Description
PURPOSE OF THE JOB
- Perform oversight and monitor the implementation of the Part 114 and other related Civil Aviation Regulations (CARs) in compliance with the Civil Aviation Act, No. 13 of 2009.
- Promote Aviation Security to strengthen the national aviation systems.
- Plan and execute inspections, audits and other types of monitoring activities in line with functional procedures.
- Conduct oversight and other types of monitoring activities as assigned by the manager, make appropriate recommendations, and submit comprehensive reports.
- Conduct follow-up inspections or audits to ensure the resolution of identified non-compliances.
- Process applications for the approval of security programmes or manuals, air operator certificates, and other such applications.
- Evaluate, validate and review security programmes, and other relevant security manuals for Air Carriers, Aerodromes, and General Aviation.
- Process applications for the validation of appointed officials for Aviation Security.
- Participate in development and continuous improvement of procedures and quality management documents.
- Perform job-related administration tasks.
- Create and maintain a client database.
- Create and maintain a database for non-compliances on the findings register.
- Maintain non-scheduled operations and general aviation data and information repositories on business system(s).
- Maintain the AVSEC documents management system in line with the records management procedures and personal information in compliance with the POPIA.
- Follow up and evaluate the implementation of corrective action plans and effectiveness of corrective measures to ascertain resolution of non-compliances.
- Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the enforcement procedure.
- Prepare a memorandum and attach all necessary documents with recommendations to submit to the Enforcement unit.
- Recommend to the manager a review of regulations to address identified gaps in the security system.
- Participate in the process of developing and amending legal instruments related to aviation security.
- Act as liaison with internal and external stakeholder regarding aviation security related matters.
- Attend to all requests and queries in line with the SACAA policies and procedures.
- Provide feedback on queries raised by operators.
- Participate in security awareness programs and SACAA initiatives.
Requirements
Minimum Qualification:
- National Diploma in Administration or Relevant NQF level 6 qualification
- Aviation Security /Safety or Quality Management Systems Certificate or Certificate in aviation security at airport or airline level.
- National Diploma in Security Risk Management or Quality Management
- 3 years Aviation Security experience OR
- 5 years Aviation Safety experience

TRAINEE INSPECTOR PANS-OPS/CARTOGRAPHY (CENTURION)

Description
OVERALL, PURPOSE OF THE JOB
- To train in the validation and approval (where necessary design) of instrument flight procedures and aeronautical charts.
- To train in the oversight of instrument flight procedure design and aeronautical cartography organisations as per ICAO SARPS.
- Participate in the inspection, auditing and certification of procedure design organisations and aeronautical chart service providers.
- Participate in monitoring the compliance of certified procedure design organisation and aeronautical chart service providers as per ICAO SARPS, SA-CARs and CATS.
- Participate in external compliance obligations that the SACAA is subjected to
- Be trained in validating and approving instrument flight procedures and aeronautical charts submitted by certified Procedure Design organisations and aeronautical chart service providers as per ICAO SARPS, SA-CARs and CATS.
- Be trained in validating information for publication in AIP SUPs, AICs and the AIP.
- Be trained in verifying, validating, approving and certifying aeronautical information printed on the South African WAC charts.
- Be trained in designing Instrument Flight Procedures as per ICAO SARPS, SA-CARs and CATS.
- Participate in the development and review of local regulations and technical standards in line with ICAO SARPS.
- Participate in providing input and recommendations to the SACAA, CARCOM, NASCOM and external clients.
- Participate in the development and review the technical guidance material utilised to guide procedure design organisations and aeronautical chart service providers.
- Participate in all safety initiatives in the PANS-OPS section.
- Be trained in liaising with certified procedure design organisations and aeronautical chart service providers, on behalf of SACAA
Requirements
EDUCATION (FORMAL QUALIFICATION REQUIRED)
MINIMUM
- Grade 12
- A pilot qualification with an IF rating and/or an ATC/ATSO qualification
- Completion of a PANS-OPS Basic course, Safety Management System course, State Safety Programme course
EXPERIENCE
- 5 Years - Qualified Pilot with an IF rating and/ or Qualified ATC/ ATSO

Description
FLIGHT PROCEDURES AND CARTOGRAPHY
- Inspect, audit, certify or authorise procedure design entities as certified or authorised procedure design organisations or aeronautical chart service providers in accordance with and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
- Manage the compliance of certified and authorised procedure design organisation or aeronautical chart service providers with ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
- Test, verify, validate and/or certify flight procedures or aeronautical charts submitted by Certified or Authorized Procedure Design organisations or aeronautical chart service providers, or designed by the CAA, against ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
- To provide PANS-OPS and cartographic advice, recommendations and professional support to the CAA, NASCOM and external clients iro airspace planning and management.
- Conduct aeronautical studies regarding the impact of proposed changes to airspace structures.
- Validate, maintain and QC certification of PANS-OPS and related information for publication in AIP SUPs, AICs and the AIP.
- Verified, validate, certify and approve aeronautical information printed on the South African WAC charts.
- Research, update and develop the Manual of Procedures/Standards (MOPS) for FPD & Cartography in line with the ICAO SARPs & international best practice.
- Research & update the procedures utilised to certify or authorise certified or authorised procedure design organisations or aeronautical chart service providers in accordance with ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography. & International best practice.
- Proactively research & develop the specific proposals for standards to be applied in the design of flight procedures, aeronautical charts & airspace planning.
- Actively participate in relevant PANS-OPS and cartography standards development processes.
- Develop, implement and maintain training curricula for Trainee PANS-OPS/Cartography Inspectors in accordance with ICAO PANS-OPS and cartography SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography and international best practice.
- Mentor assistant and/or trainee PANS-OPS/Cartography Inspectors in respect of ICAO PANS-OPS and cartography SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & cartography and international best practice.
- Set and supervise On-the-Job training tasks and to supervise the work of Trainee PANS-OPS/Cartography Inspectors.
- Evaluate and report on the progress and standard of work produced by Trainee PANS-OPS/Cartography Inspectors
- Proactively promote safety in relation to all of the PANS-OPS section activities.
- Provide open communication between the PANS-OPS section certified or authorised procedure design organisations or aeronautical chart service providers
Requirements
Minimum Qualification:
- ICAO compliant PANS-OPS/Cartography qualification in accordance with SA CATS and CARs Part 173/ Part 177 requirements for a Qualified Designer/Qualified Cartographer.
- Safety Oversight for Inspectors qualification, Safety Management System course, State Safety Programme course
- ARINC 424 coding course advantageous
- 3 years' Flight Procedure Design experience and/ or Aviation Cartography experience
- 5 years' experience as a Qualified Pilot with an IF rating/ or Qualified ATC/ or ATSO.
