JOB PURPOSE
Manage and co-ordinate the national maritime search and rescue capability within the South African maritime Search and Rescue (SAR) area of responsibility through contact and co- operation between the various role players. Monitoring all maritime SAR activities and proposing necessary amendments to SAR policy and updating procedures. Ensure the MRCC delivers its services according to International Standards and Best Practices as contained in the IAMSAR manuals and other pertinent National and International legislation and guidance. documents. Overall responsibility for all SAR operations within the South African search and rescue region (± 28 million Km2). Provide SAR expert technical advice to the DoT.
Participate in international and regional SAR meetings, representing South Africa as designated by the DoT. Manage DoT SAR contracts with service providers to SAR, as designated.

- Ensure maritime SAR Operations are conducted in accordance with international and local SAR standards, as per IAMSAR Manual.
- Keep abreast of advancements to identify better and more cost-effective response resources.
- Research and conduct exercises to ensure that SAR operations can safely and effectively be conducted in anticipated environments.
- Review SAR assistance policies in response to changing conditions.
- Maintain close liaison with other International, Regional and National organisations and know their capabilities to ensure that the most capable and timely resources, regardless of ownership, respond to SAR situations
- Review historical incidents and apply lessons learned to identify and correct weaknesses.
- Chair the SASAR maritime sub-committee and facilitate co-operation between national and regional role players to achieve operational readiness and search and rescue success.
- Participate as a full member of SASAR Manco and Exco, representing Maritime SAR (MRCC)
- Compile MRCC SAR Plan
- Oversee the drafting of RSC SAR Plans
- Evaluate SAR procedures for SA and Region and amend as necessary.
- Ensure implementation of revised procedures
- Draft National SAR Plan for presentation to SASAR Exco
- Draft all regulations pertaining to maritime SAR within South Africa
- As appointed person for management of Cospas-Sarsat program in South Africa, perform the function as leader of the South African delegation to the Cospas-Sarsat Joint Committee and Council meetings
- Provide input as the DOT Maritime SAR specialist during negotiations for bilateral SAR agreements with other international states.
- Attend all International forums as per DoT designation (IMO, IMO/ICAO JWG, IMRF etc.)
- Analyse and distribute statistical data pertaining to all maritime search and rescue related matters.
- Ensure proper analysis of statistics of all MRCC SAR operations are maintained.
- Make recommendations to the SASAR Executive Committee around improvements to the SAR system based on analysis of statistical data.
- Compile statistics for feedback to relevant authorities to ensure proper positioning of SAR assets and adequate communications.
- Manage performance of staff to ensure competence (and the development thereof) and the achievement of the SAR operational plan.
- Attend to staff welfare.
- Ensure staff administration is properly executed.
- Develop MRCC's annual budget and business plan.
- Provide input into SAMSA Maritime Operations Departmental plan and Annual Performance Plan · Assure quality service delivery by MRCC.
- Manage the DoT/Telkom COSPAS SARSAT and Maritime Safety Information contract, on behalf of the DOT.
- Develop SAR Exercises and Training annual plans and programs for the MRCC.
- Ensure training and International SAR exercises is arranged in cooperation with DOT and ARCC.
- Promotion of the SASAR/SAMSA and MRCC brand.
- Effective media communication, in liaison with the SAMSA communications office.
- Conduct relevant maritime SAR briefing for media, as deemed necessary.
- Effective reporting of information relating to SAR incidents, internally/externally.
- Grade 12 with Mathematics, Geography and English.
- NQF level 7 (Bachelor's degree or Advanced diploma) in Maritime or related studies
- 7 years of relevant and related experience.
- 3 years of which should be at Supervisor or Management level.

JOB PURPOSE

- Maintain awareness of latest technology and operational procedures
2. Qualifications
- Assess seafarer radio certificate of competence applications

3. Legislation & Regulations
- Maintain thorough familiarity with all applicable legislation and regulations
- Initiate, participate in and contribute towards drafting proposed amendments to local regulations on an ongoing basis
- Identify discrepancies, shortcomings, and improvements to local legislation
- Perform initial consultations with stakeholders
- Investigate contraventions of applicable legislation and act accordingly
4. Technical Consultancy
- Provide a consultancy service to the maritime industry including interpreting of relevant legislation and regulations
- Draw up technical reports
- Attend and participate in national forums
- Draft marine notices, guidance notes and procedures
- Assist in casualty and incident investigations as required
5. Financial & Asset Control
- Provide annual regional radio budget inputs
- Ensure efficient invoicing of surveys
- Ensure efficient invoicing of accreditations
- Ensure availability of adequate, appropriate and calibrated test equipment
- Ensure proper control of test equipment and assets
6. Administration
- Prepare regional radio month-end statistics
- Ensure month-end survey stats are submitted timeously
- Ensure accurate capture of all radio surveys daily
- Ensure efficient filing of radio surveys
- Ensure efficient filing of accreditations
MINIMUM REQUIREMENTS
QUALIFICATIONS:
- Degree or Advanced Diploma in Electrical/Electronic Engineering (NQF level 7) and
- GMDSS General Operator's Certificate OR GMDSS First/Second Class Radio Electronic Certificate (STCW)
- 7 years related work experience in the field of expertise.
- Ability to work under pressure.
- Strong ethics and integrity

- Good verbal and written business communication
- Excellent interpersonal skills
- A valid driver's license and a reliable vehicle are required.

The South African Maritime Safety Authority (SAMSA) was established in terms of the SAMSA Act No.5 of 1998. SAMSA is tasked with A mandate of ensuring the safety of life and property at sea, prevention and combating pollution of the marine environment by ships, and the promotion of South Africa's maritime interest.

JOB PURPOSE
Process and issue Certificates of Competence and qualifications in accordance with the relevant National Legislation and related International Conventions.
KEY PERFORMANCE AREAS
Issuance of certifications
- Receive applications for Certificates of Competence from the ports and agencies.
- Liaise with the ports and agencies of any shortcomings in the documentation.
- Verify if examiners, and agencies are accredited by SAMSA and if accreditation is still valid.
- Process certificates, which includes entering information onto a database, scanning photographs, pasting into the appropriate certificate.
- Ensure that the request for verification/authentication of certificates of Competency by other Maritime Administrators and shipping companies is promptly attended to.
- Prepare statistics for month end reports.
- Provide routine and ad-hoc clerical and other services in support of operational effectiveness in the Certification Unit.
- Update an electronic database.
- File documentation accordingly and assist with the search and retrieval of records.
- Answer any queries that the stakeholders/ clients may have concerning the certifications and in so doing projects a professional image of SAMSA.
- Advise the clients on the process of applying for certification services at SAMSA.
