SOUTH AFRICAN MARITIME SAFETY AUTHORITY (SAMSA)
REGIONAL MANAGER TYPE: PERMANENT
The above position will report to Deputy COO
Provide strategic, operational and administrative leadership to the SAMSA staff in the regional offices and Ports, to ensure that internal governance, planning, policies and systems effectively support the successful delivery of the operational and strategic direction of SAMSA.
KEY PERFORMANCE AREAS
Accountable for the co-creation and implementation of the Maritime Operations strategy and business plan
- Contribute to the development and implementation of strategic plans,
- Participate in strategic planning, budgeting and forecasting of business requirements and decision-making process.
- Ensure strategic objectives shaped at Executive level are translated into tactical business plans with mechanisms for key measurements in place to monitor progress.
- Ensure that risk is efficiently addressed in all aspects of the business.
- Ensure that business performance occurs in line with the mandate set as per the APP
- Oversee performance trends and implements necessary changes for improvement to ensure services meets customer's quality requirements.
- Analyse effectiveness of processes and systems in use and recommend corrective action or change (where necessary).
- Ensure the compilation of the quarterly and annual management reports
Provide Regional strategic leadership and support
- Lead and provide direction to regional Maritime operations, setting performance expectations and monitoring and evaluating performance outcomes in order to ensure the success of the organisation.
- Establish and maintain governance and administrative competency in the region.
- Drive collaboration and change management that will enhance SAMSA's Regional performance in terms of the SAMSA Strategy and APP
- Evaluate the efficiency of operations and benchmark nationally and globally.
- Work proactively and strategically to identify challenges and opportunities within SAMSA's operating environment, developing and applying appropriate solutions so the organisation can maintain high levels of service delivery.
- Ensure compliance across the region to relevant legislative prescripts.
Facilitate the economic development, growth and transformation of the South African Maritime industry
- Facilitate regional economic growth and development in the maritime sector in alignment with SAMSA and maritime economic policies, Government economic policies and international growth policies.
- Monitor effectiveness of current economic regulations and make recommendations to boost job creation in the maritime industry.
- Ensure implementation of policies and legislation to improve contribution of maritime economy to South Africa's economy.
- Oversee research on Maritime capacity development and job creation in the maritime sector at the region.
- Facilitate the transformation of the regional maritime sector by ensuring economic participation of historically disadvantaged individuals in the maritime industry.
- Create awareness of business opportunities in the maritime industry in conjunction with the port and other industry stakeholders including academic institutions.
- Review effectiveness of current economic regulations and make recommendations to boost job creation in the maritime sector.
Stakeholder management:
- Build influential and sustainable relationships with relevant policy makers and stakeholders in private and public sector
- Represent SAMSA in various local and international forums to promote SAMSA strategic objectives
- Initiate and measure the effectiveness of SAMSA strategic partnerships in the region
People Management
- Provide direction on strategic goals, translating and prioritising them into business and performance measures.
- Lead, inspire and coach a team of high calibre professionals, creating succession to key roles and enhancing departmental management capability.
- Monitor the strict adherence to governance and setting high standards of professionalism across the functions.
- Ensure that workforce plans are aligned to organisational growth and development objectives.
Financial Management
- Oversee the design, enhancement, implementation, reporting and oversight of the region's financials.
- Prepare and deliver the regions budget.
- Adhere to sound business principles in managing activities that generate income; monitor internal controls in all activities to maintain financially stable conditions, while promoting economic growth.
- Drive initiatives to ensure that SAMSA becomes a financially self- sufficient organisation that contributes to the development of a maritime industrial capacity.

QUALIFICATIONS
- Relevant Bachelor's Degree/Advanced Diploma (NQF 7) in Maritime or Business Management or any other relevant qualification Or, Advanced Diploma in
- Maritime Studies (NQF 6) and Certificate of Competence: Master/Chief Engineer Unlimited.
EXPERIENCE
- At least 10 years' relevant working experience in the maritime industry, 5 of which should have been at Senior management

INTERNSHIP PROGRAMME: COMPANY SECRETARY’S OFFICE
The Purpose
The programme provides opportunities to unemployed graduates to gain meaningful experience that will complement their academic studies and facilitate access to the labour market.
CRITERIA DURATION: 12 MONTHS
- To qualify for the internship programme, you must:
- Be unemployed graduate aged between 20 and 35
- Have completed a degree or a National Diploma (NQF level 6) in Corporate Governance, Legal or any related field
- Be a South African citizen
- Not have participated previously in an internship programme
