ROLE OVERVIEW 
The Specialist: Waste Circular Economy (WCE) role reports to the Portfolio Head: Trading Services and will be required to support and advise SALGA and the local government sector in policy, financial, institutional, partnership, legislative, regulatory, technical and capacity support matters related to the waste management circular economy. The Specialist will drive SALGA’s work in this area, including all aspects related to reducing, reusing, and recycling of waste, and the implementation of the Extended Producer Responsibility (EPR) initiative. 
This position compliments the Specialist Water Management so it also serves to support the waste management areas of work. The position will also work closely with the Portfolios for Economic Growth and Municipal Sustainability.

QUALIFICATIONS AND EXPERIENCE 
■ Relevant Postgraduate Degree in terms of Development Management/ Economic Policy / Development. 
■ At least 8 years’ experience operating at a senior management level within a medium-to-large-sized organization; 
■ At least 8 years’ experience in the waste management sector, with experience in reusing and recycling of waste 
■Sound track record in effectively managing complex and sensitive stakeholder engagements at all levels (for example between public, private sectors and civil society). 
■ Experience in working directly for a municipality/metro is an advantage; 
 Experience in project development and management; 
 Experience in Local Government; 
■ A valid code 08 drivers’ licence and own vehicle; 
 
KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS 
■ Develop positions and effectively lobby and advocate for enabling policy, legislation, regulations, institutional arrangements and fiscal framework for the local government Waste Circular Economy and Waste Sector in general
■ Drive a Waste Circular Economy strategy for SALGA including a strategy to facilitate relations and partnerships for the successful implementation of the EPR ■ Development a WCE and EPR support strategy across local government ■Provide support to the Waste Management Specialist and expert inputs on improved waste management, including developing organized local government positions in terms of WCE and EPR. ■Guide, support and provide expert advice to municipalities in the WCE and EPR ■ Provide support towards development and training in the WCE and EPR ■Develop guidelines to assist municipalities in complying with applicable legislation and policies ■ Represent local government in the development of national and local policies in the area of WCE and EPR ■ Be an expert resource in WCE and EPR to the Portfolio Head: Trading Services and to Provincial Senior Advisors ■ Participate in the SALGA governance structures. Research and Benchmarking: Provide ongoing analysis of the key challenges and needs of municipalities in terms of delivering the WCE and EPR. Conduct and interpret research in WCE and EPR to influence policy and provide evidence based local government inputs in term of key challenges and developments in the sector . Create platforms for knowledge sharing and soliciting municipal inputs to WCE and EPR challenges and solutions. Undertake data collection, and conduct analysis of the WCE and EPR and provide guidance in respect of implementation thereof 
■ Represent the interests of Local Government Sector: Provide high quality advice on the legislative and regulatory framework of local government in particular, and of the role and impact of the other spheres of government at the local level, on those issues pertinent to area of specialisation. Represent SALGA and municipalities at various IGR and other Fora to protect the interests of municipalities; and to disrupt structural form, policy or legislative frameworks in a particular sector, where it hinders municipal performance. Develops content on a number of complex issues relevant to a SALGA advocacy position for mandating. Understand and effectively manage relationships with the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in the area of specialisation. 
■ Support, Advice and Capacity building of Municipalities: Guide, support and provide professional advice to municipalities regarding the modernisation of service delivery. Provide hands-on support to strengthen municipal capacity/ improve programme implementation. Facilitate the implementation of the capacity building strategy and associated programmes in municipalities. Facilitate peer learning sessions in the areas of focus. Develop guidelines to assist municipalities in complying with applicable legislation and policies. 
■ Stakeholder Management and Sponsorships: Assist in development and maintenance of sound relationships with relevant stakeholder groups (including civil society organisations, donors, development partners both locally and internationally). Identify and target potential donor organisations that could partner effectively with SALGA and develop and prepare fundraising proposals and assist in the management of local government/provincial/national government interface in relation to the sector/ area of specialisation. Develop and maintain relevant networks (internal and external) and build partnerships with relevant stakeholders to ensure programme success and to increase SALGA’s capacity to make an impact. Create reports to communicate about the programme and provide updates for website. Identify and target potential donor organisations that could partner effectively with SALGA and develop and prepare fundraising proposals and assist in the management of local government/provincial/national government interface in relation to the sector/ area of specialisation. With the support of the sponsorship team, develop and present detailed project proposals and plans to funders for consideration (in alignment of the SALGA sponsorship Policy). Ensure that all contracts for funding are in place and that the contracts include payment terms 
■ Business and Programme Planning: Coordinate and develop appropriate sections of the APP planning process, including the development of key target, timelines, consultation processes, risk analysis and resourcing requirements. Coordinate all reporting requirements and ensure reports are delivered on time and are accurate. Undertake review and evaluation as required for current work areas and any related projects/ programmes. Identify and develop innovation projects/ programmes that further the strategic intent of the trading services portfolio.
■ Monitoring and Evaluation: Develop and implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities. Conduct impact assessments of municipal programmes 
Monitor and review municipal compliance to Policy and legislative frameworks. Monitor and Review municipal performance. 
■ Financial and expense monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability. Assist in the identification of potential revenue sources in area of responsibility (where applicable). Develop terms of reference for identified programmes and participate in procurement committees as required and adhere to procurement requirements and deadlines for identified programmes. Monitor sponsorship payments according to the contract and track programme implementation against the budget. Actively save costs in the area of responsibility. 
■ Governance, Compliance and Risk Management: Uphold sound corporate governance principles in the day-to-day operation of the area of responsibility/ professional discipline. Ensure compliance with organisational policies and procedures. Support the identification and mitigation of organisational and operational risks identified in the area of responsibility/ professional discipline. Identify project/ programme risks – organisational, economic, stakeholder, political and social. Develop and maintain programme risk register and ensure that mitigation steps are applied. Assign values to risks in order to understand financial implications of risk. 
■ Multidisciplinary Teamwork: Work as a multi-disciplinary and integrated team to find possible solutions to complex challenges in municipalities. Uphold sound leadership practices and comply with policies and procedures. Support organisational priorities and the implementation of resource mobilisation systems and processes. In line with the SALGA organisational culture, role model and educate peers and seniors on the importance of alignment of personal and organisational values for improved performance. ROLE OVERVIEW 
Reporting to the Executive Manager: Office of the CEO, the role is responsible for the risk management of the South African Local Government Association (SALGA) covering the identification, assessment, control of risk activities, managing potential risks that could impact SALGA's operations, financial stability and reputation on a sustainable basis. This includes analysing the various types of risks, such as strategic, financial, operational, compliance risks and developing strategies to mitigate these risks. The role is meant to strengthen SALGA’s Combined Assurance Framework and will be required to minimise the impact of potential threats, ensure business continuity and enable the organisation to operate effectively in the face of uncertainty. 
 
THE CANDIDATE PROFILE 
■Working Knowledge of SALGA Mandate, value chain, business model; and core business objectives 
■ Sound understanding of policy, legislative and regulatory frameworks governing SALGA 
■ Working Knowledge of the LG Sector and the relevance of SALGA in the space

■Familiarity with the COSO framework. 
■Current Management of Risks Certification at Practitioner Level is an advantage.

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS 
 Develop and Implement Strategic and Operational Risk Management Frameworks, Policies, and Practices: Provide leadership vision and direction for strategic and operational risk management across SALGA. Implement a Risk Management and risk assurance policy, system, processes and practices. Review the operational risk strategy in light of changing requirements and monitor the implementation thereof. Ensure that appropriate governance forums and structures exist to provide strategic and operational risk oversight and that these structures are documented. Promote a risk-aware culture within SALGA by providing guidance and training to employees on strategic and operational risk management best practices. Provide expert input into governance and executive committees on strategic and operational risk- related matters to ensure informed decision making. Drive the development of combined assurance activities with internal and external audits. Initiate engagement to develop professional working relationships with all stakeholders displaying the ability to listen, advise, influence, negotiate and present at all levels. Monitor local government trends and regulatory developments to ensure the SALGA’s strategic and operational risk management practices are in line with best practices and regulatory requirements. 
■ Conduct Risk Assessments and Identify Potential Areas of Strategic and Operational Risk within the SALGA.s Processes and Systems: Understand the end-to-end strategic and operational risk process and how to optimise it. Collaborate with internal and external stakeholders to ensure that the strategic and operational risk appetite remains relevant and drive the reporting and monitoring of the risk appetite for SALGA. Evaluate and understand the risk exposure faced by SALGA by looking at the net effect of the identified threats and opportunities when aggregated. Management of risk in the organisation in line with SALGA’s Combined Assurance Framework 
■ Implement Risk Mitigation Strategies and Controls to Minimise the Impact of Strategic and Operational Risks on the SALGA’s Operations : Build risk models based on well-reasoned assessment of relationship between risk correlations, causality or mutual exclusivity using probabilistic analysis. Prepare specific management responses to the threats and opportunities identified ideally to remove or reduce the threats and to maximise the opportunities. Ensure that the planned risk management actions are implemented and monitored as to their effectiveness and corrective action is taken where response do not match expectations. Monitor and track findings associated with risk and self- control assessment process. Oversee the process of maintaining and updating the risk and control matrix in connection with the risk and control self- assessment process. Develop and disseminate processes for SALGA’s business continuity planning. Prepare periodic SALGA business continuity plan in collaboration with and submit summary report to Executive Management and Governance Structures. 
■ Provide Regular Reports to Senior Management and Stakeholders on Risk Exposure, Mitigation Measures, and Emerging Risks: Monitor and report on risk exposures, implement risk management policies and procedures, and make recommendation to senior management on risk management practices. Report on strategic and operational risk management activities and issues on a consistent basis to senior management and governance structures. Facilitate the flow of risk information from management into various governance structures of SALGA. 
■ Monitor the Effectiveness of Risk Management Strategies and Adjusting them as needed: Prepare and present risk reports to various committees (Risk Management Committee, Executive Management, Audit and Risk Committee etc).

ROLE OVERVIEW 
The Specialist: Energy Transition is a Senior Position which reports to the Portfolio Head: Trading Services and is part of the Electricity and Energy Unit within SALGA. The Specialist will be required to support and advise SALGA and the local government sector in policy, financial, institutional, partnership, legislative, regulatory, technical and capacity support matters related to the energy transition, working closely with the Head Electricity and Energy and Specialist for Sustainable Energy. Key to the purpose of this position is to coordinate implementation of the Just Energy Transition, to engage with Mancom, Exco and other SALGA platforms such as Working Groups, National and Provincial Members Assembly. Functions include supporting the JET Municipal Council and its workstreams and overall providing technical support to all JET related structures and initiatives. The position fulfils a pivotal role in managing and coordinating initiatives aimed at facilitating a fair and inclusive transition to renewable energy sources.

Policy and Advocacy: Monitor and analyse relevant policies, regulations, and industry trends related to energy transition and social equity. Advocate for policies and practices that promote a just and equitable energy transition 
Communication and Reporting: Develop and deliver reports, presentations, and other communications materials to update stakeholders and senior management on programme progress and outcomes. Ensure transparent and effective communication strategies to promote awareness and engagement. Report progress on the Just Energy Transition Municipal Portfolio programme to internal (Trading Services Portfolio Head, Mancom, Working Groups, Exco and NEC) and external stakeholders (JET PMU, workstreams members etc.) 
Capacity Building and Training: Design and implement training programmes and resources to build capacity among stakeholders and partners. Support communities and organizations in understanding and navigating the energy transition process. Create platforms for knowledge sharing and soliciting municipal inputs to sanitation sector challenges and solutions. Undertake benchmarking where appropriate for sanitation services. Undertake data collection, and conduct analysis of municipal sanitation performance and provide guidance in respect of implementing improvement 
■ Represent the interests of Local Government Sector: Provide high quality advice on the legislative and regulatory framework of local government in particular, and of the role and impact of the other spheres of government at the local level, on those issues pertinent to area of specialisation. Represent SALGA and municipalities at various IGR and other Fora to protect the interests of municipalities; and to disrupt structural form, policy or legislative frameworks in a particular sector, where it hinders municipal performance. Develops content on a number of complex issues relevant to a SALGA advocacy position for mandating. Understand and effectively manage relationships with the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in the area of specialisation 
■ Support, Advice and Capacity building of Municipalities: Guide, support and provide professional advice to municipalities regarding the modernisation of service delivery. Provide hands-on support to strengthen municipal capacity/ improve programme implementation. Facilitate the implementation of the capacity building strategy and associated programmes in municipalities. Facilitate peer learning sessions in the areas of focus. Develop guidelines to assist municipalities in complying with applicable legislation and policies 
■ Stakeholder Management and Sponsorships: Assist in development and maintenance of sound relationships with relevant stakeholder groups (including civil society organisations, donors, development partners both locally and internationally) Identify and target potential donor organisations that could partner effectively with SALGA and develop and prepare fundraising proposals and assist in the management of local government/provincial/national government interface in relation to the sector/ area of specialisation. Develop and maintain relevant networks (internal and external) and build partnerships with relevant stakeholders to ensure programme success and to increase SALGA’s capacity to make an impact. Create reports to communicate about the programme and provide updates for website. Identify and target potential donor organisations that could partner effectively with SALGA and develop and prepare fundraising proposals and assist in the management of local government/provincial/national government interface in relation to the sector/ area of specialisation. With the support of the sponsorship team, develop and present detailed project proposals and plans to funders for consideration (in alignment of the SALGA sponsorship Policy). Ensure that all contracts for funding are in place and that the contracts include payment terms 
■ Business and Programme Planning: Coordinate and develop appropriate sections of the APP planning process, including the development of key target, timelines, consultation processes, risk analysis and resourcing requirements. Coordinate all reporting requirements and ensure reports are delivered on time and are accurate. Undertake review and evaluation as required for current work areas and any related projects/ programmes. Identify and develop innovation projects/ programmes that further the strategic intent of the trading services portfolio 
■ Monitoring and Evaluation: Develop and implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities. Conduct impact assessments of municipal programmes. Monitor and review municipal compliance to Policy and legislative frameworks. Monitor and Review municipal performance. Financial and expense monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability. Assist in the identification of potential revenue sources in area of responsibility (where applicable). Develop terms of reference for identified programmes and participate in procurement committees as required and adhere to procurement requirements and deadlines for identified programmes. Monitor sponsorship payments according to the contract and track programme implementation against the budget. 
Actively save costs in the area of responsibility. 
■ Governance, Compliance and Risk Management: Uphold sound corporate governance principles in the day-to-day operation of the area of responsibility/ professional discipline. Ensure compliance with organisational policies and procedures. Support the identification and mitigation of organisational and operational risks identified in the area of responsibility/ professional discipline. Identify project/ programme risks – organisational, economic, stakeholder, political and social. Develop and maintain programme risk register and ensure that mitigation steps are applied. Assign values to risks in order to understand financial implications of risk
■ Multidisciplinary Teamwork: Work as a multi-disciplinary and integrated team to find possible solutions to complex challenges in municipalities. Uphold sound leadership practices and comply with policies and procedures. Support organisational priorities and the implementation of resource mobilisation systems and processes. In line with the SALGA organisational culture, role model and educate peers and seniors on the importance of alignment of personal and organisational values for improved performance. Support the Executive and Senior Management Team in building a high-performance culture in SALGA. Implement the performance management and development processes in SALGA to drive high performance on an ongoing basis
