MAINTENANCE OFFICER (MIDRAND)

Description
OVERALL PURPOSE OF THE JOB
To maintain the building facilities and grounds of SACAA building. Initiate, monitor, and perform buildings repairs, and maintenance requirements /improvements. Ensure the client adherences to Health & Safety Regulations.
 
Maintenance of building facilities and grounds
  • Proactively inspect SACAA building, plumbing, and electrical on a regular basis
  • Ensure any concerns are highlighted to determine priorities for subsequent maintenance or are upgraded where necessary
  • Arrange and oversee all repairs/installations/ maintenance done by external suppliers are done to acceptable standards
  • Perform basic electrical work, plumbing; aircon repairs and carpentry
  • Execute such work to ensure minimum disruption to the business and where necessary schedule disruptive work for after hours.
  • Accompany external maintenance service provider, and sign off worksheet/invoices of maintenance work completed
  • Respond, when necessary, to emergencies
  • Maintain basic filing system of any instruction manuals/ maintenance job card
  • Oversee cleaning of yards, including gutters and ground maintenance work
  • Conduct Health and Safety Inspection and act as OHS Representative
Office Maintenance
  • Install all internal fixtures and fittings such as pictures, perform minor repairs on shelving etc
  • Keep all office furniture in functional order
  • Replace burnt-out lights as and when required
  • Schedule day-to-day maintenance, encompassing cyclical services & maintenance requirements
  • Carry out fault-finding walkabouts around SACAA building
  • Carry out basic repair of any electrical, plumbing, masonry, carpentry, etc.
Office moves and events setup
  • Carry out movement of movable assets, boxes any other heavy objects around /within the building
  • Assist with setting up internal events
General
  • Disposal of recycling of paper
  • Collect staff consumables on a regularly basis or for functions purposes
  • Ensure compliance with OHS Act in your area and report to the OHS committee
  • Ad hoc driving i.e. delivery/ collection/ source physical quotes
  • Perform messenger task to conduct a drop-off and pick up of office use material
 
Requirements
Minimum Qualification
  • Grade 12 and
  • NQF Level 4 technical related Qualifications / related to Electrical or Plumbing or General Technical Maintenance 
Ideal Qualification
  • National Diploma in Engineering, Plumbing or Related degree and Samtrac Certificate.
 
Experience
  • 3 Years Office Maintenance experience

AVSEC STAKEHOLDER RELATIONS SPECIALIST (MIDRAND)

Description
OVERALL PURPOSE OF THE JOB
•To coordinate the activities of the AVSEC stakeholder relations, including the Facilitation Committee as well as the International Civil Aviation     Organization (ICAO) and the African Civil Aviation Commission (AFCAC) related engagements. 
•To provide a secretariat function to the National Aviation Security Committee.
Committee Management
- National Aviation Security Committee (NASC), Facilitation Committee, ICAO/ AFCAC/ AVSEC Panels and Workgroups.

Communication to stakeholders:
• Dissemination of decisions and other communication
• Act as liaison between SACAA and the Stakeholder Committees and Workgroups.
Reporting:
• Collate meeting reports from the Local Aviation Security Committee for submission to the National Aviation Security Committee
• Collate meeting reports from the Local Airport Facilitation Committee for submission to the National Airport Facilitation Committee
Secretarial Service and administration:
• Schedule all NASC meetings in the corporate diary.
• Prepare agendas and meeting documentation and distribute them to NASC.
• Coordinate logistical arrangements for NASC meetings, workshops, seminars, conferences, teleconferences and videoconferences. 
• Record meetings, and prepare minutes for the NASC.
• Manage decisions and actions from NASC meetings. 
• Coordinate the participation of RSA representatives in the ICAO/ AFCAC/ AVSEC Panels and Workgroups.
• Maintain files of minutes, records of documentation and reports for all Stakeholder Committee and ICAO Workgroup activities.
Administration 
• Perform job-related administration tasks
• Maintain a database for NASC members
        Compile reports, draft letters and collate research information for the Committee and Workgroup Chair, as required. 
• Maintain proper files and records following ISO records management policies
Management of State Letters
• Maintain a register for tracking of State Letters 
• Distribute State Letters to appropriate internal and external stakeholders
• Track and coordinate progress on actions and responses stipulated in AFCAC and ICAO State Letters 
• Maintain a SARPS implementation tracking register.
Liaison and Consultation 
• Organise stakeholder workshops and Aviation security forums and coordinate logistical arrangements for the events.
• Provide industry feedback to the Authority.
Review of Regulations and procedures
• Provide input to improve operational requirements for Aviation Safety and Security.
• Participate in the drafting and review of legal instruments, such as NASP and regulations.
• Provide input to the development, review and continuous improvement of secretariat procedures and the broader function.
 
Requirements
Education
Minimum
  • National Diploma or Relevant NQF 6 Tertiary qualifications.
  • Aviation Security Course(s).
Ideal
  • Relevant Degree or Diploma in Aviation Security. 
Experience
  • 3-5 Years in Stakeholder Relations experience OR Aviation Committee experience (Aviation Security
  • Aviation regulatory related experience would be advantageous.

​ATO INSPECTOR PILOT/FSTD (GAUTENG)

Description
Responsible for Licensing standards and regulations for all aircrew licenses, oversight of designated flight examiners, approval and oversight of examination centres. 
CATS and CAR development
Develop and implement CARs and CATS for Part 141 and Part 64 in compliance to the standards and recommended practices of ICAO Annex 1
 
Operational Management
  • Approve and conduct audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
  • Qualify FSTDs regulated by Part 60 and conduct audits as per the Master Surveillance Plan to establish compliance.
  • Conduct audits and inspections as per SACAA Procedures to establish compliance
  • Provide oversight the activities of designated

Requirements
Commercial Pilot License with Grade II Instructor Rating or equivalent SA Air Force Flight Instructor Rating Category B
300 hours - 500 hours flight instructor training experience
 
Applicants are to include a table indicating all flight experience by day and night including flight instructor experience and should also indicate experience flown as pilot or flight instructor on aircraft class, model or type.

​FLIGHT OPERATIONS INSPECTOR: QC& AIIR (MIDRAND)

Description
OVERALL PURPOSE OF THE JOB
To ensure that all processes and procedures are followed and that audit results are compliant with the requirements of the Civil Aviation Regulations, ICAO Standards and Recommended practices and internal policies controls, by examining records, reports, operating practices, and documentation prior to the issuance of any certificate, licence and/or approval. To interrogate and investigate all safety related reports and make recommendations in regard to the necessary corrective action and/or regulatory amendments as may be required. A risk-based approach is to be utilised when performing all evaluations in determining the operational level of safety.
 
Strengthened Safety and Security Oversight system
  • Categorise, allocate, validate and review all submitted safety occurrence reports utilising the Centralised Occurrence reporting system (CORs).
  • Investigate the identified and allocated safety occurrences and verify compliance to Part 140 of the regulations.
  • Monitor and provide feedback on trends identified from the Centralized Occurrence reporting system data and liaise with the SSP Office for safety promotion and awareness.
  • Ensure timeous quality control review of files submitted to CSD by the divisions as per CSD SLA.
  • Support the implementation of Risk Based performance. 
  • Recommend or suggest improvements to the SACAA technical departments to develop and maintain their regulations, guidance material, procedures and relevant forms.
