MAIN PURPOSE OF POSITION:
To develop, implement and facilitate SABC News and Current Affairs’ digital media and over-the-top (OTT) operations in line with the SABC and division’s strategies.
 
KEY ACCOUNTABILITIES:
  • Develop, facilitate, execute and implement SABC News and Current Affairs’ digital media and OTT strategy and operations, including live streaming, in accordance with the public broadcaster’s corporate plans
  • Develop and implement innovative and compelling solutions for SABC News and Current Affairs
  • Prepare and manage the integration of SABC News’ radio, television, digital and other content on the OTT platform
  • Develop an OTT operational plan through coordination and liaison with various internal and external stakeholders
  • Manage the backend and operational development aspects of SABC News’ platforms, such as its website
  • Design and communicate concise OTT operational plans and special projects involving News and Current Affairs’ digital media
  • Perform and provide oversight of SABC News’ technological and technical operations
  • Represent SABC News and Digital News at all relevant forums in the implementation of its OTT content strategy
  • Research and develop monetisation strategies for News and Current Affairs’ OTT offering, while preserving the current digital media revenue streams to safeguard and promote financial sustainability
  • Perform quality control / assurance of all SABC News and Current Affairs multimedia content with the editorial team
  • Manage content displays and updates editorially
  • Provide ease of access to key content offerings, such as public service news and information, on OTT platforms
  • Compile and process relevant operational business requirement documents, Service Level Agreements, as well as those for the procurement of essential digital media services in strict compliance with business reporting cycles
  • Develop and implement Standard Operating Procedures (SOPs) for SABC News and Current Affairs’ digital media and OTT operations
  • Manage operational risks to protect organisational integrity, create value, prevent monetary loss and ensure compliance with applicable legislation, regulations and policies
  • Contribute to the compilation and management of the budget cost effectively
  • Adhere to South Africa’s constitution, all broadcasting, publishing and other legislation, ICASA’s license conditions, regulations, and rulings, the Film and Publications Act, the BCCSA and Press Council codes of conduct and recommendations, the SABC Editorial Policies and SABC News and Current Affairs’ style-guide etc.
 
REQUIREMENTS:
  • Bachelor’s degree in media studies, Journalism or relevant equivalent qualification (NQF6), but a post-graduate qualification (NQF7) would be advantageous
  • 6 years’ experience in digital media and / or information technology, of which 2 years should be at supervisory level
  • Practical experience in multimedia editing, publishing processes and Content Management Systems
  • Understanding quality control / assurance standards in broadcasting and online publishing
  • Practical understanding of metadata and related processes
  • Experience in preparing content for digital media platforms, including live streaming and social media
  • Professional understanding of global digital media trends
  • Experience in OTT content preparation i.e. Video on Demand (VOD), podcasting and social media
  • Media content scheduling and practical understanding of Electronic Programming Guides (EPG)
  • Understanding of digital content monetisation and ability to identify monetisation opportunities on all digital platforms
  • Ability to develop and present strategies for all digital platforms
  • Project management experience
  • Understanding of the role of OTT in the digital environment nationally and internationally

Reporting to Group Executive: Legal, Governance & Regulatory: the incumbent provides strategic leadership to the Governance, Risk and Compliance Department to support the SABC in implementing and performing ongoing maintenance of the governance, risk management and compliance frameworks by leveraging people, processes and technology transformation opportunities.
 
DUTIES AND RESPONSIBILITIES:
 
1. DEVELOPMENT AND IMPLEMENTATION OF STRATEGY
  • Develop an Annual Operational plan for Governance, Risk and Compliance for the Department
  • Develop and design Business Continuity Management Strategy
 
2. BUSINESS OPERATIONAL EFFICIENCY
  • Develop and implement an Enterprise-Wide Risk Management Policy, Framework and Strategy for the SABC
  • Develop and Implement Enterprise Wide Risk Management Maturity Framework and Risk Appetite and Tolerance Framework.
  • Implement relevant programs to manage mitigation plans related to identified risks
  • Implement a programme to review the risk plan of the SABC at least annually at a Strategic, Operational, Project  and Functional levels
  • Communicate and create awareness of the Enterprise Risk Management Policy, Framework and Strategy and risk management process at all levels within the Corporation.
  • Manage the facilitation of and the setting of risk tolerances and guide Board.
  • Develop an Internal Control Framework to ensure improvement in the SABC internal control environment.
  • Ensure and facilitate BCM response during business interruption incidents
  • Develop and continuously review risk based Business Continuity Plans
  • Review Delegation of Authority Framework
  • Ensure effective and efficient  Policy management within the Corporation
  • Ensure adherence to good corporate governance practices within the Corporation
 
3. GOVERNANCE, RISK AND COMPLIANCE
  • Establishes and manage the Governance Framework.
  • Facilitate the implementation of appropriate compliance processes and practices to ensure compliance obligations are well understood across the company, embedded into the business processes, monitored appropriately and subject to review at least annually.
  • Oversee the development and implement of Governance, Risk and Compliance policies and Internal Control measures.
  • Ensure regulatory compliance with the policies and regulatory framework
  • Report timeously to the Executive: Legal, Governance and Regulatory on all compliance and risk related incidents and perform trending analysis
  • Review and implement Risk Management Plan in line with organizational  Risk Framework (COSO Model or ISO31000):

  • Ensure adequate staffing for workload, succession planning and effective leadership.
  • Effective briefing and communication with department staff.

INHERENT/MINIMUM REQUIREMENTS
 
QUALIFICATIONS
  • Bachelor Degree (NQF 7) in Law, Risk Management, Auditing, Financial Management or related field
  • Post-Graduate qualification in the relevant fields of study will be an added advantage
 
EXPERIENCE
  • Minimum 10 years in the legal, risk management, assurance programs within a huge organizations, of which 5 years’ experience must be at middle managerial level
 
KNOWLEDGE
  • Advanced knowledge of corporate governance and compliance

PURPOSE
To deliver SCM continuous value delivery  and intelligence by driving collaboration and alignment across the entire supply value chain by establishing business intelligence , project management oversight , knowledge management , reporting and monitoring efficiencies.
 
DUTIES AND RESPONSIBILITIES:
 
1. OPERATIONAL PLAN
  • Drive SAP optimisation , integration and efficiency models and tools
  • Develop and implement innovative SCM integration and knowledge management tools
  • Drives the administration of process integration to drive team efficiency and improve productivity
  • Research and implement ongoing business and process improvements
  • Drives research based contribution to the SCM demand and contract management framework
  • Monitors SCM risks , opportunities, disruptions and innovations in the external environment and makes recommendations on value delivery measures.
  • Provides business intelligence on procurement spend transparency and reporting
  • Support Category Management with category strategies conceptualization
  • Provide effective and efficient project management tools from conceptualization to post implementation
  • Train and mentor SCM on project management

4. TRANSFER OF SKILL
  • Assist SCM Practitioners to develop project management skills

QUALIFICATIONS
  • Relevant degree in Finance / Engineering

EXPERIENCE
3 years’ working experience in Supply Chain Management, Manufacturing , System Engineering
