ASSISTANT DUTY CONTROLLER X2
GRADE: C2
TYPE: PERMANENT
OFFICE: SWR/MRCC OFFICE ​
The above position will report to the MRCC Operations Supervisor
 
JOB PURPOSE
Primarily to assist to coordinate available resources for the purposes of searching and, where appropriate, affecting rescue operations. Secondary to assist with the functions required of Sea Watch and Response.
 
KEY PERFORMANCE AREAS
  1. Search and Rescue Operations
  2. Obtain information regarding the emergency.
  3. Ascertain the type of emergency equipment carried by the missing or distressed craft.
  4. Assist in gathering information on prevailing environmental conditions.
  5. If necessary, assist to obtain the movements and location of vessels.
  6. Plot the area to be searched and the methods and facilities to be used.
  7. Assist in developing the search action plan.
  8. Assist in the dispatch of SAR facilities.
  9. Assist in arranging briefing and debriefing of SAR personnel.
  10. Collect all reports from any source that could modify the search action plan.
  11. Arranging for refuelling and make arrangements for the accommodation of SAR personnel as instructed during SAR Ops
  12. Arranging for delivery of supplies to sustain survivors as required and directed.
  13. Maintain, in chronological order, an accurate and up-to-date record with a plot, where necessary, of all proceedings
  14. Assist in releasing SAR facilities when assistance is no longer required.
  15. Make inputs while preparing a final report on the operation.
  16. State of Readiness
  17. Assist in monitoring operational, distress, urgency, and safety communications.
  18. Collect information on SAR units to ensure they can get underway without delay.
  19. Collect information on resource readiness standards to minimise resource unavailability.
  20. Collect information on geographic sites of SAR facilities to ensure optimal placement for distress incidents.
  21. Operational Readiness
  22. Monitoring and report on all MAS incidents within SA's area of responsibility,
  23. Assist in Finalising and distributing of MAS reports,
  24. Reporting equipment status within operational environment,
  25. Assist in monitoring operational communications and distress, urgency, and safety communications,
  26. Remain aware of resource availability,
  27. Ensure domain awareness with regards to weather, shipping, and other related matter.
  28. SAR training
  29. Prepare training materials for course.
  30. Present learning content during courses
  31. Record attendance.
  32. International Ship and Port Facility Security Clearance
  33. Receive, check and forward pre-arrival messages to the relevant authorities.
  34. Maintain accurate records of pre-arrival messages.
  35. Notify MRCC Management of ISPS challenges identified.
 
SKILLS AND COMPETENCIES REQUIRED
  • Timeous, appropriate response to emergencies and Operational readiness.
  • Accurate and timely transfer of information.
  • Accuracy of data capturing and record keeping.
  • Good English Communication skills.
  • Computer literacy.
  • Strong mathematical and numerical skills.
 
MINIMUM REQUIREMENTS
  • Grade 12 with Mathematics, Geography and English.
  • NQF level 5 Higher Certificate in maritime, naval, and aeronautical
  • Class 3 Certificate of Competence as a Deck Office
  • 05-07 years' related experience​




It must also be noted that this position operates in a shiftwork environment (12-hour shifts or as determined by the Organization).
