ROLE OVERVIEW 
Reporting to the Manager: Finance and Corporate Services, this role will provide an efficient, effective, well governed Fixed Asset Register service to SALGA through implementing policies, procedures, and systems to ensure the effective control and safeguarding of SALGA’s assets.

QUALIFICATIONS AND EXPERIENCE 
■ Relevant degree in Finance / Asset Management / Purchasing Management

■ 3 years’ relevant working experience

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS 
Fixed Asset Register: Update and maintain Fixed Asset Master data in the Corporate Register database 
Asset Control: Conduct Fixed Asset Inventory counts; periodic physical inspection of fixed assets, reviewing the results, conducting necessarily follow up and accounting adjustments. Control and safeguard SALGA’s assets including leased assets and fixed assets register. Be versatile 
Asset Accounting: Evaluate all new capital requests and disposal; Record the costs of newly acquired fixed assets and issue asset numbers. Allocate fixed assets to relevant cost centers; Perform accounting for equipment/ asset disposals and calculate depreciation on assets 
Financial Accounting: Be able to generate and interpret Monthly Budget Statements including (IYM – In Year Monitoring / Mid-Year Budget Performance Reports) (Section 71, 72 Reports) on behalf of member municipalities and other municipal finance related duties as determined by the immediate supervisor, 
Procurement and Finance: Perform Demand Management, Deal with Acquisition and obtain Quotations from Service Providers. Coordinating Supplier Database Forms. Write “Scope of Work” when Service Providers are contracted. Manage payment process and procedures with National Office. Manage Provincial Expenditure within regulation and legislation. Administer the contract management process. Manage and administer S&T processes and procedures. Manage processes and procedures related to Petty Cash requisitions. 
Governance and Compliance: Implement financial policies and procedures. Ensure adherence to internal control mechanisms. Ensure good governance, effective financial management, control, reporting and sustainability within Assist with Compliance Functions 
Query Resolution: Implement customer care charter. Effective handling of queries and speedy resolution of all customer and supplier queries/ complaints. All queries to be handled as they emerge for client satisfaction.

The position will be reporting to the Senior Advisor: Inclusive Communities The incumbent's responsibilities include providing support in implementing tailored and best-fit advice and solutions to address municipal challenges in the area of social development. KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS: 
Social Development focus areas: Mainstreaming Transversal Issues - Facilitate and/ or assist municipalities to develop and align policies to best practice and ensure implementation in terms of procedures and service delivery. In line with The National Social Development Framework, facilitate the development and implementation of the Provincial Social Development Strategy which will be an integral part of the SALGA five year business plan. Facilitate and assist Municipalities to develop their sector specific strategies and policies linked to the performance areas of Social Development and align those strategies and policies to the provincial and national government priorities. Facilitate the establishment of Community coordination and participation structures within Local, District and Metropolitan Municipalities e.g. District Aids Council, Youth Councils, Children Advisory Councils, Gender Forums Establish technical committees on primary health care and municipal health, Collating information to support national level.
 
Research and Benchmarking: Collects, categorises and tracks relevant information required for specific tasks and projects; Perform support activities to benchmarking exercises under guidance from senior and Specialists; Provide administrative support with the arrangements of knowledge sharing / peer learning sessions/ presentations to SALGA staff and external stakeholders. May include providing inputs to content and packaging of information for the sessions;

  • Research and Benchmarking: Assist in conducting analysis on municipalities and provide guidance in respect of possible improvements; Assist in conducting and interpreting research in an area of specialisation such as Water, Sanitation, Solid Waste Management ,Electricity, Energy Efficiency and Clean Energy sources and create a learning and sharing platform to improve municipal efficiency in these areas; Be a key repository of knowledge and information on local government and matters relating to the area of specialisation and support the strengthening of municipal profiles in the central repository under the guidance of Senior Advisor and management, provide ongoing analysis of the key challenges, needs and trends in area of specialisation, to ensure that local government strategies and programmes are appropriately implemented.
 
  • Representation at IGR & Other For a (lobbying and Advocacy): Assist with providing technical support and advice to the Chairs of working groups and facilitate tracking and implementation of resolutions; Provide inputs to and develop content on a number of complex issues relevant to a SALGA position for mandating; Under the guidance of Senior Advisor represent SALGA and municipalities at various IGR and other Fora to protect the interests of municipalities/ Sector; and to disrupt structural form, policy or legislative frameworks in a particular sector, where it hinders municipal performance; Identify policy and legislative gaps and develop solution proposals that would promote better municipal performance in delivering the basic services. Engage sector departments in leveraging technical support to municipalities. Source municipal comments on the relevant industry proposals. Contribute to the municipal infrastructure grant reforms to reduce the co-funding requirements. Understand the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in the area of specialisation.
 
  • Support Advice and capacity building: Assist with guiding, supporting and providing professional advice to municipalities in the areas of focus/ professional discipline – refer issues of strategic importance to the Senior Advisor: Trading Services / Director of Operations in the Province; Provide hands-on support to strengthen municipal capacity/ improve programme implementation; Assist with facilitating the implementation of the capacity building strategy and associated programmes in municipalities; Assist with facilitating training programmes/ peer learning sessions in the areas of focus/ professional discipline. Provide the platform to promote the technology and innovation uptake in solving the municipal infrastructure and service delivery challenges. Share best engineering industry practice in the areas of municipal trading streams.
 
  • Monitoring and Evaluation: Assist with creating a high performance culture on all projects and report on progress against milestones; Maintain records as per SALGA policy and ensure that all project records are uploaded into the company knowledge management system; Prepare audit files for each project prior to audit; Support the development and Implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities.
 
  • Programme / Project Management: Assist with the implementation of appropriate project management methodologies and disciplines; and manage full project cycle on assigned projects including M&E; Assist with planning and integrating programme roll-out to municipalities; Assist with developing terms of reference for identified programmes; Ensure that projects are implemented against contract specification and payments are based on agreed milestone; Identify spin-off projects and opportunities from the programme.
