Description
PURPOSE OF THE JOB
To provide general legal and technical support services to SACAA, ensuring that the organisation is protected against any legal risk. 
 
Provision of General Legal Support Service
  • Drafting of board and Executive Committee submissions, draft monthly reports.
  • Assisting the Senior Manager: Legal and Aviation in analysing exemptions and providing legal advice
  • Serve and participate in SACAA Committees, safeguarding the interests of the Organisation.
  • Perform any other function for Legal Department when delegated by the Senior Manager: Legal and Aviation Compliance.
  • Provide any legal advice when assigned to do so
Drafting of Legal Opinions
  • Research and draft accurate and legally correct legal opinions.
  • Recommend the course of action to be taken. 
Litigation Process
  • Research the legalities pertaining to the matter and ensure that SACAA is protected against any legal risk that may arise.
  • Coordinate, provide assistance to monitor and guide the attorneys in litigation matters.
Drafting of Contracts
  • Draft, vet, interpret and advise on contracts to ensure compliance and to protect the interests of SACAA.
Management of Direct Report
  • Responsible for monitoring output on allocated tasks to ensure quality outputs and timeous delivery of service in line with Service Level Charter.
 
Requirements
EDUCATION
  • B Proc or LLB; admitted as an Attorney or Advocate (successfully completed pupillage with a recognised association) 
IDEAL
  • LLM Degree, Diploma in Legislative drafting, Contract Drafting or Constitutional Interpretation
  • Legislative and/or Contract Drafting Diploma/Certificate
 
EXPERIENCE
  • 5 Years experience as an Attorney or Advocate with relevant exposure to among others Interpretation of statutes, Admin Law and Commercial Law in General
  • Post Admission experience

REGIONAL MANAGER: CAPE TOWN (CAPE TOWN)

Description
OVERALL PURPOSE OF THE JOB
  • Oversee and provide leadership on the implementation of aviation safety and security standards and policies relating to the overall oversight function of the CAA.
OPERATIONAL MANAGEMENT
  • Establish and coordinate the master oversight and surveillance plan (MOSP) for the region in consultation with the technical executives
  • Ensure adequate safety and security oversight of the aviation industry in the region
  • Ensure continuous management and review of operational performance against the master oversight and surveillance plan (MOSP)
FINANCIAL MANAGEMENT
  • Develop annual budgets for the region, control expenditure and implement budget control procedures.
  • Manage budgetary variances and implement corrective measures
  • Ensure adequate financial control
CLIENT SERVICE EXCELLENCE
  • Establish, monitor and maintain client/customer service standards in the region according to SACAA and international best practice
  • Implement a stakeholder engagement plan to ensure effective communication and collaboration with key stakeholders
GOVERNANCE & COMPLIANCE
  • Ensure full and effective implementation and compliance to approved safety and security delegation of authority for all the functions within the region.
  • Provide leadership and instill the appropriate organisational culture in terms of approved quality, safety, environmental and risk management programs as per the ISO and other applicable requirements.
  • Implement and manage systems to monitor compliance with legislative requirements
  • Manage feedback on non-conformances and take corrective action to rectify deficiencies within the regional office.
  • Participate and contribute to the formulation, review and implementation of strategy, policies and procedures.
  • Develop and implement SRO DOA
  • Implement systems to ensure technical and other changes in technical divisions are fully implemented in SRO in collaboration with technical divisions

PEOPLE MANAGEMENT
  • Implement the organisation’s performance management system
  • Manage skills development in the regional office
  • Manage leave for the staff in the region
  • Ensure that the regional office is adequately resourced
  • Ensure an effective administrative function for staff at the regional office
REPORTING
  • Coordinate and report on all regional activities as per the delegation of authority.
 
Requirements
Minimum Qualification:
  • ATPL or relevant NQF level 6 or higher qualification in any of the aviation fields, namely: Aviation Safety Operations, Aviation Infrastructure or Aviation Security from a recognised institution or equivalent.
Ideal Qualification:
  • Management/Training qualification and NQF level 7 qualification will be an added advantage 
Experience:
  • 10 years Broad-Based Aviation (Technical, Operational) experience
  • 5-7 years Management experience

CREDITORS OFFICER (MIDRAND)

Description
OVERALL PURPOSE OF THE JOB
To accurately process, maintain and report on all creditors transactions.
 
Manage Suppliers Payments
  • Accurately and timeously process invoices onto the financial system daily.
  • Obtain and ensure that supporting documents are provided by various departments.
  • Ensure invoices from departments are authorised as per the delegation of authority.
  • Ensure creditors statements are provided monthly.
  • Timeously investigate unmatched purchase orders monthly.
  • Ensure foreign creditors are paid timeously via telegraphic transfer.
  • Prepare the payment checklist and ensure accurately completed.
  • Ensure all subsistence and travel allowances are paid to travelling employees timeously.
  • Import payment batch from financial system to the bank or perform manual payment online, present for release on time and follow up and resolve any queries
Reconciliations
  • Prepare monthly creditors reconciliations to ensure correct amounts are paid or accurate amounts are accrued.
  • Prepare general journals for accruals monthly and ensure month end and year end deadlines are met.
  • Ensure that reconciling items are resolved or corrected timeously.
  • Ensure that supplier enquiries are handled in a professional manner.
  • Ensure that payments are made frequently and within 30 days of documents being received in finance.
Manage Reports
  • Prepare monthly reports.
  • Collate information for monthly reports
Filing
  • Ensure that all documents are properly filed regularly.
  • Ensure that all filed documents are easily retrievable.
 
Requirements
Minimum Requirement:
  • National Diploma in Finance / Financial management or related NQF Level 6 qualification.
Ideal Qualification:
  • Degree in Finance or related Degree
Experience:
  • 3 Years Accounts Payable
  • Great Plains, Processing of Accounts Payable, Greenfields (POP) experience would be an added advantage
