RAL is mandated to plan, design, construct and maintain the Limpopo Provincial Road Infrastructure. EXECUTIVE MANAGER: CORPORATE SERVICES

MAIN PURPOSE OF JOB
The Executive Manager: Corporate Services reports to the Chief Executive Officer and will be required to provide overall leadership, direction, coordination, and control of the strategic functioning of corporate support services which includes Human Resources Management, ICT, Facilities Management and Communications and Marketing. Develop corporate services strategies and plans and oversee their implementation.
 
JOB OBJECTIVES
 
(a) Strategic and operational management
 Overall control and management of the Corporate Services Department.
 Develop a comprehensive Corporate Services Plan that enables a high-performance organisational culture.
 Develop, manage and execute the approved services strategies for each unit, including Human Resources, Marketing and Communications, and Facilities Management.
 Set comprehensive goals and objectives for the performance and growth of the business unit.
 Develop, establish and monitor the implementation of operating policies and procedures.
 Oversee all HR, Marketing and Communications, ITC and Facilities Management initiatives to ensure that their conception and implementation support the Institute’s strategic objectives.
 Provide leadership and input for strategic and annual performance planning processes relating to the business unit and the organisation.
 Assess, create and implement streamlined solutions to support operational effectiveness and provide timely and accurate reporting.
 Ensure that the corporate services department’s operations meet the expectations of its stakeholders, both internal and external.
(b) Policy, Compliance and Risk Management
 Oversee the development, implementation and maintenance of relevant policies, standard operating procedures, guidelines and processes, achieving compliance in line with legislation.
 Ensure that the business unit complies with all policies and practices as prescribed by the Institute.
 Oversee the provision of legal services.
 Oversee the application of principles of good governance and legislative compliance.
 Ensure compliance with all legislative requirements associated with the role of Corporate Services.
 Develop Risk Management strategy, tools and practices for the business unit to analyse and report risks in line with the overall risk strategy of NEMISA.
 Manage risks according to the Risk Management Framework
 Ensure the effective monitoring and evaluation of risk-related activities.
(c) Financial Management
 Compile the annual budget for the division through discussion with the various sub- units on financial requirements.
 Monitor financial resources and ensure compliance with management directives.
 Ensure the monitoring and controlling of expenditure of the unit is in line with the budget.
 Oversee control of the budgeting and expenditure process in line with strategic objectives and relevant legislation.
 Compile and submit accurate financial data in accordance with prescribed guidelines, standards and formats.
 Identify deviations from the budget and take remedial action.
 Manage the business unit’s cash flow and expenditure.
 Motivate the acquisition of assets and resource requirements as required.
(d) Human Resources Management
 Oversee the development and maintenance of Human Resources Management policies, plans and strategies.
 Oversee and facilitate HRM strategy, organisational effectiveness and employee wellness initiatives for the organisation.
 Oversee the provision of effective HRM practices and administration services.
 Ensure integrity and confidentiality of HR systems and records.
 Oversee the development and processing of employment contracts.
 Oversee the provision of integrated Human Resources Training and Development initiatives aimed at enhancing individual and organisational performance.
 Oversee and facilitate the provision of labour relations services.
 Responsible for the management of the Institute’s Performance Management System.
 Oversee the design and establishment of organizational structure and staffing to accomplish the Institute’s goals.
 Oversee the administration of payroll, employee remuneration and benefits (13th cheque and employee incentives.
 Lead and coordinate negotiations and collective bargaining with organized labour (unions).
 Responsible for the coordination of employee assistance and wellness in the workplace.
 Responsible and accountable for the HR Value Proposition, e. g organisational design, manpower planning, recruitment & placement, succession and retention etc.
 Coordinate approval of the desired culture, assess and assist the organisation to achieve the desired culture.
 Organisation design and change management
(e) Facilities and Management
 Oversee property services, fleet management, and physical security services.
 Oversee the provision of office maintenance and general administrative support services.
 Oversee fleet and office accommodation requirements of NEMISA.
 Source and monitor the provision of security management services and tools.
 Determine the strategic direction and work priorities (in conjunction with line management) for the continuous improvement of Health and Safety Environment systems.
 Oversee compliance with health and safety regulations at NEMISA.
 Ensure coordination and implementation of occupational health and safety programmes in the workplace.
 Oversee the implementation of energy-saving practices and management of consistent power supply.
 Implementing recycling and other environmental care practices.
 Develop and implement sound maintenance plans.
 Oversee the provision of cleaning services to NEMISA
(f) ITC, Marketing and Communication
 Develop and oversee the implementation of the approved, ITC, Marketing and Communication Strategy and Plan
 Oversee the overall activities of the communication and marketing function.
 Oversee the development of branding material for the Institute.
 Oversee the development of publications for the Institute.
 Manage the internal communication of the Institute.
 Ensure coordination of participation of NEMISA in various platforms.
 Oversee the delivery of successful events.
 Oversee media liaison.
(g) People Management
 Manage internal staff and coordinate internal resources.
 Provide required training and development to employees to ensure optimal performance.
 Manage and maintain optimal utilisation of human resources or capacity within NEMISA.
 Manage subordinates by allocating work, assessing progress, and providing training and coaching where necessary.
 Determine staffing requirements and ensure the proper recruitment and selection of high-performing human capital.
 Ensure that training interventions are aligned with the Institute’s and employees’ needs.
 Manage the performance of subordinates and implement corrective measures where required.
 Effectively respond to employee queries.
 Provide leadership to the Corporate Services Team by keeping them informed and engaged, providing ongoing performance feedback, coaching and guidance.
 Develop and maintain a culture of high performance, professionalism and integrity to support the overall quality of service delivery.

 Provide regular reports to the Chief Executive on the revision of targets if necessary and progress towards the achievements of targets.
 Ensure the compilation and timely submission of accurate information in accordance with prescribed standards and formats.
 
Education: Formal Qualifications
 
Position requirements: Masters, Honours Degree or Postgraduate qualification recognised by the South African Qualifications Authority (SAQA) in either field of Public Management and Governance/Law (LLB /LLM) or equivalent. MBA or MBL will be an added advantage.
 
Job related Work Experience

Supervised on-the-job training, internships and learnerships are incorporated within this category.
 
Minimum Experience:

POSITION OBJECTIVE: To provide high-level strategic support to the CEO in planning, executing and ensuring the success of the CEO’s mandate.
 
POSITION DESCRIPTION:
• This role is responsible for running the office of the CEO, covering a wide spectrum of responsibilities to ensure that the CEO can focus on strategic priorities and deliver on their responsibilities effectively and efficiently.
• The role requires a high level of maturity, forward thinking and self-discipline. The postholder will be expected to operate at a high level of professionalism and be a skilled stakeholder manager. They will engage with staff and external stakeholders at all levels on behalf of the CEO and maintain excellent relationships with members of the Executive and Board of RAL.
• The role will report directly to the CEO but will also work closely with the Executive
Team, the Executive Assistant and the Board.
 
QUALIFICATION AND EXPERIENCE:
• Bachelor’s degree in Civil Engineering or Bachelor of Laws/LLB; A post-graduate related qualification or equivalent will be an added advantage.
• Must be an admitted Advocate or Attorney.
• 10 years’ minimum working experience and 5 years minimum experience in a similar role in an executive office management environment.
• Should be able to demonstrate an understanding of best practices in corporate governance.
• Broad knowledge of government policies, legislation and regulatory regime applicable to RAL.

KEY RESPONSIBILITIES AND DUTIES:
• Office Management.
• Responsible for the smooth running of the office of the CEO, ensuring coordination across the organisation and managing the CEO’s communications and preparations for key meetings.
• Serve as the link between the CEO, the Executive Team, Internal Audit, Company Secretariat and the Regional Managers.
• Coordinate activities and the functioning of the Executive Team and management committee.
• Provide clear direction on strategic goals, translating and prioritising them into business and performance measures.
• Oversee coordination of all reporting to the CEO from performance, projects and departments, prepare pre-meeting briefings, productivity and wellness programmes.
• Undertake research on key matters and ensure actions are completed.
• Manage performance, productivity, development and well-being of employees reporting to the CEO’s office.
• Uphold sound leadership and people management practices.
• Conduct quality assurance inspections across teams to ensure that all work conducted is in accordance with the required standards and complies with defined processes and procedures.
• Ensure effective functioning of the office with emphasis on administrative documentation and management support.

• Co-ordinate responses and submissions for Parliamentary Questions. Stakeholder Management:
• Management of the coordination between the CEO and key stakeholders such as: o Chair of the Board o Chairs of Board subcommittees o The Board o The Shareholder and HOD for Limpopo Department of Public Works, Roads and Infrastructure (LDPWRI) o Limpopo Provincial Legislature and oversight Committees such as SCOPA o Other Sector Departments at a Provincial and National spheres of government o National Treasury; and o Auditor General. o Strategic Partners (Mines) through PPP. In compliance with RAL protocol, build influential and sustainable relationships with relevant policymakers and stakeholders across various parts and all three levels of government (including regulatory bodies) and the private sector (including industry bodies/associations) as well as internally.
• Convene high-level business meetings and make presentations at events and conferences on RAL’s objectives and strategies under the direction of the CEO.
• Prepare briefings for calls, pulling together material from across the organisation.
Review quality of all submissions for CEO signature. Organisational strategy and Business Plan:
• Contribute towards the development of the long-term strategy and business plan of the organisation.
• Actively translate the RAL strategy and plan and cascade the targets into operational plans for the Office of the CEO.
• Review and draft operational frameworks, policies and procedures to govern procedural compliance and develop and implement effective office management systems.
• Develop procedures, systems and mechanisms to ensure the effective delivery of services within the Office of the CEO.
• Ensure that mitigating factors are outlined and embarked on to effectively manage the identified risks.
• Review, identify and advise the CEO of operational inefficiencies and required improvements to ensure delivery of operational projects and alignment with the strategy.
• Continuously engage with the relevant Executives to ensure the alignment of projects.
• Corporate Governance and Risk Management: In collaboration with the Company Secretariat, Internal Audit and the Executive responsible for legal, risk and compliance division: o Uphold sound corporate governance principles in day-to-day operations. O Develop and/or align governance and compliance policies and procedures to identify and mitigate risks and ensure compliance with organisational policies and procedures. o Develop risk mitigation plans to mitigate reputational and other risks in the Office of the CEO.

REQUIREMENTS: Bachelor’s degree in social sciences majoring in Developmental studies or community development or Bachelor’s degree of Law/LLB or equivalent. Postgraduate qualification in developmental studies/community development will be an added advantage; 5 years working experience working in a stakeholder relations environment with municipalities. Driver’s license and willingness to travel extensively. Knowledge of Limpopo’s traditional, cultural diversity and ability to speak at least two (2) of Limpopo’s local languages. Extensive understanding of the business of RAL and the value it adds to the economy of Limpopo Province. Willingness to work beyond office hours.

 Develop Social and Institutional Development (SID) project plan for identifying projects. o Liaise or interact with various stakeholders. o Implement the stakeholder management strategy.

Applicants with foreign qualifications remain responsible for ensuring that their qualifications are evaluated by the South African Qualification Authority (SAQA) and therefore, must attach certified copies of certificates of evaluation by SAQA.
