SAFETY AND SECURITY, SECTOR EDUCATION & TRAINING AUTHORITY (SASSETA)
Safety and Security Sector Education and Training Authority (SASSETA) is one of the 21 Sector Education and Training Authorities (SETAs) established in accordance with the Skills Development Act, No 97 of 1998.
Three-year Fixed Term Contract.
1. BOARD SECRETARY
Market related remuneration package is offered.
Reporting directly to the Accounting Authority (SASSETA Board), the incumbent shall be responsible for:
• advising the Board Members of their fiduciary duties;
• coordinating the Board, Committees and Chambers meetings;
• receiving reports directed to the Board, Committees and Chambers from Stakeholders and/or Management and ensure that such reports are of an acceptable quality for consumption by relevant governance structures;
• advising the Board and Management on all legal matters e.g. litigation;
• making the Board Members and Management aware of any laws relevant to or applicable to the functioning or operations of SASSETA;
• reporting to the Board any non-compliance with SASSETA's governance prescripts, e.g. SASSETA Constitution;
• co-ordinating the annual general meeting and distributing copies of the approved annual report to all Stakeholders in line with relevant legislation.
• assisting and ensuring that Board Members comply with the principles of good governance, e.g. King IV, Treasury Regulations, etc.;
• ensuring that Board, Committees and Chambers governance prescripts are kept up to date;
• ensuring timely compilation and circulation of documents to all relevant governance structures;
• drafting the yearly work plans for the relevant governance structures; and
• performing any other duty(ies) that may be delegated by the relevant governance structures from time to time.
JOB REQUIREMENTS
• A minimum of legal / law qualification at NQF Level 7;
• A minimum of 5 years' experience as a Board / Company Secretary;
• A minimum of 5 years' experience in rendering legal advice to the governance structure(s);
• Experience in a SETA environment or any other public entity would be an added advantage;
• Flexibility in a diverse multi-cultural environment;
• Experience in working with stakeholders of diverse constituencies;
• Advanced writing skills;
• Good computer literacy skills; and
• Valid driver's license.
REQUIRED KNOWELEDGE, SKILLS AND ATTRIBUTES
• Understanding of corporate governance prescripts;
• Understanding of legislation governing public entities, SETAs in particular;
• People management skills;
• Ability to prepare, analyse and review reports at high level;
• Understanding of inter-governmental/departmental relations;
• Understanding of the strategic delivery requirements of SASSETA;
• Working knowledge of stakeholder engagement;
• Excellent presentation and communication skills;
• Sound interpersonal and inter-relational skills;
• Problem solving and analytical skills;
• Planning and organising skills;
• Strong negotiating and networking skills;
• Accountability and ethical conduct;
• Quality work and deadline oriented;
• Professionalism and integrity; and
• Ability to deal with confidential information.
