Description
 
OVERALL PURPOSE OF THE JOB
Guide the investigations of aircraft accidents and serious incidents, recommend the resources required for investigations and utilise the findings to initiate recommending preventative action in the most cost-effective way.
 
Management of Staff
• Encourage and motivate team members to engage in continuous learning, as well as empower them through delegation of responsibilities.
• Engage with team members and offer support when required to ensure that targets are met.
• Encourage high-performance levels in team members and facilitate their development through the management of KPAs. 
• Conduct regular conversations with investigators to discuss their work goals, performance, positive behaviour in the workplace and development/career opportunities.
 
Investigations
• Provide advice and recommendations to the SM on the initiation of investigations, as well as aviation safety investigations matters
• Establish an investigation team that is suitably qualified and experienced, taking into consideration existing and anticipated tasks and/or             investigator's commitments.
• Ensure that each investigation/project details the scope, resources, investigation risks and milestones in accordance with the AllD MOP.
• Provide oversight and management of the deployment of investigation teams.
• Provide oversight and management investigations/projects allocated to investigators.
• Provide weekly oversight and monitoring report on investigations or projects allocated to investigators detailing, progress made and timeframe in   accordance with the AllD MOP 
• Ensure timely release of notifications, preliminary reports, draft, and final reports in line with the AllD MOP 
• Release an interim statement within the prescribed timelines, in the event of missing the target date for the final report 
• Send all reports to states and organizations as prescribed in the AllD MOP
• Ensure the submission of ADREP reports to ICAO for all accidents involving aircraft above the MTOW of 2250kg and incidents above 5700kg as   prescribed in the AllD MOP.
• Provide support and assistance to llC, where needed during the investigation activities, and ensure targets are met.
• Ensure that IICs have consulted with interested parties as required by the AllD MOP and Annex 13.
• Ensure that safety actions and issues are appropriately identified and recorded by llCs.
• Monitor and support the health, safety, and wellbeing of staff in accordance with the AllD MOP and SACAA policies and procedures. 
• Ensure that staff have the required personal protective clothing (PPE) and have been inoculated before being deployed. 
• Also ensure the maintenance of staff PPE and inoculation records.
 
Relationship Management
• Effectively communicate and collaborate with internal and external stakeholders throughout the investigation process. 
• Continuously provide updates on investigation progress as per the agreed timelines
 
Requirements
 
Minimum Qualifications:
  • Private Pilot Licence or AME License 
  • or Engineering Diploma (NQF Level 6)
Ideal Qualifications:
  • Aviation License (CPL or ATPL or AME) plus
  • Degree in Management or Project Management or equivalent NQF Level 7 qualification in
  • Aviation Safety or NQF Level 7 Engineering Degree 
Experience:
  • 10 years Accident investigation or 
  • 5 years Management Experience in Aviation

Description
 
PURPOSE OF THE JOB
Responsible for licensing standards and regulations for all aircrew licenses; oversight of Designated flight examiners, Radio telephony Examiners and Language proficiency examiners; approval and oversight of examination centres. Monitor the conduct of pilot instructors and designated examiners.
CATS and CAR Development
In co-operation with Managers: Licensing and Examinations
Develop
and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 61, 62, 63, 68, 69 ,71,72 in compliance with the Standards and Recommended Practices of ICAO Annex 1,
Operational Management
Conduct audits and inspections as per SACAA Procedures to establish compliance.
•Conduct oversight on the activities of designated flight examiners, Radiotelephony examiners, Language Proficiency examiners and flight instructors
•Make relevant recommendations pertaining to safety management systems.
•Investigate regulatory non-compliances and recommend remedial or enforcement measures.
•Provide factual reports of audits and inspections conducted on the training organisations.
•Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
•Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
•Support the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Parts ,61, 62, 63, 68, 69 and 71.
•Investigate and recommend action to the Director on any deviations from requirements.
•Introduce adequate measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight
•Update and amend all documentation, checklists, and procedures to ensure compliance with the regulations.
•Review applications for the accreditation of military experience.
•Review applications for the conversion of validation for foreign licenses where directed.
 
Requirements
 
Minimum Qualification:
  • Grade 12
  • CPL (H) with Grade II Flight Instructor rating issued under Part 61 or SA SA Airforce instructor rating
Ideal Qualification:
Airline Transport Pilot License with Grade I Flight instructor rating or SA Air Force Flight instructor rating.
 
Experience required:
Flight Instructor rating (Part 61 or 62) or SA Air flight instructor rating with 300 hours instructor experience

Description
  • Responsible for licensing standards and regulations for all aircrew licenses; oversight of designated flight examiners; radio telephony examiners and language proficiency examiners. As well as monitor the conduct of pilot instructors and designated examiners. 
  • Submit memos for further investigation or enforcement action against instructors and examiners.
  • Participate in review boards for the designation and re-designation of pilot instructors and designated examiners.
  • Respond to queries regarding crew licensing, instructors, designated examiners, training or assessment from industry and the Authority.
  • Provide technical assistance to other states, industry and licensing office. Participate in national seminars, conferences and workgroups related to flight instructors, designated examiners and inspectorate function.
  • Maintain procedure documents related to TSO inspectors for flight crew instructors or designated examiners.

INVESTIGATOR: ACCIDENTS AND INCIDENTS (MIDRAND)

Description
 
Overall Purpose of the Job
  •  To investigate aircraft accidents and incidents independently with the objective to prevent their re-occurrence by proposing safety recommendations and prevention programmes.
Investigation Management 
  • Accurately collect, document, record and secure all evidence in accordance with AIID MOP policies and procedures.
  • Applies relevant legislation, regulations, procedures, and other requirements that guides investigation processes and their application in accident and incident investigation.
  • Conducts appropriate due diligence on accident and incident investigations.
  • Ensure timely dispatch to the accident/incident site to avoid loss of critical evidence and witness from engaging with each other.
  • To collect supporting evidence/data, analyse the evidence/data, develop findings from the analysis, determine cause of the accident or incident and develop safety recommendation with the aim to prevent the same/similar causes.
Data Analysis and Reporting
  • Review and analyse all evidence using appropriate analytical tools (event checklist and report writing template) and processes as per AIID MOP and ISO procedures.
  • Conducts an in-depth analysis of problems presented during investigation processes.
  • Ensure drafting and release of a quality and technically sound:
  • Accident/incident notification
  • Preliminary accident/incident report
  • Draft and Final accident/incident report
  • Ensure that all reports are captured on ECCAIRS.
  • Ensure the submission of ADREP reports to ICAO for all accident involving aircraft above the MTOW of 2250kg and incidents above 5700kg as prescribed in the AIID MOP.
  • Ensure that safety data recording is properly analysed and researched.
Relationship Management 
  • Effectively communicate and collaborate with internal and external stakeholders throughout the investigation process.

  • 500 - 1000 hours – Pilot OR,
  • 5 Years - Aviation Engineer OR,

Requirements
 
Minimum Requirement
  • National Diploma in IT or related qualification 
Ideal
  • IT related Degree and certification in any of Microsoft Power Platforms and SharePoint Development
 
Experience
  • 5 Years - SharePoint Configuration
  • The following will also be an added advantage:
  • JavaScript, HTML5, SQL Server, CSS3 and extensive knowledge of Power Platforms and popular front-end frameworks (React).
  • The ideal candidate must have a strong background in SharePoint development, web development, C# programming, ASP.NET and .NET Frameworks, business process automation, business solution delivery, system maintenance, and support. Furthermore, they should have experience in developing PowerApps Applications and Power Automate Workflows.
