Role Mandate
To develop strategic sourcing capability through the development of sourcing strategy & strategic plans, through integrated involvement of all supply chain stakeholders to meet the company’s strategic objectives based on procurement best practices.
 
Key Accountabilities
• Develop, align & implement a commercially effective strategic commodity sourcing framework for high spend commodities & materials across SAFCOL
• Align SAFCOL’s strategic sourcing framework to the Global Procurement Strategies
• Develop & manage the strategy to maximise revenue from the sale of by-products & redundant assets through environmentally friendly practices
• Conduct strategic sourcing projects/activities o.b.o. all participating divisions to deliver quantitative benefits, incl. gathering spend & specification information
• Prepare Tender, RFB, RFI & RFQ documents, facilitating supplier selection, negotiating with suppliers, & document the process & outcomes
• Analyse supplier/commodity cost drivers & construct total cost models, which can be used to secure good deals & manage the cost on an ongoing basis
• Drive the roll out of contracts for goods & services sourced centrally to all divisions in a structured manner
• Drive the usage of contracts throughout organisation & report on sourcing/procurement benefits
• Foster stakeholder relationships e.g. suppliers, internal customers, industry peers, support functions etc. to achieve strategic business objectives
• Advise business leaders on procurement market intelligence and risk management
• Develop & review procurement policies, procedures, & standardisation practice across SCM
• Develop & review appropriate integrated business processes & systems for procurement
• Manage commodities pricing budgets & forecasts process
• Develop & manage commodity trading opportunities
• Oversee activities of the team & ensure effective delivery of business outcome
• Develop a high performing team by embedding formal performance management process by using the PM system & informal coaching
• Address poor performance of any team member through the formal PM system, and ensure continued poor performance is appropriately dealt with
• Motivate team members and ensure that their efforts are recognised
• Encourage frequent knowledge sharing between team members
• Determine & analyse development needs for the team & ensure that identified training requirements are budgeted for & executed
• Interview & recruit new members of the team, incl. to determine appropriate compensation levels with input from Human Capital
• Create effective workforce and recruitment demand plans to ensure that current & future business requirements are met
• Initiate disciplinary processes for team members, calling on support from Human Capital, as and when required
• Resolve grievances raised by team members & escalate, as and when required
 
Minimum Requirements
• Degree in Supply Chain Management (SCM) or equivalent (NQF 7)
• Post Graduate Degree in Supply Chain Management (SCM) (NQF 8) – will be an added advantage
• Charted Institute of Purchasing & Supply (CIPS) – will be an added advantage
• Minimum of 5 years’ SCM experience, of which 3 years at management level in Public Sector
• Sourcing/Bid Management experience in Public Sector
• Working knowledge of PPPFA, PFMA, BBBEE Codes of Good Practice & National Treasury Regulations
• Advanced knowledge & experience of MS Office
• Valid driver’s license
