  • Experience in implementing HR technology and analytics to support talent management and decision-making.
  • Knowledge of maritime industry practices, including compliance with the International Maritime Organisation (IMO) regulations, safety standards, and environmental protocols.
