Description
Assessment, Inspections and Oversight
- Evaluation and making recommendations regarding the issuance, amendment and renewal of a Part 96 OC and Part 93 CAOC and the associated operations specifications, and the operator's competence to exercise the privileges of the certificate;
- Evaluation and making recommendations regarding the issuance, amendment and renewal of a Part 149 approval, and the competence to continue to exercise the privileges of the approval holder;
- Evaluation and making recommendations for the initial issue or amendment of an air service license for a Part 96 operator;
- Evaluation and making recommendations for the approval and acceptance of operators and organisations documentation.
- Conduct inspections, oversight and surveillance considered necessary to determine safety standards and compliance.
- Conducting station facility, ramp and base inspections of operators, and any other form of inspection or check considered necessary to determine safety standards and compliance.
- Making recommendations concerning appropriate enforcement action.
- Investigate and report, as required, possible violations of the South African civil aviation law, regulations and technical standards.
- Keep abreast and well informed on matters concerning the safe operation of aircraft and associated legal and policy matters.
- To be conversant with the area of specialization and seek ways of keeping abreast with developments in the role and associated tasks
- Proactively research, develop and propose amendments to regulations, technical standards and procedures to ensure safe operation of aircraft.
- Project a satisfactory image of the SACAA to all stakeholders.
- Promote aviation safety by participating in various forums and proposing improvements to aviation safety.
Requirements
Minimum Qualifications:
- Grade 12 (Matric) and hold or has held appropriate Aircraft Maintenance Engineers licence
- 5 Years experience as Aircraft Maintenance Engineer
- Experience with commercial operation of aircraft
- Aviation Safety Officer experience
- Quality Management experience
- Project Management experience

Description
General, Sport and Recreational Aviation Aircraft Inspections (Part 43, Part 44, Part 91, Part 94, Part 105)
- Conduct routine planned and ad-hoc oversight, surveillance, and inspections, such as the inspection of aircraft and continued airworthiness at an airfield apron, site or base and carry out oversight or checks considered necessary at prescribed intervals.
- Conduct such inspections or oversight in accordance with an established work programme and applicable standard procedures and instructions.
- Advise the operator, in writing, of any significant deficiency, requesting a proposal for remedial action.
- Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
- Submit reports on each inspection or investigation in the manner prescribed, and complete and process on the applicable inspection forms.
- Conduct investigations and prepare reports as required on possible unsafe or non -compliance of the basic aviation law or related safety operating regulations and rules.
- Continuously review the operator's pertinent documentation (e.g., operations, policies, operating instructions) and information to staff and system of amendments to determine whether they are accurate and made available in a timely manner to persons requiring their use.
- Keep appropriate CAA inspectorate staff informed on all aspects of current operations in general; and
- Perform duties delegated and incidental to the SACAA requirements.
- Ensure appropriate communication within SACAA and with external clients.
- Conduct and project a satisfactory and positive image of the SACAA to all stakeholders.
- Provide industry feedback to the Authority.
- Promote public relations and aviation safety and standards by proposing improvements in airworthiness and maintenance requirements.
- Project a satisfactory image of the SACAA to all customers in dealing promptly with telephonic, mailed, or personal interactions
- • Review and approval of MEL’s, AMP/AMS, RVSM, Special Approvals.
• Conduct compliance oversight, surveillance, and investigations
• Provide administrative support with information data and records.
• Keep abreast of and remain proficient in specialist skills, knowledge human factors, regulations, and new developments of technology.
• Process applications and documents and amendments.
- All relevant tasks and responsibilities as specified by the SACAA policies, procedures.

Requirements
Minimum Qualifications:
- Grade 12 (Matric) and hold or has held Appropriate Aircraft Maintenance Engineers Licence, or an equivalent and related trade in the aviation technical and maintenance environment e.g. Avionic
- National Diploma equivalent to NQF level 6
Minimum Experience:
- 3 Years experience in Aircraft Maintenance Engineering
- 3 Years exposure in Client Services

AIRWORTHINESS: AIRCRAFT INSPECTION (GAUTENG)

Site Visits and Inspections
- Completion of allocated C of A/ATF inspection applications as per approved procedure
- Provide clients with the required feedback during the completion of all tasks.
- Review AW records of TC and NTCA aircraft as per procedure during C of A, ATF and RLA Renewal process
- Address industry stakeholder problems/queries in and exemplary manner
- Use of the EBS system for completion of all tasks as assigned by M: AR &I
- Enforcement (Grounding) actions taken as sanctioned by Manager Aircraft Inspection & Registration
- Enforcement actions recommended to the Enforcement. Department to be inline as assigned by M: ARI
- Analyse and investigate significant defects discovered in aircraft and determine corrective action to be taken where airworthiness may be affected and correct any trends, where necessary.
- Monitor the implementation of the ADs and/or related SBs issued by the manufacturer (both foreign and domestic) to ensure air operator’s compliance to the continuing airworthiness of aeronautical products with an established procedure to avoid or correct service difficulties.
- Investigate possible violation of the regulations regarding airworthiness and take appropriate enforcement action, when necessary.
- Participate in aircraft review board activities.
- Report with recommendations on outcome of safety audits and inspections.
- Research, develop and propose specific standards to be applied in certification, airworthiness, and maintenance of aircraft.
- Issue special flight permits.
- Address Industry stakeholder problems/queries in an exemplary manner.

EDUCATION

- Grade 12
- Aircraft Maintenance Engineers License in a related trade in the Aviation Maintenance Environment E.g., Aircraft Mechanic or Structural Worker or Avionic or Radiotrician and Electrician

- Aircraft Maintenance Engineer (AME) License
EXPERIENCE
- 5 years in Aircraft Airworthiness or Aviation Regulatory environment or Civil/Military Aviation experience
