​DEMAND OFFICER

Status: Fixed-Term Contract (12 Months)
Location: Nelspruit Office
Grade: C4
Reporting Line: Manager: Demand Management
 
Role Mandate
To execute divisional strategic plans through integrated involvement of all supply chain stakeholders, in order to ensure that the company’s strategic objectives are met based on procurement best practices.
 
Key Accountabilities
• Collate demand plans from end-users and assist user-departments conduct market intelligence
• Provide input in the development of the annual Procurement Plan for the Group
• Administer Terms of Reference (TOR) and specifications and ensure timely allocation to the Bid Specifications Committee
• Administer performance of annual procurement plan and ensure that end-users adhere to the timelines
• Provide professional advice to the Bid Specifications Committee
• Facilitate and administer service provider briefing sessions and site inspections
• Ensure that the budget is correctly spent and aligned with SAFCOL’s Business Plan
• Ensure all SCM processes are informed by the SAFCOL Demand Plan
• Communicate budgetary parameters in line with the operational plan for departments within the company
• Facilitate and ensure adherence and compliance with the PFMA, PPPFA and National Treasury
• Participate in audit in providing of information that supports the efficient and effective procurement function in compliance with legislation, BBBEE and SARS, policy, and procedures
• Contribute to the coordination of assurance activities to ensure the effectiveness of controls for the business unit and/or departments
• Manage adherence to supply chain processes whilst ensuring successful implementation of operational needs
• Advice, assist, monitor and drive transformation of the supplier relationships and sourcing of BBBEE suppliers to ensure achievement of radical transformation in the Forestry industry and that BBBEE targets are met
• Foster stakeholder’s relationships, e.g. suppliers, internal customers, industry peers, support functions, etc. to achieve strategic business goals
• Assist in the identification, development & training of suppliers and potential suppliers of goods and services to ensure that SAFCOL meets its BBBEE objectives
• Ensure that feedback from engagements is filtered back to the unit
• Provide training on demand management to end-users
 
Requirements:
• Diploma in SCM/Procurement / Purchasing / Logistics or equivalent (NQF Level 6) qualification
• Degree in SCM / Procurement / Purchasing / Logistics or equivalent (NQF Level 7) qualification – will be an added advantage
• A minimum of 3 years’ SCM / Procurement experience
• Working knowledge of PFMA, PPPFA, BBBEE Codes of Good Practice & National Treasury Regulations
• Experience in Public Sector SCM / Public Sector Demand Management – will be an added advantage
• Knowledge of ERP Systems (SAGE) – will be an added advantage
• PFMA and PPPFA working experience – will be an added advantage
• BBBEE Codes of Good Practice – will be an added advantage
• Valid driver’s licence
