TYPE OF EMPLOYMENT: FIXED TERM 01 SEPTEMBER 2023 UNTIL 31 OCTOBER 2024
 
The above position will report to Senior Manager: Finance and SCM.
​SAMSA is seeking the expertise of a Finance Officer to record the day-to-day financial transactions at SAMSA's Maritime Special Projects Office. Primarily, the incumbent will be responsible for recording SAMSA's daybook, which consists of all the purchases and payments made by the company, then bringing the books to trial balance stage and overseeing the process that involves the recording of financial transactions.
 
MAIN ACTIVITIES
  1. Receivables & Payables
  2. Maintaining receivables and payables accounting records
  3. Follow-up on outstanding accounts with the suppliers or vendors
  4. Prepare and submit invoices on time
  5. Ensure timeous payments (creditors)
  6. Ensure timeous debtors' collection
  7. Ensure periodic reconciliations are performed (Debtors & Creditors)
  8. Distribute remittances to creditors as and when payments are done
  9. Follow up on unpaid creditors with Head Office
  10. Report any discrepancies with relevant authority in time
  11. Assist in the clearing of invoiced purchase orders
  12. Prepare and submit monthly reports to clients
  13. Cash Book
  14. Preparing vouchers to process petty cash transactions.
  15. Processing payments on Dynamics GP and the banking system.
  16. Capturing of monthly Bank charges.
  17. Reconcile bank account (FLEET management account)
  18. Determine discrepancies and investigate differences
  19. Follow-up with the parties involved and pass journals if needed.
  20. Reconcile staff travelling in the region
  21. Ensure that all documents are authorised, correctly completed and all support documents attached
  22. Facilitate the payment of staff travel claims.
  23. Supervise the filling of documents
  24. File all documents according to SAMSA standards.
  25. Ensuring that retrieving of documents is easy
  26. Manage the backlog in documents not to exceed two days
  27. Maintain the asset register
  28. Receive the necessary documents from Head Office confirming the purchase of the asset and the identification sticker to attach to the asset.
  29. Enter the asset into the asset register next to the correct department
  30. Ensuring adherence to PFMA, Treasury regulations & compliance on procurement of commodities
  31. Schedule regular asset inspections as per the SAMSA policy and procedures and verify that the assets are present and in a good state
  32. Report back to Head Office on the state of the assets and whether replacements are needed
  33. Oversee the disposal of written-off disused assets
  34. Budget
  35. Load annual budget and monitor spending timeously.
  36. Report any variances with relevant authority in time.
  37. Assist Operations in the preparation of annual budgets
  38. Reporting and Liaison
  39. Prepare and submit monthly reports to internal and external customers.
  40. Ensure submission is done on time
  41. Ensure accuracy and completeness of the information reported.
  42. Assist internal & external auditors during and post audit processes
  43. Liaise with external stakeholders
  44. Identify risks, establish and implement controls
  45. Respond on all customer & supplier logged finance related queries
 
DESIRED QUALIFICATIONS AND EXPERIENCE
  • Grade 12
  • NQF level 6 Diploma in Finance /Accounting or Auditing
  • 5-7 years relevant experience.
  • 2 of which should be at supervisory/specialist level
  • Knowledge of PFMA and other regulatory framework pertaining to National Treasury framework.

SHIP SURVEYOR (x1 ENGINE)

EASTERN REGION: DURBAN OFFICE
 
JOB PURPOSE
The purpose of this role is to ensure vessels, seafarers and maritime service providers are compliant with applicable maritime legislation and the relevant maritime Conventions. Ship Surveyors are to give effect to the objectives of the South African Maritime Safety Authority (SAMSA) and the International Maritime Organization (IMO) Instruments.
 
KEY PERFORMANCE AREAS
  • Ship Surveys and Inspections: To undertake all Statutory Surveys, Audits and Inspections in accordance with applicable legislation and other relevant regulations relating to marine pollution prevention and safety.
  • Engineering Examinations and Accreditations: To give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation.
  • Legislation/Regulations: Initiate and participate in the drafting of regulations and amendments to existing legislation in accordance with the Quality Standards System of SAMSA.
  • Casualty/Incident Investigations: Undertake and report on casualty/ incident investigations as well as make recommendations based on the outcome of the investigation
  • Stakeholder Management: Manage and engage with Stakeholders in accordance with SAMSA Core Values.


MINIMUM REQUIREMENTS
  • Chief Engineer (Unlimited) STCW Certificate of Competency
  • STCW ancillary courses and any other equivalent training
  • Sailed in rank of Second Engineer
  • Driver's license and own vehicle

    Review, recommend and Draft SAMSA Policies and Procedures.

    Participate in ad hoc projects as and when required in line with level of responsibilities.
  • Casualty/Incident Investigations: Undertake casualty / incident investigations

    Produce reports and make recommendations timeously.

    Fulfil an expert witness role in a Marine Court of Enquiry.
  • Stakeholder Management: Provide consultancy services to Industry Stakeholders.

    Participate in and report on local, regional and international fora and make recommendations.

    Manage and engage with Stakeholders in accordance with SAMSA Core Values.
     

MINIMUM REQUIREMENTS 
  • Chief or Second Engineer Officer (no limitation) COC
  • STCW ancillary courses and any other equivalent training
  • Sailed in rank of Second Engineer (seagoing experience) is preferable.


PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE
  • STCW Compliant COC - Chief or Second Engineer (STCW III/2 – no limitation)
  • STCW ancillary courses
  • Sailed in rank of Chief Engineer or Second Engineer Officer
  • Maritime experience for a period of 2-3 years in a management role is preferable
  • Driver's License
  • Own Transport
  • Preferred Medical Clearance Certificate – obtained from a SAMSA approved medical practitioner
  • Ability to travel as and when required.
  • Valid Passport

NETWORK AND SECURITY ENGINEER  
GRADE: C4
 
The position reports to the Information Security Officer.
LOCATION: HEAD OFFICE, PRETORIA                                                                                    
                                                                                                           
JOB PURPOSE
To protect SAMSA Information and Communication Technology (ICT) environment through provisioning adequate network security controls and protection against cyberattacks by identifying and remediating potential and actual security threats, vulnerabilities, and related weaknesses.
 
KEY PERFORMANCE AREAS
  • Design, implement, and maintain network security controls in line with security best practices.
  • Implement network security deliverables in line with approved technology and infrastructure architecture blueprints.
  • Install, configure, and maintain SAMSA's network infrastructure, devices, services, and security (including FWs, Routers, WAP, Switches, VPNs, etc).
  • Maintain VPNs, VLANs, VoIP, and web and email security programs and protocols regularly.
  • Analyse the vulnerabilities in SAMSA's network by identifying threat patterns and possibilities for a security breach. 
  • Monitor web security gateways, perimeter security, network access controls, endpoint security, performance, and ensure system availability and reliability.
  • Ensure periodic testing of the organization's network and systems from a security point of view – Penetration Testing
  • Maintaining & implementation of the Standard Operating Procedure (SOP) for Network security.
  • Ensure effective End-user support (2nd and 3rd level) for HQ Staff.
  • Manage provisioning of end-user devices for the HQ staff.
  • Ensure that all security related solutions are deployed across the environment (including Cloud) and are operational – antivirus, vulnerability, auditing, etc.
  • Review security alerts from service providers and other security agencies and provide remediation from identified alerts.
  • Manage and audit security logs across the environment.
  • Coordinate and manage external parties engaged in the provision of services related to Information Security.
  • Conduct regular review of security logs with view to identify any anomalies and recommend corrective actions.
  • Contribute towards development of ICT Policies, Processes, Procedures, Standards, etc.
  • Conduct regular security assessment and penetration tests.
  • Manage relationship with service provider to ensure effective delivery of services.
  • Monitoring of Service Providers performance and ensuring SLA targets are met monthly.
 
MINIMUM REQUIREMENTS
    Qualifications
  • National Diploma or NQF Level 6 qualification in Information and Communication Technology.

 Certificate in any of the following:
  • CCNA, CCNP
  • Network Security
  • CEH
  • ISO27001
  • MS365 Security Administration
 
   Knowledge and Experience​
  • 5-7 years of relevant experience in ICT network and security operations of which 2 years should be at a specialist level in security operations.
  • Knowledge of Cyber security.
  • Knowledge of industry best practice e.g. ITIL and COBIT.
  • Experience with network security technologies such as firewalls, IDS/IPS, VPNs, SIEM, and vulnerability scanning tools.
  • IT Security Operations.
  • Solid knowledge of information security principles and best practices.
  •  Installation, configuration, monitoring and response to security technologies.
  • Understanding of advanced security protocols and standards.
  • Knowledge of performing routing protocols (MPLS, WAN)
  • Knowledge of Layer 2 switching, and VLANs
  • Knowledge of SD-WAN technology
  • Network and security architectures
