ROLE OVERVIEW 
Reporting to Specialist: Municipal Financial Sustainability. This role would be responsible to support Municipal Financial Support Programme (MFSP), in an integrated portfolio to ensure the long-term sustainability and viability of local government by conducting holistic analysis and assessment of internal strengths and weaknesses as well as external opportunities and threats that affect a municipality’s financial health and Develop and design customised solutions in collaboration with municipalities and other key stakeholders based on the analysis and assessment outcomes. 
 
THE CANDIDATE PROFILE 
■ Understanding of relevant Municipal Finance & Funding policy and regulatory directives (International, national and provincial) 
■ Good understanding of Local Government Sector, challenges and mandates 
■ Knowledge of the SALGA business and sustainability requirements 
■ Understanding of project/ programme management principles 
■ Working knowledge of the political dynamics and developments in the country 
■ Knowledge of the funding and financing principles of Local Government 
■ Knowledge of socio-economic issues, local economic development, credit markets & development finance 
■ Good understanding of the local government Sector and all relevant legislation and Regulations; and Policy directives (MFMA, PFMA)

QUALIFICATIONS AND EXPERIENCE 
■ Degree in Economics, Public Policy and/or Public Finance, postgraduate advantageous 
■ Valid Driver’s Licence; Extensive Travel 
■ 5 years’ relevant experience of which at least 2 have been at an equivalent level within a medium to large sized organisation 
■Demonstrates a sound understanding of the Local Government Sector and Financial & Economic Sector 
■Soundtrack record in effectively managing complex and sensitive stakeholder engagements at all levels 
 
KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS 
 Business Integration: Participate and support the specialist with the development of the Cluster business plan, related to the Municipal Financial Sustainability Strategy and implementation. Support and advise on the implementation of Municipal Financial Sustainability Strategy and implementation decisions in the portfolio, so that all requirements laid down by SALGA are achieved. 
 Strategic and Business Planning: Participate and support the specialist in ensuring that the development of the cluster business plan with reference to the Municipal Financial Sustainability Strategy is met. The senior advisor will collect data sets, conduct environmental scanning and analysis key indicators on issues of relevance to the Financial Sustainability that can potentially impact on the development of municipal sustainability solutions and strategies. Contribute and participate in the stakeholder engagements, ongoing analysis and refinements of key financial sustainability indicators, models, scenarios, the preparation of presentations, narrative reports and other outputs on the in development of financial sustainability analysis and solutions. Support and advice on the implementation of the Cluster business plan for the portfolio to ensure that Municipal Financial Sustainability strategy is in line with overall mandate. 
 Financial and Budget Management: Support the development of the cluster Budget and ensure the processing of Municipal Financial Sustainability related expenses within budget and in compliance with SCM regulations. Monitor expenditure and budget allocations monthly to ensure accuracy and alignment with financial sustainability requirements. 
 People management and promoting a high-performance culture: Support and collaborate with team members so that they achieve their work objectives and work within an environment conducive to achieving required results. Support the specialist in building a high-performance culture in SALGA and in area of responsibility. 
 Corporate Governance and risk management: Supports the specialist in ensuring SALGA compliance with Municipal Financial Sustainability legislative requirements and relevant frameworks. Uphold sound corporate governance principles in the day-to-day operation of the Municipal Financial Sustainability business unit and ensure compliance with related organisational policies and procedures. Identify and mitigate reputational, organisational and operational risks identified in the implementation of the Municipal. Ensure that relevant systems and processes are implemented and in place to facilitate an effective portfolio. 
 Stakeholder management: Attend provincial municipal finance working groups where possible and where necessary. Prepare Municipal Financial Sustainability datasets, analysis reports and implementation/solution frameworks, legislative information and other necessary material for distribution to municipalities. Assist in development and maintenance of sound relationships with relevant stakeholder groups. Create reports to communicate about Municipal Financial Sustainability related programmes. 
 Monitoring, Evaluation & Reporting: Monitor and report on the Municipal Financial Sustainability progress against the Portfolio budget and business plan and take necessary action to ensure that the goals and targets of the Portfolio is met within time, quality and budget requirements. Develop and submit monthly, quarterly and annual reports as requested by the Specialist. Ensure timely submission of all internal and external reports. 
 Research and Data Analytics: Regularly analyse and assess the execution of the Municipal Financial Sustainability for local government with specific focus in municipal councils. Annually analyse and comment on municipal financial performance & financial reforms & programmes. Review and analyse Economic Growth Strategy, Sector Plans/ Budgets/ Audit outcomes, Statistics and LG Intelligence within the portfolio, to determine key challenges relating to municipal financial sustainability matters. Support the development of responses to municipal policy and legislative frameworks where implementation weaknesses at a municipal level is identified. Analyse and comment on national legislation impacting the portfolio at municipal level.

ROLE OVERVIEW 
Reporting to Specialist: Municipal Infrastructure Finance. The purpose of the role is to provide senior technical, analytical and programme implementation support to the Specialist: Municipal Infrastructure Finance in advancing SALGA’s infrastructure finance, capital investment and municipal investment-readiness agenda. The role focuses on: strengthening municipal infrastructure planning and capital budgeting, supporting project preparation and bankability, analysing infrastructure funding and financing instruments, supporting engagement with development finance institutions, private financiers and national departments, and translating complex infrastructure finance analysis into practical tools, frameworks and support interventions for municipalities. 
 
THE CANDIDATE PROFILE

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS 
 Business Integration: Participate and the specialist with the development of the Cluster business plan, related to the Infrastructure Finance Policy and implementation. Support and advise on the implementation of Municipal Infrastructure Finance Strategy and implementation decisions in the portfolio, so that all requirements laid down by SALGA are achieved. 
 Strategic and Business Planning: Participate and support the specialist in ensuring that the development of the cluster business plan with reference to the Infrastructure Finance Policy is met. will conduct and write-up research and analysis pieces on issues of relevance to the Infrastructure Finance framework and the budget, (including analysis of capital budget data) that can potentially impact on the policy process or policy design. Contribute and participate in the forecasting process, ongoing analysis of the budget and the Infrastructure Finance framework and scenarios, the preparation of presentations, narrative reports and other outputs on the policy stance and the budget framework. on the implementation of the Cluster business plan for the portfolio to ensure that Infrastructure Finance policy and procedures are in line with overall mandate. 
 Financial and Budget Management: Support development of the cluster Budget and ensure the processing of Infrastructure Finance Policy related expenses within budget and in compliance with SCM regulations. Monitor expenditure and budget allocations on a monthly basis to ensure accuracy and alignment with Infrastructure requirements..

 Monitoring, Evaluation & Reporting: Monitor and report on the Municipal Infrastructure Finance progress against the Portfolio budget and business plan and take necessary action to ensure that the goals and targets of the Portfolio is met within time, quality and budget requirements. Develop and submit monthly, quarterly and annual reports as requested by the Specialist. Ensure timely submission of all internal and external reports. 
 Research and Data Analytics: Regularly analyse and assess the execution of the Infrastructure Finance framework for local government. Engage continuously with FFC reports and participate in their research processes. Annually analyse and comment on municipal capital budgets (growth, intergovernmental allocations, infrastructure grants, etc.). Review and analyse Sector Plans/ Budgets/ Audit outcomes, Statistics and LG Intelligence within the portfolio, to determine key challenges relating to municipal infrastructure finance matters. Support the development of responses to municipal policy and legislative frameworks where implementation weaknesses at a municipal level is identified. Analyse and comment on national legislation impacting the portfolio at municipal level.

QUALIFICATIONS AND EXPERIENCE 
■ Bachelor’s in Human Resource Management 
■ Project management certification in CAPM/PMBOK/Prince2/Agile and equivalent 
■ Minimum of 5 years’ experience in project management, with significant exposure to HR and enterprise wide projects 
■ 5 years in business analysis, including requirements elicitation, process mapping, and solution design 
■ Local government experience is added advantage
