• Duration: Five-year Fixed Term Employment Contract
• Salary: R932,548 (Minimum) R1,078,089 (Midpoint) 111,223,632 (Maximum)

Workstation: Groblersdal. There will be a need for signing of an employment contract, a performance agreement and disclosure of financial interests. The employee will be subjected to undergo security vetting; competency assessment and screening for reference checks in respect of validity of qualifications, whether the candidate has been dismissed previously for misconduct or poor performance by another employer or candidate's current employer. The appointment will be done In terms of the Local Government: Municipal Systems Amendment Act, 7 of 2011 and regulations on employment and conditions of service for Senior Managers.


Qualifications: An appropriate BSc Engineering / B Tech (Water Engineering) plus 7-8 years' experience at manager level as programme/project manager and 3-4 years must be at professional/management level • municipal engineering management experience. Certificate of Competency as required in terms of the General Machinery Regulations. Registration with a recognised relevant engineering professional body will be an added advantage.

Work Experience & Knowledge: Good knowledge and interpretation of key related local government legislation (MSA, Water Services Act, MFMA, etc.) Good knowledge and understanding of institutional governance systems and performance management system; Good knowledge of supply chain management regulations, SIPDM and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). Must have extensive knowledge of the public office environment; and be able to formulate engineering master planning, project management and implementation. Sound understanding of computer packages (MS Word, MS Excel & MS PowerPoint) and valid motor vehicle driver's licence. Must possess critical thinking, pay attention to details, financial management, knowledge and information management, negotiation, conflict resolution and lobbying, people management and planning and organising competencies and skills. Must display ethical, integrity and professionalism at all times, time management, be a game changer and influential. Excellent understanding of Project management and implementation.
 
Key performance areas: Provides strategic direction and leadership for the Infrastructure and Water Services department. Customer management. Plan and manage infrastructure development and related projects and ensure efficient contract management. Monitor Institutional and Social development, infrastructure planning and maintenance. Ensure Legislative compliance for Water and Sanitation requirement and other related areas with respect to the job. Programmes coordination and efficiency enhancement, leads integrated projects/programmes, manages and accounts for project changes and deliverables, coordination of infrastructure and maintenance of resources. Proactive coordination and maintenance of infrastructure. Adheres to bask operations maintenance standards. Preparation of reports to the Accounting Officer, portfolio committee, municipal council and other local government key stakeholders. Ensure that all grants allocated for infrastructure development are spent accordingly.
