RADIO SURVEYOR

JOB PURPOSE

KEY PERFORMANCE AREAS
1. Surveys & Inspections
- Perform radio surveys and inspections on ship station radio installations in accordance with applicable legislation
- Perform flag and port State control inspections on ship station radio installations to verify compliance
- Ensure that ship stations and ship earth stations are licenced
- Ensure that ship radio personnel are correctly certificated
- Maintain awareness of latest technology and operational procedures
2. Qualifications
- Assess seafarer radio certificate of competence applications
- Capture of certificate of competence applications on SIOMS
- Issuing of temporary certificates of competence
- Accredit and audit of seafarer training institutions
- Moderation of examination papers
3. Legislation & Regulations
- Maintain thorough familiarity with all applicable legislation and regulations
- Initiate, participate in and contribute towards drafting proposed amendments to local regulations on an ongoing basis
- Identify discrepancies, shortcomings, and improvements to local legislation
- Perform initial consultations with stakeholders
- Investigate contraventions of applicable legislation and act accordingly
4. Technical Consultancy
- Provide a consultancy service to the maritime industry including interpreting of relevant legislation and regulations
- Draw up technical reports
- Attend and participate in national forums
- Draft marine notices, guidance notes and procedures
- Assist in casualty and incident investigations as required
5. Financial & Asset Control
- Provide annual regional radio budget inputs
- Ensure efficient invoicing of surveys
- Ensure efficient invoicing of accreditations
- Ensure availability of adequate, appropriate and calibrated test equipment
- Ensure proper control of test equipment and assets
6. Administration
- Prepare regional radio month-end statistics
- Ensure month-end survey stats are submitted timeously
- Ensure accurate capture of all radio surveys daily
- Ensure efficient filing of radio surveys
- Ensure efficient filing of accreditations
MINIMUM REQUIREMENTS
QUALIFICATIONS:
- Degree or Advanced Diploma in Electrical/Electronic Engineering (NQF level 7) and
- GMDSS General Operator's Certificate OR GMDSS First/Second Class Radio Electronic Certificate (STCW)
EXPERIENCE
- 7 years related work experience in the field of expertise.

Primarily, the incumbent will be responsible for recording SAMSA's daybook, which consists of all the purchases and payments made by the company, then bringing the books to trial balance stage and overseeing the process that involves the recording of financial transactions.

FINANCE OFFICER (C4)

MAIN ACTIVITIES
- Receivables & Payables
- Maintaining receivables and payables accounting records
- Follow-up on outstanding accounts with the suppliers or vendors
- Prepare and submit invoices on time
- Ensure timeous payments (creditors)
- Ensure timeous debtors' collection
- Ensure periodic reconciliations are performed (Debtors & Creditors)
- Distribute remittances to creditors as and when payments are done
- Follow up on unpaid creditors with Head Office
- Report any discrepancies with relevant authority in time
- Assist in the clearing of invoiced purchase orders
- Prepare and submit monthly reports to clients
- Cash Book
- Preparing vouchers to process petty cash transactions.
- Processing payments on Dynamics GP and the banking system.
- Capturing of monthly Bank charges.
- Reconcile bank account (FLEET management account)
- Determine discrepancies and investigate differences
- Follow-up with the parties involved and pass journals if needed.
- Reconcile staff travelling in the region
- Ensure that all documents are authorised, correctly completed and all support documents attached
- Facilitate the payment of staff travel claims.
- Supervise the filling of documents
- File all documents according to SAMSA standards.
- Ensuring that retrieving of documents is easy
- Manage the backlog in documents not to exceed two days
- Maintain the asset register
- Receive the necessary documents from Head Office confirming the purchase of the asset and the identification sticker to attach to the asset.
- Enter the asset into the asset register next to the correct department
- Ensuring adherence to PFMA, Treasury regulations & compliance on procurement of commodities
- Schedule regular asset inspections as per the SAMSA policy and procedures and verify that the assets are present and in a good state
- Report back to Head Office on the state of the assets and whether replacements are needed
- Oversee the disposal of written-off disused assets
- Budget
- Load annual budget and monitor spending timeously.
- Report any variances with relevant authority in time.
- Assist Operations in the preparation of annual budgets
- Reporting and Liaison
- Prepare and submit monthly reports to internal and external customers.
- Ensure submission is done on time
- Ensure accuracy and completeness of the information reported.
- Assist internal & external auditors during and post audit processes

DESIRED QUALIFICATIONS AND EXPERIENCE
- Grade 12
- NQF level 6 Diploma in Finance /Accounting or Auditing
- 5-7 years relevant experience.
- 2 of which should be at supervisory/specialist level
- Knowledge of PFMA and other regulatory framework pertaining to National Treasury framework.

THE ABOVE POSITION WILL REPORT TO OPERATIONS MANAGER.
SAMSA is seeking the expertise of a Catering Superintended to manage the catering function within the MSP managed fleet.
MAIN ACTIVITIES
1. Catering Management
- Review and update Company Catering Policy in terms of nutritional requirements, feeding rates, preferred suppliers, menu standards and stock levels.
- Establish and ensure compliance with Company Catering policy in terms of feeding rates, preferred suppliers, menu standards and optimum stock levels by vessel type and operation.
- Establish and ensure compliance of catering staff on board Company Owned/Managed Vessels to acceptable catering standards in terms of dress, cleanliness/hygiene, food preparation and presentation as well as service levels.
- Responsible for procurement of all catering aspects including victualling and cooking / catering equipment / utensils utilized on board the Company owned or managed vessels.
- Oversee and assist with menu preparation and planning.
- Ensure that Catering Staff perform regular stock takes on board all Company owned or managed vessels and ensure that all vessels maintain optimum stock levels on board.
- Ensure that an effective stock rotation program is in place to avoid wastage;
- Ensure that there is an audit process, including regular audit dates, in place to guarantee the cleanliness/hygiene of Company owned or managed vessels;
- Conducts routine / unannounced audits and stock takes when vessel(s) are alongside;
- Management of all catering Subcontractors / Service providers.
- Authorize and code all catering invoices; and
- Ensure that all catering administration reports are timeously submitted to the relevant party(s);
- Assist the crewing department to arrange suitable stand in / replacement for periods of leave / training;
- Develop an efficient system to be used by the vessels for the ordering of victuals. This should strive towards catalogue buying to ensure a cost-effective catering solution.
- Vet and approve all catering requisitions received from vessels according to budget and company catering standards.
- Ensure that catering requisitions are captured on to the SAMSA Purchasing System.
- Follow the Procurement Process in terms of sourcing alternate quotes, when appropriate, and approving and expediting orders;
- Develop and maintain a Supplier / Service Provider performance monitoring database.
- Engage with the appointed catering suppliers on a regular basis in order to ensure cost effectiveness and quality of services that are being provided.
- Assist the Crewing Department with training and development programs that are required to improve the selection and performance of catering personnel.
- Personnel Development Plan to be maintained in support of the succession plan.
- Assist the crewing department in managing or carrying our performance management for the catering personnel.
4. Financial Input /Budgets /Bond Store
- Assist Superintendents in the preparation of their Annual Budgets.
- Monitor catering/victualling expenditure in terms of the available budget.
- Compile a monthly victualling expenditure report per vessel for presentation to the Operations Manager clearly indicating expenditure against budget.
- Organise and control any on board catering functions.
- Provide input with regards to Catering / Hospitality / Hygiene when required.
- Advise Operations Manager / Superintendents and/or DPA on aspects of nutrition.
- Carry out any other reasonable work instruction that is within the incumbent's scope of duty.
- Carry out investigations into the performance and cost effectiveness of onboard catering departments.
- Ensure that an efficient stock rotation program is put in place to ensure cost effectiveness on board the vessels.
- Responsible for the efficient running of Quay 500 with regards to:
- Assist the CSO in ensuring that security duties (by designated company) are carried out.
- All signage on Quay 500 is maintained and serviceable.
- Ensure all services on Quay 500 (i.e.: water, electricity, and lighting) is functional.
- Liaise with TNPA for personnel entry permits.
- Monitor parking behaviour and report any unsafe violations to the DPA.
- Any other catering function as detailed by the Fleet Operations Manager.
DESIRED QUALIFICATIONS AND EXPERIENCE
- Grade 12
- NQF level 7: Bachelor's degree/ Advanced Diploma in Hospitality/Catering
- Efficient Cook's Certificate (STCW)
- 7 years related work experience in the field of expertise.
