SENIOR MANAGER: HUMAN RESOURCES 

PERMANENT APPOINTMENT 

 

The above position is available in Human Resource Department at Robben Island Museum. The purpose of the Senior Human Resources Manager is to work closely with business leaders to ensure HR programs, services, support and drive the strategic objectives of RIM. The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for the RIM. 

 

Responsibilities:

·       Implement RIM core values, people values and ethics programmes. 

·       Plan, direct and organise the analysis, activities, and preparation of Human Resource systems, procedures, and practices. 

·       Establishes human resources procedures and operations consistent with legislative requirements (BCEA, EEA, OHSA, SDA, SDLA) and RIM policies, studies and evaluates current procedures and recommends changes. 

·       Serves and liaison with RIM management and staff to discuss and resolve a variety of human resource issues such as staffing, reorganization, policy and rule interpretation and related personnel issues. 

·       Conducts research, analysis and studies to address major issues and problems related to human resources and recommends or initiates programs or actions to resolve problems and enhance services, develops databases, gathers and analyses trends and data; prepares reports and formulates recommendations regarding specialized human resources activities. 

·       Plans, develops and recommends new or revised human resource policies and programs to meet operating needs of the RIM and the needs of its employees. 

·       Analyses and evaluates the impact of proposed legislation and rule changes; assists in the establishment of institutional human resources policies, rules, and procedures. 

·       Develops program proposals and procedures and interprets and applies diverse policies, rules and regulations to maximize the efficiency and effectiveness of Human Resources Department operations. 

·       Participates in the planning and development of the Human Resources Departmental budget: reviews and recommends controls to the approved budget. 

·       Provides internal/ external training both orally and in writing on human resources systems, procedures and practices. 

·       Serves on various RIM committees as representatives of the Human Resources Department 

 

Minimum requirements: 

·       Postgraduate degree (NQF 8) in Human Resources or equivalent 

·       MBA will be an added advantage 

 

Work Experience: 

Minimum 8 years HRM experience of which 5 Years is in management role

EMPLOYEE RELATIONS SPECIALIST 

 

PERMANENT APPOINTMENT 

 

The above position is available in Human Resource Department at Robben Island Museum. The purpose of the job is to provide specialist advice and support to line management, employees and key stakeholders in interpreting and applying RIM’s policies, procedures, and legislative requirements to ensure maximum benefits for RIM and its employees. 

 

Responsibilities:

▪ Will advise HR colleagues and line managers on complex, advanced and high-risk disciplinary cases about the appropriateness and fair application of relevant procedures and interventions. 

▪ Involvement in cases dealing with misconduct, operational requirements, and incapacity, encompassing inter alia suspension, disciplinary charge formulation, procedural, substantial and administrative requirements. 

▪ Identifying ER trends to propose and implement to limit risks to RIM and disciplinary action. 

▪ Facilitation of the processes and procedures in Employee Relations cases such as representing RIM in external dispute resolution with Unions and CCMA. 

▪ Delivery of specialist ER training to all unit managers, supervisors, and HR colleagues. 

 

Minimum requirements: 

▪ Postgraduate degree (NQF 8) in Industrial Relations/ Labour Law/ Human Resources/ Social Sciences/ Industrial Psychology 

▪ LLB degree will be an added advantage 

 

Work Experience: 

▪ Minimum 5 years in an Industrial/ Employee Relations specialist role; in a unionised environment. 

▪ Proven track record of CCMA representation and external dispute resolution forums. 

▪ Knowledge of the Basic Conditions of Employment Act, Labour Relations Act, Employment Equity Act, Occupational Health and Safety Act and various Collective Agreements. 

▪ Proven ability to work in a highly confidential environment, perform under pressure, meet deadlines and be capable of accurate and detailed work. 

▪ Computer literacy in terms of MS Office (Word, Excel, PowerPoint, and Outlook) and internet is essential.

HARBOUR MASTER 

PERMANENT APPOINTMENT

 

The above position is available in the Ferry Operations Department at Robben Island Museum. The purpose of the job is to provide strategic direction, manage the harbour, NMG Quay and the surrounding areas to ensure it functions efficiently and all safety requirements are met. Manage the ferry’s operations and always ensure the safety of the tourists. Ensure all safety requirements in terms of the Merchant Shipping Act and OHS Act are adhered to. 

 

Duties and Responsibilities: 

▪ Ensure the port is safe for ships to navigate. 

▪ Ensure there is sufficient depth of water in the ship channels and alongside the quays 

▪ Coordinate the harbour and quay usage and manage harbour traffic. 

▪ Pollution and spillage management. 

▪ Ensure that ships using the port obey the port laws and other regulations. 

▪ Promulgate Ferries’ schedule. 

▪ Monitor sea and weather conditions to ensure safe ferry operations. 

▪ In agreement with Ferries’ Masters, cancel tours as determined by the weather and sea conditions. 

▪ Ensure vessels adhere to all safety requirements 

▪ Represent the Ferries Department in all safety related matters. 

 

Requirements and Experience: 

▪ Deck Officer or equivalent Certification. 

▪ Certificate of Competency must be valid. 

▪ 5 years’ experience as Deck Officer or 3 years as a Master on a vessel. 

▪ Port operations experience will be advantageous. 

▪ Demonstrate knowledge and experience in managing a small harbour, crew and fleet management 

▪ Demonstrate knowledge of local sea conditions and weather. 

▪ Technical knowledge of ferry operations. 

▪ Demonstrate knowledge of Publications required to be carried on board 

▪ Understanding of International Safety Management (ISM) and Safety Management Systems (SMS). 

 

Core Competencies: 

·       Must be fluent in English (both written and oral communication). 

·       Understanding of Port Control Lights and VTS 

·       Computer Literate: MS word/excel/power point/outlook and be able to write up reports. 

·       Knowledge of the following: 

o   SAMSA/Class Surveys, 

o   Dry Docking. 

o   Hull integrity. 

o   Regular safety drills, which include Fire Drills, Man Overboard Drills, Dropping of Anchor, First Aid at Sea Drills, Search and Rescue Drills and Evacuation Procedures of a ferry. 

·       Budget management. 

·       Ability to analyze Synoptic chat and interpretation of it. 

·       Ability to work under pressure. 

·       Good communication skills.
