Description
PROVISION OF GENERAL LEGAL SUPPORT SERVICE
- Serve in SACAA Committees, and provide inputs on decisions, submissions and reports.
- Provide support to Technical Divisions in carrying out safety and security oversight functions, provision of legal guidance in the resolution of safety, security and technical matters, including certification, licensing, surveillance and resolution of safety concern.
- Assisting the Senior Manager: Legal and Aviation in analyzing exemptions and providing legal advice.
- Vet proposals for amendment of regulations and technical standards when delegated to by Senior Manager: Legal and Aviation Compliance.
- Perform any other function for Legal Department when delegated by the Senior Manager: Legal and Aviation Compliance.
- Provide any legal advice when assigned to do so.
DRAFTING OF LEGAL OPINIONS
- Research and draft accurate and legally correct legal opinions.
- Recommend the course of action to be taken.
LITIGATION PROCESS
- Research the legalities pertaining to the matter and ensure that SACAA is protected against any legal risk that may arise.
- Coordinate, provide assistance to monitor and guide the external legal practitioners in the litigation matters.
DRAFTING OF CONTRACTS
- Draft, vet, interpret and advise on contracts to ensure compliance with relevant statutes and policies and to protect the interests of SACAA.
Requirements
Minimum Qualification
- B Proc or LLB; admitted as a Legal Practitioner (Attorney or Advocate) (successfully completed pupillage with a recognized advocates’ association)
- LLM Degree, Diploma or certificate in Legislative drafting, or Contract Drafting or Constitutional Interpretation
- Legislative and/or Contract Drafting Diploma/Certificate
- 5 years - Legal Practitioner (Attorney or Advocate), relevant exposure to among others Interpretation of statutes, Admin Law, Commercial Law, and litigation
- Post Admission experience

General Administrative Functions
- Assist Management and the Department in managing the diary, coordinate and schedule department meetings and events using the organization's electronic tools.
- Prepare departmental documents and reports.
- Collate information for reports preparation.
- Package documentation required for meetings and other departmental engagements.
- Circulate required information and documentation throughout the department and keep accurate record thereof.
- Develop and maintain a proper filling system to ensure accurate retrieval of information as and when required.
- Screen, classify and record documents for easy access and tracking.
- Coordinate functions and meetings for the department.

Description
PURPOSE OF THE JOB
The Internal Auditor: Finance and Performance, conducts assigned internal audit engagements and special ad-hoc projects under the supervision of the Senior Internal Auditor in accordance with the approved Risk-based Internal Audit Plan.
Internal Audit Project Planning
- Participate by making inputs to the preparation and development of the Audit Project Plan.
- Conduct preliminary survey on allocated audit engagements. a break-down in a control for understanding the business environment and all aspects of the audit area with respect to information flows, policies and procedures.
- Interview personnel of audit area to obtain relevant audit information.
- Document system description and / or flowchart.
Identify key controls within the audit area.
Identify critical control points in a system flowchart
Compile a control gap analysis identifying audit objectives, risks and controls.
Internal Audit Execution/Audit Testing
- Develop audit program and testing procedures relevant to risks and test objectives identified.
- Prepare working papers documenting work performed in line with the audit methodology.
- Perform audit test as per approved audit programme.
- Evaluate measures instituted by management to ensure that resources have been acquired economically, utilised efficiently and effectively.
- Perform compliance tests (tests of the operation controls)
- Document audit test results on working papers.
- Conclude on working papers in line with the audit objectives.
Reporting
- Compile exceptions based on working papers, test results and conclusions and submit to the Senior Internal Auditor for review.
Follow-Up on Findings
- Perform relevant follow-up of previous audit findings
- Gather evidence to support the conclusion reached for follow-ups.
Quality Assurance
- Prepared all manual and electronic files/working papers in line with the audit methodology.
- Ensures that all audits are conducted within the agreed budget, hours and timeframes.
Requirements
Minimum Qualification:
- Bachelor of Commerce degree /Bachelor of Technology in internal auditing/auditing
- 5 years Internal auditing/auditing experience. Auditing of management accounts or financial reports advantageous and a member of the Institute of Internal Auditors(IISA)

Description
OVERSIGHT ACTIVITIES - INSPECTIONS, AUDITS, AND SURVEILLANCE
- Plan and execute inspections and oversights and other types of monitoring activities in line with functional procedures.
- Conduct oversight and other types of monitoring activities as assigned by the manager, make appropriate recommendations, and submit comprehensive reports.
- Conduct follow-up inspections or audits to ensure the resolution of identified non-compliances.
- Process applications for the approval of security programmes or manuals, air operator certificates, and other such applications.
- Evaluate, validate and review security programmes, and other relevant security manuals for Air Carriers, Aerodromes, and General Aviation.
- Process applications for the validation of appointed officials for Aviation Security.
- Participate in development and continuous improvement of procedures and quality management documents.
ADMINISTRATION
- Perform job-related administration tasks.
- Create and maintain a client database.
- Create and maintain a database for non-compliances on the findings register.
- Maintain non-scheduled operations and general aviation data and information repositories on business system(s).
- Maintain the AVSEC documents management system in line with the records management procedures and personal information in compliance with the POPIA.
ENFORCEMENT AND COMPLIANCE
- Follow up and evaluate the implementation of corrective action plans and effectiveness of corrective measures to ascertain resolution of non-compliances.
- Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the enforcement procedure.
- Prepare a memorandum and attach all necessary documents with recommendations to submit to the Enforcement unit.
AMENDMENTS TO REGULATIONS
- Recommend to the manager a review of regulations to address identified gaps in the security system.
- Participate in the process of developing and amending legal instruments related to aviation security.
LIAISON AND CONSULTATION
- Act as liaison with internal and external stakeholder regarding aviation security related matters.
- Attend to all requests and queries in line with the SACAA policies and procedures.
- Provide feedback on queries raised by operators.
- Participate in security awareness programs and SACAA initiatives.
Requirements
Minimum Qualification:
- Relevant National Diploma or NQF level 6 qualification
- Aviation Security or Safety/Security Quality Management Systems (Airport or Airline Operations) certificates
- 3 years Aviation Security experience OR
- 5 years Aviation Safety experience
