POSITION: SENIOR ADVISOR: MEASUREMENT & VERIFICATION, (M & V)
DIVISION: ENERGY EFFICIENCY
LOCATION: Sandton, Johannesburg
1. Job requirements: To manage the measurement and verification REVIEW function of all savings accomplished under Section 12I and Section 12L of the Income Tax Amendment Act and associated Regulations, whilst also verifying the sustainability thereof through proper contract and project management, in line with PMSA project management methodologies.
2. Qualifications and experience:
• Engineering Qualification (Mechanical, Chemical and/or Electrical).
• CEM (Certified Energy Manager), certification would be an advantage.
• CMVP (Certified Measurement and Verification Professional), certification essential.
Related Experience:
• 5 years, (excluding years of study)
• Knowledge of Project and contract management
• Engaging and managing multiple stakeholders
• Knowledge of basic Financial & Commercial processes
• Knowledge and excellent understanding of energy efficiency, process optimisation, load/demand management and renewable energies,
• General understanding of the energy supply-side and demand-side management and their impacts on the environment,
• Knowledge of the income tax incentives, (Section 12I & 12L),
• Integrated knowledge of M&V related standards, regulations, guidelines and best practices, (IPMVP I, II & III, SANS 50 010:2012).
3. Responsibilities
• Staff Management and Development – Develop colleagues (skills transfer), increasing M&V knowledge-base within SANEDI and externally, where appropriate, (e.g. supporting the SMME-M & V Incubation Program candidates),
• Increasing and contributing to M&V quality in the evaluation of Section 12L and 12I energy efficiency Baseline and Performance Assessment submissions,
• Contract and Risk Management – ensure robust terms of reference and diligent contract management
• M&V Assurance and Reporting and data quality oversight,
• Section 12L and Section 12I Budget & Finance management,
• Technical content management - ensure technical content of each engagement is clearly specified and within the parameters of the program,
• Program Planning and Management – Ensure delivery of program against targets, performance indicators, timelines, budget, quality and reporting,
• Overall M&V Program Management and reporting for the Section 12I and Section 12L tax incentives.
