The position reports to the Chief Operations Officer.

JOB PURPOSE
Provide strategic and operational support to the COO through the coordination of operational projects and the lobbying of key stakeholders to ensure effective and efficient running of the Office of the COO, delivery of the legislative objectives and the SAMSA mandate.
 
 
KEY PERFORMANCE AREAS:
Maritime Operations Strategy and Business Plan
  • Contribute towards the development of the long-term operational strategy and business plan of the organisation.
  • Analyse the SAMSA strategy, legislative regulatory and policy requirements and related amendments, trends in the industry and in international legislation/regulations pertaining to the Industry to determine the strategic and legal implications of the operations strategy and roadmap.
  • Assist the COO in overseeing SAMSA's achievement and maintenance of a satisfactory position in relation to national and international Maritime Administrations.
  • Assist with the formulation of a comprehensive budget based on the strategic plan of the organization to ensure the necessary financial requirements to deliver on strategic outputs in line with budget prescripts from the CFO.
  • Critically assess the strategy and current operations to identify gaps and risks. 
 
 
Maritime Operations Project Management  
  • Monitor and report on the implementation of the operations strategy in accordance with the Delegation of Authority.
  • Track KPI's and performance trends to ensure that the operations strategy is implemented consistently.
  • Review, identify and advise the COO of operational inefficiencies and necessary changes for improvement to ensure delivery of operational projects and alignment to the strategy.
  • Continuously engage with the Programme/Project Office for the alignment of projects and standardisation processes when managing projects.
  • Facilitate and recommend enabling legislations in line with latest industry developments and conventions.
  • Ensure SAMSA policies and processes are communicated and comply with new legislative requirements and conventions.
 
Stakeholder Engagement and Management
  • Play a supporting role in the identification and lobbying of key stakeholders at the highest level (public & private sector stakeholders) for the creation of an environment that is conducive to the development of maritime economy.
  • Build influential and sustainable relationships with relevant policy makers and stakeholders across various parts and levels of government (including regulatory bodies) and the private sector (including industry bodies / associations) and internally (Value Chains, Corporate Strategy, etc.).
  • Assist with maritime industry development and stakeholder engagement initiatives with the aim of unleashing the economic potential of the SA maritime industry.
  • Convene high level business meetings and make presentations to government and industry bodies at events and conferences on SAMSA's objectives and strategies under the direction of the COO. 
 
People Management 
  • Provide clear direction on strategic goals, translating and prioritising them into business and performance measures.
  • Establish an enabling work environment and culture for optimum staff performance.
  • Manage performance, productivity, development and wellbeing of the team to ensure realisation of the Maritime Operations operational plan.
 
 
MINIMUM REQUIREMENTS
Qualifications
  • A relevant Bachelor's Qualification or Equivalent Qualification   
 
Knowledge and Experience
  • At least 7 years' working experience, 3 years of which should be at a management level.
  • Minimum 5 years' experience in project management / office management.
  • Good knowledge of the maritime operations value chain.
  • Broad knowledge of stakeholder management processes.
  • General understanding of implementation and/or enforcement of the IMO Conventions.
  • Understanding best practices in corporate governance.
  • Knowledge of industry rules & regulations
 
Competencies
High levels of competence on the skills below is a requirement:
  • Project Management skills
  • Stakeholder relationship management
  • Good knowledge of Marine operations value chain 
  • Commercial and political savvy
  • Ability to work within multidisciplinary teams and working with multiple and diverse stakeholders.
  • Ability to conduct research, produce high quality research reports and present findings orally and in writing.
