The South African Maritime Safety Authority (SAMSA) was established in terms of the SAMSA Act 5 of 1998. The Master is the Owner’s and Company representative on board. His duty is to command the vessel in accordance with national and international rules and regulations and with the Companys policies and procedures. Fixed term contract ending 31 October 2026
Job Description
The Master shall:
• Ensure that Flag State and/or the Classification Society are informed, when and where required, of any incidents or accidents.
• Knowledge of, adherence to, and implementation of the Company's various policies.
• Maintain appropriate departments ashore and on board sufficiently informed for co-ordination and control of activities for maximum safety, quality, and environmental protection.
• In conjunction with the shipboard management team manage, delegate and control work activities with due regard, but not limited to the established distribution of responsibilities on-board.
• Keep the Chief Officer informed of all matters concerning vessel's operation, enabling him as deputy to take command if this should be deemed necessary.
• Prepare his standing and daily orders according to guidelines for navigators.
• Provide information and records of the relevant contents of the following to the shipboard management team:
o Company's SMS,
o Flag State legislation, codes and guidance,
o Port state legislation and guidance,
o Classification societies' rules and regulations,
o Industry guidance.
• Ensure that conditions and activities comply with good seamanship and, if so required, ensure that corrective action is taken.
• Ensure that Port/Flag State and/or the Classification Society are informed, when and where required, of failure of any Statutory Equipment which affects the Safety and Pollution Prevention requirement.
The Masters responsibilities are
• Implementation of the health, safety and environmental protection policies aboard the vessel and motivation of all crewmembers to observe their intended and implied requirements.
• Issuing orders and instructions to the personnel in a clear and simple manner.
• Verifying that the requirements of the Safety Management System are observed.
• Reviewing the SMS on a continuously ongoing basis in the light of practical experience gained, and to carrying out it’s on-board training, drills and post drill reviews.
• Executing the responsibilities for the vessel’s Dry-Docking, as outlined in Supp Doc 017,
• Reporting deficiencies to the Appropriate Department ashore
• To ensure that the vessel is seaworthy and ready for the sea before it leaves the port including planning of voyages and navigation.
• To ensure that charts, navigation manuals, etc. required are available on board the vessel and that they are up to date.
• To ensure that the number of bunkers, water and food are sufficient for the intended voyage.
• To ensure that vessel certificates are kept up to date and kept in a safe place accessible for inspection by various authorities.
• To check that all personnel have the qualifications required by STCW, Flag Legislation, Customers and/or the Company, and that the prescribed minimum manning level for the vessel are complied with.
• Ensure all embarked personnel receive appropriate medical care as may be required.
• To ensure that any loading and unloading of the cargo and/or stores as well as its treatment during the voyage
is performed in accordance with applicable rules, instructions, and contracts.
• Ensure all required physical security and operational security procedures are enforced in accordance with international, flag state, company, or customer requirements.
• Recognize a non-compliance with a specific requirement and analyse the reason for the non-compliance. Ensure personnel are aware of the reason for the noncompliance and how same is dealt with initially and permanently eliminated for the future.
• Supervise all GMDSS communications ensuring that they conform to international standards.
• Work / rest hour planning and records for all officers and ratings to ensure that the rest hour requirements are being complied with.
Job Requirements
• Be a South African citizen and holds a valid passport.
• Holds a valid SAMSA Certificate of Competency (CoC) as Master Unlimited, STCW Req. II/2
• At least 2 (two) years’ experience as a Chief Navigational Officer Unlimited, STCW Req. II/2 OR 1 year as Master
Unlimited, STCW Req. II/2
• Holds a valid SAMSA Medical Certificate (without restrictions or limitations).
• Has good ship handling experience.
• Is fluent in written and spoken command of the English language.
• Able to follow Company instructions and procedures.
• Able to deliver results and meet client expectations.
• A team player with a professional work ethic, managing a team on-board and work closely with management.
• Will comply to strict company and industry SHEQ standards and working habits.
• Comply with a strict zero tolerance Alcohol & Drug Policy
LEGISLATIVE COMPLIANCE
• Compliance with the requirements of the Merchant Shipping Act (MSA), MLC (Maritime Labour Act) and STCW (Standards for Certification, Training, Certification and Watchkeeping).

• Compliance to the provisions of the Marine Living Resources Act (MLRA) 18 of 1998
• Has no criminal record with the SAPS (South African Police Service) Criminal Record Center and willingness to undergo a background check paid for by SAMSA MSP.

- Design, implement, and maintain network security controls in line with security best practices.
- Implement network security deliverables in line with approved technology and infrastructure architecture blueprints.
- Install, configure, and maintain SAMSA’s network infrastructure, devices, services, and security (including Firewall (FW), Routers, Wireless Access Points (WAP), Switches, VPNs, etc.
- Configure and Maintain Virtual Private Network (VPN), VLANs, VoIP, and web and email security programs and protocols regularly.
- Analyse the vulnerabilities in SAMSA’s network by identifying threat patterns and possibilities for a security breach.
- Monitor web security gateways, perimeter security, network access controls, endpoint security, performance, and ensure system availability and reliability.
- Ensure periodic testing of the organization’s network and systems from a security point of view – Penetration Testing.
- Maintaining & implementation of the Standard Operating Procedure (SOP) for Network security.
- Ensure effective End-user support (2nd and 3rd level) for HQ Staff.
- Manage provisioning of end-user devices for the HQ staff.

Job Description
• Ship Surveys and Inspections:
Undertake all Statutory Surveys, Audits, and Inspections in accordance with applicable legislation and other
relevant regulations relating to Marine Pollution Prevention and Safety.
Give effect to our obligation under the Instruments relevant to the III Code (Tonnage, COLREGS, Load line, SOLAS,
MARPOL)
• Examinations and Accreditations:
Give full and complete effect to the International Convention on Standards of Training, Certification and
Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code,
whereby all training, assessment of competence, certification, including medical certification, endorsement and
revalidation activities are carried out, by applying appropriate domestic legislation. Comply with the Quality
Standards System of SAMSA to ensure alignment with STCW.
• Legislation Regulations and Policy:
Review, recommend and contribute towards drafting maritime regulations and amendments.
Review and Draft Marine Notices and Marine Circulars.
Review, recommend and Draft SAMSA Policies and Procedures.
Participate in ad hoc projects as and when required in line with level of responsibilities.
• Casualty/Incident Investigations: Undertake casualty / incident investigations.
Produce reports and make recommendations timeously.
Fulfil an expert witness role in a Marine Court of Enquiry.
• Stakeholder Management: Provide consultancy services to Industry Stakeholders.
Participate in and report on local, regional, and international fora and make recommendations.
Manage and engage with Stakeholders in accordance with SAMSA Core Values.
Job Requirements
- Chief Engineer > 3000kW (no limitation) COC / or Master COC (Unlimited)
- STCW ancillary courses and any other equivalent training
- Sailed in rank of Second Engineer (seagoing experience) / or sailed in rank of Chief Officer (seagoing experience)
- STCW Compliant COC - Chief Engineer >3000 kW (STCW III/2 – no limitation) / or STCW Compliant COC – Master (STCW II/2 – no limitation)
- STCW ancillary courses
- Sailed in rank of Chief Engineer (seagoing experience) / or sailed in rank of Master (seagoing experience)
- Maritime/Sea going experience for a period of 2-3 years in a management role.
- Driver’s License
- Own Transport
- Preferred Medical Clearance Certificate – obtained from a SAMSA approved medical practitioner.
- Ability to travel as and when required.
- Valid Passport

SAMSA is seeking the expertise of a Procurement Manager in ensuring the co-ordination and management of SAMSAs supply chain activities, developing procurement objectives for supply chain management for MSP (Maritime Special Projects). Fixed term contract ending 31 October 2026
Job Description
• Ensure processes are in place that strengthen internal controls and minimise potential risks
• Manage the sourcing of goods and services (including travel) and ensure adherence to the PFMA, National Treasury, PPPFA, SCM regulations, etc.
• Ensure purchase orders are expedited
• Monitor and evaluate supplier performance
• Ensure purchase requisitions are managed to satisfy business needs
• Ensure that the supplier database is maintained and up to date (this includes tax certificates, BBBEE certificates, price lists, supplier contact details, etc.)
• Plan and oversee the BBBEE verification process
• Produce a BBBEE plan for procurement
• Co-ordinate the overall BBBEE plan and monitor progress against the plan on a monthly basis
• Build and manage relationships with all necessary stakeholders
• Project and anticipate needs and requirements for MSP
• Analyse the future demand for items and identify appropriate procurement strategies to meet demand expectations
• Compile the Procurement Plan for the Senior Manager: SCM's approval
• Submit the approved Procurement Plan to National Treasury
• Liaise with each Centre regarding the implementation of the Procurement Plan
• Quarterly report on the implementation of the procurement plan to National Treasury
• Ensure processes are in place that strengthen internal controls and minimise risks
• Assess the different procurement methods available and decide on the most feasible option after considering all relevant legislation, regulations and prescripts
• Monitor adherence and compliance with all prescripts, including the Preferential Procurement Framework Act; Black Economic Empowerment; Public Financial Management Act; Supply Chain Management Directives; and Treasury Regulations whenever goods and services are purchased
• Assist end users in drafting specifications when doing bids/requests for proposals
• Facilitate the whole tender process i.e. tender advertisements, tender briefings; opening of the tender box; supplier presentations; BSC, BEC and BAC meetings; etc.
• Attend to tender related queries timeously
• Keep abreast of the tender pipeline and schedule of work to enable effective administration thereof
• Observe tender closing deadlines and ensure that all tenders received are properly registered
• See to the safe keeping of all tender documents
• Ensure that all relevant tender documents (i.e. adverts, tender register, pricing register, handover register, responsiveness schedules, comparisons schedules etc.) are quality assured for accuracy and completeness
• Conduct a pre-evaluation of all tenders and present this to the BEC
• Maintain accurate records for all bids i.e. decisions taken, etc.
• Supervise, coach and performance manage staff
• Assign and monitor procurement, logistics, travel and disposal functions
• Assist the Senior Manager: SCM in the recruitment and selection of procurement
• Orientate and train new employees
• Ensure reports are produced timeously, as required
• Ensure that a proper filing system is maintained
Job Requirements
• Degree in Supply Chain Management or Equivalent NQF level 7
• CIPS certification and membership
• 5 years related technical sourcing working experience
• 3 years managerial experience
• Knowledge of National Treasury Regulations on procurement
• Knowledge of Corporate Governance
