ROLE OVERVIEW 
Reporting to the Chief Executive Officer, the incumbent in this role will be required to provide expertise, advice and support in practice formulation and associated best practice improvement tactics, by facilitating the efficient and effective functioning of the Office of the Chief Executive Officer.

QUALIFICATIONS AND EXPERIENCE 
■ Relevant postgraduate degree or similar qualification at NQF Level 9; 
■ Valid Code 08 driver’s licence and own vehicle; 
■ Min 10 years’ experience at Senior Management level within a medium-to-large organization, with a proven track record in local government and built and regulatory directives (International and national) within the portfolio; 
■ Previous management experience in a multidisciplinary unit is essential; and 
■ Knowledge of government policies. 
 
 
KEY PERFORMANCE FOCUS AREAS 
The successful incumbent will be expected to perform the following responsibilities:- 
 Business Planning: Actively translate the SALGA strategy and plan and cascade the targets into operational plans for the Office of the CEO. Review and Draft operational frameworks, policies and procedures to govern procedural compliance and develop and implement effective office management systems. Develop procedures, systems and mechanisms to ensure the effective delivery of services within the Office of the CEO. 
■ Financial and Budget Management: Support the preparation, control and monitoring of the Budget for the Office of the CEO so that expenditure is in line with SALGA’s financial requirements. Implement cost savings interventions in the Office of the CEO. 
■ People Management and Promoting a High Performance Culture: Lead, manage and equip staff in the area of responsibility so that they achieve their work objectives and work within an environment conducive to achieving required results. Uphold sound leadership and people management practices and ensure compliance with policies and procedures. 
■ Corporate Governance and Risk management: Uphold sound corporate governance principles in the day-to-day operation of the area of responsibility/ professional discipline. Develop and/ align governance and compliance policies and procedures to identify and mitigate risks and ensure compliance with organisational policies and procedures. Develop risk mitigation plans to mitigate reputational and other risks in the Office of the CEO. 
■ Stakeholder Relations: Serve as the link between the CEO and all stakeholders and ensure effective relationship and liaison between the Office of the Chief Financial Officer, Chief Officers and Provincial Director of Officers. 
■ Monitoring, Evaluation & Reporting: Implement monitoring and evaluation in own area of accountability in line with the SALGA wide Monitoring &Evaluation framework and mechanism to determine baseline of performance and impact. 
■ Office Management: Conduct quality assurance inspections across teams to ensure that all work conducted is on standard and comply with defined processes and procedures Ensure effective functioning of the office with emphasis on the administrative documentation and management support side. Ensure efficient and effective follow-through and quick turnaround times for query resolution, meeting of deadlines and electronic correspondence and assist and advise the Chief Executive Officer in preparation for internal and external meetings, including presentations.
■ Research and Project Management: Analyse information and compile complex documents for the CEO in preparation of meetings, engagements, presentations etc. Conduct desk-top research on topics/ issues requested by CEO and manage special projects in the office of CEO.
