MANAGER: TRAINING QUALITY ASSURANCE

Job Purpose : The Manager: Training Quality Assurance is responsible for ensuring that all developed training material complies with all QCTO, SAQA and Training Norms and Standards requirements. The incumbent is also responsible for ensuring that the overall training process and facility complies with set quality standards and requirements. 
 
KEY JOB RESPONSIBILITIES: 
• To ensure that all training material developed is reviewed and quality assured.
• Assist the General Manager: Training Material Development and Quality Assurance with the development of the Training Quality Assurance Policy 
• Ensure the implementation of the Training Quality Assurance Policy 
• Ensure compliance with set RTMC Training Norms and Standards training material standards, processes, procedures 
• Ensure compliance with SAQA, QCTO and SETA’s requirements 
• Consult with tertiary institutions and relevant bodies to enhance training quality assurance processes and methodologies 
• Consult with SAQA/QCTO, relevant SETA’s and other stakeholders regarding quality assurance 
• Manage, oversee and coordinate the quality assurance of training material and ensure that all material is properly reviewed before given to trainees 
• Ensure compliance with the identified curriculum and NQF standards 
• Ensure that all processes are followed to verify, review and quality assure all learning material 
• To ensure the implementation of training related quality assurance processes. 
• To manage the Training Quality Assurance Department within the Road Traffic Training Academy ensuring that set performance expectations are met. 
• To maintain and build relationships with all stakeholders and service providers to ensure service level requirements are met. 
• To perform relevant people management functions within the allocated sections. 
 
QUALIFICATIONS AND EXPERIENCE: 
• Matric (NQF Level 4). 
• Bachelors’ Degree in Education, Training and Development, Policing, Traffic Management, Quality Management or equivalent (Essential). 
• Honours degree Education, Training and Development, Policing, Traffic Management, Quality Management or equivalent (Advantage) 
• Six to eight (6 – 8) years’ relevant Quality Assurance, Quality Management or Training Management experience of which 3 years should be at a Supervisory level.

SPECIALIST: TRAINING MATERIAL DEVELOPMENT

Job Purpose : The Specialist: Training Material Development is responsible for the development of training material for all Traffic Personnel related training aligned to curriculum and qualification requirements. 
 
KEY JOB RESPONSIBILITIES: 
• To develop training material for Traffic personnel within curriculum and qualification requirements. 
• Ensure compliance with the Training Material Development Policy. 
• Develop and implement training material development standards, processes and procedures and submit to the Manager: Training Material Development for approval. 
• Scan the international and national environment for new and relevant approaches and methodologies regarding training material development. 
• Make recommendations to the Manager: Training Material Development of which approaches and methodologies to follow and implement at the Road Traffic Training Academy. 
• Conduct research on the developed and approved qualification and curriculum and required learning material needs. 
• In consultation with the industry, Subject Matter Experts and the Manager: Training Material Development to develop learning material for approved qualifications. 
• Liaise and consult with tertiary institutions, SAQA, QCTO and relevant SETA’s and provide feedback to the Manager: Training Material Development 
• Develop and ensure the development of training material according to the curriculum, identified needs and relevant NQF standards. 
• Liaise with the identified Higher Education Institutions involved in the development of learning material. 
• Ensure that externally developed learning material comply with RTMC Training Norms and Standards requirements. 
• Review and update learner material. 
• Follow all required processes to recommend developed and reviewed learning material for approval by the Manager: Training Material Development. 
• Ensure compliance with all timelines and quality requirements. 
• Consult with Manager: Training Quality Assurance and Specialist: Training Material Quality Assurance regarding the approval of all developed learning material. 
• Value adding relationships built with stakeholders. 
• To continuously develop own personal expertise to drive personal growth. 
 
QUALIFICATIONS AND EXPERIENCE: 
• Matric (NQF Level 4) 
• National Diploma in Education, Human Resource Management, Training and Development Management or equivalent (Essential) 
• Bachelor’s degree in Education, Human Resource Management, Training and Development Management or equivalent (Advantage) 
• Three to four (3 – 4) years’ relevant training material development experience (Essential)

Specialist: Training Material Quality Assurance

Job Purpose : The Specialist: Training Quality Assurance is responsible for ensuring the quality of all aspect related to the training of Traffic Personnel at the Traffic Training Academy. 
 
KEY JOB RESPONSIBILITIES: 
• To ensure that all training processes comply with set quality standards. 
• Conduct internal quality compliance audits for all training processes and ensure: ➢ Compliance with all legislative and regulatory requirements 
➢ Compliance with all Training Norms and Standards requirements for Traffic Training Colleges 
➢ Compliance with all QCTO and SAQA requirements and standards 
➢ Compliance with the OHS Act 
➢ Compliance with the developed QMS policy 
➢ That the premises at the Academy comply with all set standards 
➢ That the lecturing staff comply with qualification and experience requirements 
➢ That training is conducted within the set requirements and standards 
• Assist the Manager: Training Quality Assurance with ensuring compliance with Training Norms and Standards requirements regarding assessment instruments 
• Ensure that all set timelines and format requirements are adhered to 
• Note all non-conformances from internal and external audits and give feedback to the Manager: Training Quality Assurance 
• Consult with Training Norms and Standards ETQA Specialists regarding the external audit dates and times 
• Assist the Specialist: ETQA during the external audit 
• Ensure that the non-conformances are resolved by conducting a follow-up internal audit within set timelines 
• Ensure that all indicated non-conformances are addressed within timelines 
• Prepare and submit monthly management reports to the Manager: Training Quality Assurance related to policies, processes, systems, compliance levels, incidents and non-conformances as well as corrective actions. 
• Value adding relationships built with stakeholders. 
• To continuously develop own personal expertise. 
 
QUALIFICATIONS AND EXPERIENCE: 
• Matric (NQF Level 4) (Essential) 
• National Diploma (NQF Level 6) in Training Management or Quality Assurance (Essential) 
• Bachelor’s degree in a relevant discipline (Advantage) 
• Three to four (3 -4) years’ relevant training quality assurance experience
