SENIOR MANAGER: FINANCE OPERATIONS GRADE: D4
The position reports to the Chief Financial Officer
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To maintain efficient and effective financial operations (Financial policy, procedures and competent people) in SAMSA.
KEY PERFORMANCE AREAS
- Ensure financial processes are documented, reviewed regularly and have appropriate internal controls inplace.
- Preparation of annual financial statements in accordance with the latest accounting standards.
- Plan the year-end audit in conjunction with the external auditors.
- Maintain a checklist to ensure completeness.
- Oversee the execution of the audit process by ensuring all requests by the auditors are fulfilled timeously.
- Prepare the audit pack to support the financials.
- Maintain/oversee all financial and accounting records.
- Ensure monthly financial accounts are timeous and accurate.
- Ensure that all account reconciliations are done monthly, and reconciling items are cleared timeously.
- Review expense accounts for misallocations, including fixed assets and prepaid expenses incorrectly expensed.
- Perform analytical review of accounts to ensure proper cut-off and reasonableness.
- Ensure monies owed by customers are collected timeously, suppliers are paid in accordance with the agreed payment terms and cash management system is in place to manage cash flows.
- Ensure only approved transactions are updated in the Fixed Assets Register and all fixed assets are physically verified at least once a year.
- Manage the payroll functions.
- Ensure up to date with the latest legislations
- Ensure taxation obligations and other statutory obligations are adhered to, such as the companies Act, PFMA, GRAP, etc.
- Provide reports that may be required by internal and external stakeholders.
- Liaise with internal and external and internal auditors.
- Resolve audit findings.
- People Management.
MINIMUM REQUIREMENTS
Qualifications
- A Qualified Chartered Accountant- CA(SA)
- A relevant NQF Level 8 qualification
Knowledge and Experience
- At least 7 years' experience in accounting and financial management in a multifaceted organization, 3 of which should be at a supervisory/management level
- Knowledge of accounting principles and practices
- Working knowledge of the Public Finance Management Act (The PFMA), National Treasury Regulations, the Generally Recognized Accounting Practice (GRAP), and other prescripts relevant within state-owned entities
- Good knowledge of governance framework i.e. King IV
- Extensive understanding of financial trends

SCM PERFORMANCE & COMPLIANCE SPECIALIST GRADE: D1
The position reports to the Senior Manager Supply Chain Management.
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To ensure an effective procurement of goods and services for SAMSA, co-ordinate and conduct compliance reviews on all RFQ's and RFPs received by SAMSA by applying principles embedded in the SCM framework and legislation.
KEY PERFORMANCE AREAS
- Inspect the procurement documentation received from bidders for quotes less than 1 million, to ensure compliance.
- Observe the tender proceedings, to ensure proper processes are being followed and records are maintained.
- Review tender documents to ensure compliance, in line with SCM, PPPFA and B-BBEE policy requirements.
- Advise BSC, BEC and BAC on complex SCM matters.
- Assist in the implementation of control measures to enhance current processes.
- Assist with the audit process with the internal and external auditors.
- Ensure that SCM registers (open orders, deviations, irregular expenditure, contract and tender register) are reviewed and submitted to the Senior Manager timeously
- Propose enhancements / review of SCM Policy and procedures in line with the changes in the National Treasury regulations, instruction notes etc and ensure the same is implemented.
- Manage all logistical arrangements ensuring proper quality control, specification compliance, monitoring and verification deliveries.
- Assist in the assessment and investigation of irregular, fruitless and wasteful expenditure (IFWE) in accordance with the IFWE guidelines and framework.
- Ensure through compliance check that accurate and completeness of record-keeping of suppliers: up to date B-BBEE, Tax information and any related information.
- Monitor and evaluate supplier utilisation and performance.
- Assist with specification review to assist suitable shortlisting of supplier selection from the database.
- Perform declarations of interest checks, National Treasury restricted database and defaulters list for all recommended bidders.
- Maintain Enterprise development records.
- Responsible for supporting BBBEE initiatives, intervention and execution, while ensuring that the organization complies with legislative requirements and aligns to the organizational strategy.
- Monitor transformation and BBBEE legislative changes and updates.
- Ensure audit and verification processes of the entity BBBEE contributions are conducted on an annual basis.
- Track the organization's BBBEE contributions and ensure the integrity of data and documentation of elements.
- Coordinate the disposal of redundant / obsolete furniture or /and equipment.
- Oversee the auctioning/ selling redundant / obsolete furniture or /and equipment.
- Coordinate and consolidate reports for SCM department.
MINIMUM REQUIREMENTS
Qualifications
- Bachelor's degree/NQF 7 qualifications in Supply Chain/ Commerce/ Internal Audit.
- A Postgraduate Diploma will be added advantage.
- Chartered Institute of Procurement and Supply (CIPS) membership registration will be added advantage.
Knowledge and Experience
- 7 years related working experience in the SCM and SCM audit within public sector.
- 3 years of which must have been at a supervisory or management level.
- SCM audit knowledge and experience within public sector.
- Good understanding of public procurement legislation such as PFMA, PPPFA, National Treasury Regulations and Instruction notes.
- In-depth knowledge of B-BBBEE.
