Description
Overall Purpose of the Job
  • The Administrative Officer is the contact point for both internal and external clients, whose purpose is to provide administrative and clerical support to both employees and management. The ultimate goal of the administrator is to ensure the daily administrative processes of the division or department run smoothly and efficiently. 
General Administrative Functions
  • Assist Management and the Department in managing the diary, coordinate and schedule department meetings and events using the organization's electronic tools.
  • Prepare departmental documents and reports.
  • Collate information for reports preparation.
  • Package documentation required for meetings and other departmental engagements.
  • Circulate required information and documentation throughout the department and keep accurate record thereof. 
  • Develop and maintain a proper filling system to ensure accurate retrieval of information as and when required.
  • Screen, classify and record documents for easy access and tracking.
  • Coordinate functions and meetings for the department.
  • Provide administrative support with meetings and other departmental functions.
  • Prepare and circulate minutes for departmental meetings.
  • Update and circulate for approval information on departmental documentation as provided by the Subject Matter experts. 
  • Coordinate budget preparation and reporting on expenditure. 
  • Process operation manuals and amendments.
  • Arrange domestic and international travel by organizing submission approval, allowances, and all travel related logistics. 
Office and Stakeholder Management
  • Manage the control of all consumables and liaise with the Procurement Department regarding stock. 
  • Organize requests for assets, their delivery, allocation and management for the department.
  • Track and monitor progress on projects and prepare reports thereon.
  • Ensure appropriate communication with SACAA and with external clients.
  • Promptly deal with telephonic, mailed enquiries or personal interactions.
 
Requirements
Education
  • Minimum
Grade 12, with a certificate in Office Administration or relevant qualification
Ideal
Diploma in Office Administration or Office Management 
Experience
1-3 Years Administration experience

AIRWORTHINESS INSPECTOR: AVIONICS (GAUTENG)

Description
Site Visits and Inspections
  • Completion of allocated C of A/ATF inspection applications as per approved procedure
  • Provide clients with the required feedback during the completion of all tasks.
  • Review AW records of TC and NTCA aircraft as per procedure during C of A, ATF and RLA Renewal process
  • Address industry stakeholder problems/queries in and exemplary manner
  • Use of the EBS system for completion of all tasks as assigned by M: AR &I
  • Enforcement (Grounding) actions taken as sanctioned by Manager Aircraft Inspection & Registration
  • Enforcement actions recommended to the Enforcement. Department to be inline as assigned by M: ARI
  • Analyse and investigate significant defects discovered in aircraft and determine corrective action to be taken where airworthiness may be affected and correct any trends, where necessary.
  • Monitor the implementation of the ADs and/or related SBs issued by the manufacturer (both foreign and domestic) to ensure air operator’s compliance to the continuing airworthiness of aeronautical products with an established procedure to avoid or correct service difficulties.
  • Investigate possible violation of the regulations regarding airworthiness and take appropriate enforcement action, when necessary.
  • Participate in aircraft review board activities.
Reports
  • Report with recommendations on outcome of safety audits and inspections.
  • Research, develop and propose specific standards to be applied in certification, airworthiness, and maintenance of aircraft.
  • Issue special flight permits. 
Communication and Safety Promotion
  • Address Industry stakeholder problems/queries in an exemplary manner.
  • Provide Industry feedback to the Authority.
  • Inculcate upon Industry stakeholders’ safety prerequisites and procedures.
Proposal and Revision of Standards
  • Proactively research, develop and propose specific standards to be applied in airworthiness and maintenance of aircraft.
 
Requirements
EDUCATION
Minimum
  • Grade 12 
  • Trade certificate and a valid Aircraft Maintenance Engineers License in Avionics 
Ideal
  • National Technical Diploma 
 
EXPERIENCE
  • 5 years in Aircraft Airworthiness or Aviation Regulatory environment or Civil/Military Aviation experience

INSPECTOR PANS-OPS/CARTOGRAPHY (MIDRAND)

Description
FLIGHT PROCEDURES AND CARTOGRAPHY
  • Inspect, audit, certify or authorise procedure design entities as certified or authorised procedure design organisations or aeronautical chart service providers in accordance with and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
  • Manage the compliance of certified and authorised procedure design organisation or aeronautical chart service providers with ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
  • Test, verify, validate and/or certify flight procedures or aeronautical charts submitted by Certified or Authorized Procedure Design organisations or aeronautical chart service providers, or designed by the CAA, against ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
SUPPORT TO CAA FUNCTIONAL DEPARTMENTS AND EXTERNAL CLIENTS
  • To provide PANS-OPS and cartographic advice, recommendations and professional support to the CAA, NASCOM and external clients iro airspace planning and management.
  • Conduct aeronautical studies regarding the impact of proposed changes to airspace structures.
  • Validate, maintain and QC certification of PANS-OPS and related information for publication in AIP SUPs, AICs and the AIP.
  • Verified, validate, certify and approve aeronautical information printed on the South African WAC charts.
RESEARCH AND DEVELOPMENT
  • Research, update and develop the Manual of Procedures/Standards (MOPS) for FPD & Cartography in line with the ICAO SARPs & international best practice.
  • Research & update the procedures utilised to certify or authorise certified or authorised procedure design organisations or aeronautical chart service providers in accordance with ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography. & International best practice.
  • Proactively research & develop the specific proposals for standards to be applied in the design of flight procedures, aeronautical charts & airspace planning.
  • Actively participate in relevant PANS-OPS and cartography standards development processes.
OJT/MENTORING
  • Develop, implement and maintain training curricula for Trainee PANS-OPS/Cartography Inspectors in accordance with ICAO PANS-OPS and cartography SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography and international best practice.
  • Mentor assistant and/or trainee PANS-OPS/Cartography Inspectors in respect of ICAO PANS-OPS and cartography SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & cartography and international best practice.
  • Set and supervise On-the-Job training tasks and to supervise the work of Trainee PANS-OPS/Cartography Inspectors.
  • Evaluate and report on the progress and standard of work produced by Trainee PANS-OPS/Cartography Inspectors
COMMUNICATIONS AND SAFETY PROMOTION
  • Proactively promote safety in relation to all of the PANS-OPS section activities.
  • Provide open communication between the PANS-OPS section certified or authorised procedure design organisations or aeronautical chart service providers
 
Requirements
Minimum Qualification:
  • ICAO compliant PANS-OPS/Cartography qualification in accordance with SA CATS and CARs Part 173/ Part 177 requirements for a Qualified Designer/Qualified Cartographer.
Ideal Qualification:
  • Safety Oversight for Inspectors qualification, Safety Management System course, State Safety Programme course
  • ARINC 424 coding course advantageous 
Experience:
  • 3 years' Flight Procedure Design experience and/ or Aviation Cartography experience 
  • 5 years' experience as a Qualified Pilot with an IF rating/ or Qualified ATC/ or ATSO
