SENIOR MANAGER: AIDS TO NAVIGATION
GRADE: D4

The position reports to the centre Head
JOB PURPOSE
To contribute towards SAMSA and South Africa meeting its obligations in terms of ensuring safety of life and property at sea and sheltered waters of South Africa, including navigable inland waters, through the standardisation, harmonisation and compliance of all Aids to Navigation (AtoN).

MINIMUM REQUIREMENTS
Qualifications, Knowledge & Experience
Aids to Navigation (AtoN) oversight function for SA waters and sheltered waters (Ports, Harbours, Marinas, Estuaries & Inland Waters)
(a) Ensuring that as it deems practical and necessary, for appropriate AtoN to be provided as the volume of traffic and the degree of risk requires.
(b) Ensuring all AtoN, coastal and sheltered waters, including Inland Waters, meet the requirements of present and changing needs of all mariners.
(c) Obtaining uniformity in AtoN by considering appropriate international directives, requirements, recommendations and guidelines.
(d) Ensuring all AtoN meet acceptable standards.
Legislation and Regulations
Initiate, participate in and assist in contributing towards drafting proposed new/amended regulations/legislative actions relevant to safety of navigation:
1. Keeping abreast of technical developments, international conventions / Agreements / Recommendations / Guidelines
2. Initiating, drafting new and amend existing Legislation / Regulations / AtoN Standards / AtoN Directives
Technical consultancy and advice
Technical consultancy and advice externally:
(a) Keeping abreast of technical developments, international conventions / Agreements / Recommendations/Guidelines
(b) Providing consultancy service and professional advice as and when required
(c) Providing support and advice to Government Departments and the industry regarding AtoN related matters
(d) Identify shortfalls in the provision of AtoN in the region in liaison with international and regional states and organisations and with the maritime industry
Maritime Projects
1. Initiating submissions for related projects in accordance with international, regional and national requirements arising from conventions, agreements and requests
2. Preparing documentation and programmes for project consideration
3. Preparing project implementation documentation
4. Managing projects
5. Producing regular project reports
6. Providing technical support to SAMSA Senior Management and Executives
Represent South Africa, via SAMSA, at regional and international fora that oversee the governance and decisions of treaties.
1. Represent SAMSA nationally, regionally, and internationally in terms of safety of navigation:
2. Produce reports and make recommendations.
3. Monitor developments in the region and provide proposed solutions as and when required.
4. Execute secretarial functions for some international SAMSA obligations, such as the Southern African Regional Co-Operation Group on Safety of Navigation and Marine Environment Protection (SAGNEP)
5. Participating, drafting, and implementing Institutional Agreements
6. Conclusion and maintaining of institutional and other agreements.
7. Participating, drafting and implementing Bilateral & Multi-lateral Agreements. Assist with the conclusion and maintenance of Bilateral & Multi-lateral agreements
AtoN training and awareness campaigns
Contribute towards AtoN training and awareness campaigns
(a) Compile and maintain SAMSA AtoN Training Standards
(b) Evaluate AtoN Training Service providers' submissions for accreditation
(c) Conduct training and awareness, as and when required
Financial management of the cost centre
Compilation and management of OPEX & CAPEX budgets
Matric is required plus:
· Degree in Engineering (Electrical/Electronics/ Mechanical); or
· Degree Marine (Electronic / Electrical Engineering)
· Maritime Diploma/Degree with experience at management level
· Level 1 AtoN Manager Certificate and/or Level 2 AtoN Technician Certificate will be advantageous.
· 7 years' related work experience
· 3 years of which should be at supervisory/management level
Knowledge of safety of navigation related international conventions and national legislation and regulations, as well as the SAMSA Act and National Ports Act.
Valid driver's licence and own private transport is essential

SENIOR SYSTEM DEVELOPER
GRADE: D2
The position reports to the Chief Information Officer.
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To be responsible for conceptualization, design, development and implementation, maintenance, and support of SAMSA applications developed in diverse technology platforms (OpenText products (Documentum, Captiva, xCP, xPression, etc) Adobe (AEM or related), C#, Java, MVC, etc) to enable optimal and efficient SAMSA operations including leading, supervising and mentor/coach team of developers.
KEY PERFORMANCE AREAS
- Lead development, maintenance, and support of SAMSA applications in line with applicable best practice standards, methodologies, and framework.
- Design User Interface layout according to approved functional and technical specification.
- Contribute to the development of technical / functional specifications.
- Lead the implementation of functional specifications related to integration and development of systems.
- Ensure configuration of SAMSA Applications in accordance with SAMSA Applications Architecture.
- Consult with Business Analyst to inform the design of system in accordance with approved user requirements specifications.
- Work with external stakeholders/service providers to ensure that SAMSA applications attain high levels of standardization and integration.
- Obtain approval from all interested parties through extensive consultations, testing, and quality assurance.
- Ensure standardization of development technology platforms.
- Conceptualise, design and development of reporting platforms and associated business intelligence capability.
- Ensure that end-users are trained on the implemented systems.
- Establish an enabling work environment and culture for optimum staff performance.
- Manage performance, productivity, and wellbeing of the team.

MINIMUM REQUIREMENTS
Qualifications
Relevant Bachelor's Degree or NQF Level 7 qualification in the Applications Development or related.
Certifications:
o ITIL.
o COBIT.
o OpenText (Documentum, xCP, xPression, xPlore, etc).
o Microsoft.
Knowledge and Experience
· 7 - 10 years' experience in Applications development with advance understanding of diverse development platforms such as OpenText, Microsoft, Adobe LiveCycle, Open Source, etc.
· 3-5 years management/leadership role in any of the following:
o Applications Architecture
o OpenText Documentum, Captiva Input Accel, xPression, XCP, xPlore.
o Document Content Server including Business Activity Monitor (BAM).
o Adobe LiveCycle, Adobe Experience Manager (AEM) or related.
o C#, Java, M-V-C, SQL.
o Mobile Development.
o Experience in implementation of integration platforms.
o Project Management
· Knowledge of ITIL Framework.
· Knowledge of COBIT.
· Sound Knowledge of System Development Life Cycle (SDLC) and Agile project delivery approaches.
· Knowledge of Industry best practices in application development and management.
