The Road Accident Fund’s mission is to provide appropriate cover to all road users within the borders of South Africa; to rehabilitate and compensate persons injured as a result of motor vehicle accidents in a timely and caring manner; and to actively promote safe use of our roads.
Purpose of the Job: Reporting to the Manager: Performance and Risk, the successful incumbent is responsible for supporting business units and the Risk Management Department in the identification, assessment, management, monitoring and reporting of risk activeness across the organisation.

Key Performance Areas
Performance and Risk
- Monitor the implementation of the RAF and business unit risk mitigation strategies.
- Facilitate the development of a risk management culture which includes training of staff on risk management policies and practices.
- Maintain a register of control breakdowns and follow up on the progress being made by management in controlling risks for allocated business units.
- Facilitate the development of a risk management culture which includes training of staff on risk management policies and practices.
- Attend Bid Adjudication Committees and other committees as delegated.
Reporting
- Contribute to the preparation and submission of Regulation reports.
- Aid in the development of functional reporting systems, for management, project or performance reporting.
- Report regularly and periodically perform necessary submissions as and when required to provide progress updates and/or inform management decisions.
Stakeholder Management
- Aid in proactive and progressive relationships with key stakeholders.
- Deal with inquiries and requests for information from both internal and external stakeholders.
- Aid in the maintenance of relationships with service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.
People Management
- Ensure that good employee relations are maintained.
- Provide ongoing operational support to employees.
Qualifications and Experience
- Bachelor’s Degree/ Advanced Diploma in a Supply Chain Management/ Finance related qualification.
- Relevant 4 years’ experience in a Performance and Risk related environment of which 1 year must have been on a supervisory level.
- Experience in procurement/ supply chain management within State Owned Entities (SoEs) will be an added advantage.

Purpose of the Job: Reporting to the Senior Manager: Contract Management, the successful incumbent is accountable for holistically tracking SCM functional performance and managing the risks (operational, tactical and strategic) across the SCM domain, by ensuring that all risks identified are mitigated and maintained according to their requirements.
Key Performance Areas

- Monitor the controlling of the SCM domain activities within the RAF.
- Manage and review the planning of the future SCM strategies and operations.
- Improve objectivity in the SCM decision-making process.
- Measure and evaluating performance.
- Ensure the development, implementation and evaluation of procurement risks that could affect the reputation of the RAF, financials or security and review mitigation strategies for these.
- Manage the assessment of procurement related processes for quality, identify gaps or inefficiencies and propose solutions for improvement.
- Proactively identify, develop and oversee cost reduction strategies, market analysis, short and long-term sourcing opportunities, vendor evaluations and negotiations to improve operational efficiencies and provide best value.
- Ensure that procurement of goods, services and works are completed in compliance with applicable law.
Policy Review and Implementation
- Contribute to the development and implementation of departmental policy, procedures and processes.
- Keep up to date with effective policy and practice execution strategies.
Reporting
- Prepare and submit regulation reports as and when required to provide progress updates and/or inform management decisions.
- Develop reports or policies or procedures and guide the process through the alignment of the documents to SCM and RAF’s Strategy.
- Prepare performance and risks briefings, presentation and provide management information both verbally and in report format.
Stakeholder Management
- Facilitate and manage communication with relevant internal and external stakeholders in relation to investments and proactively and progressively manage the relationships.
- Manage relationships with vendors, service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.
People Management
- Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF.
- Manage the implementation of human capital processes and procedures to control/ regulate workplace conflict and/ or institute corrective measures and consultation processes to address deviations from standards.
- Allocate, direct, motivate and evaluate subordinates to help them achieve their individual goals.
Qualifications and Experience
- Bachelor’s Degree/ Advanced Diploma in Supply Chain Management/ Finance related qualification.
- Postgraduate in a Supply Chain Management/ Finance related qualification will be an added advantage.
- Relevant 6 - 8 years’ experience in a Procurement Performance and Risk Management related environment of which 2 years must have been on a management/supervisory level/area of expertise.
- Experience in Finance/procurement/ supply chain management within SoEs will be an added advantage.
