Purpose of the Job: Reporting to the Chief Finance Officer, the successful incumbent will be responsible to provide strategic direction and management of the RAF Supply Chain Management (SCM) Strategy and execution thereof in line with business objectives. The role holder is also responsible to lead practices that will ensure the implementation of effective supply chain management processes in an ethical manner in accordance with applicable laws and regulations.
Key Performance Areas
Strategic Development and Operational Planning
- Lead the implementation of the Procurement business strategy and plan that ensure alignment with short-term and long-term objectives.
- Lead the implementation and annual review of the overall Strategic Plan for the Procurement department.
- Oversee and implement specific key performance indicators and measures against outcomes detailed in the departmental strategic plans as set out by the Executive.
- Provide strategic input into the plan of the current and future interventions necessary to achieve acceptable levels and standards of the RAF strategy and operational plans to the Executive forum.
- Provide direction on the development and implementation of procurement policy, procedures and processes.
- Work with appropriate structures to ensure effective execution of policy and practices.
- Provide advice and guidance to the Policy department on legislative compliance, emerging issues, risks and the implementation of changes required on policy matters.
- Ensure consistency in the application or execution of SCM policies, procedures and practices throughout the organisation.
- Ensure the execution of procurement strategies across the firm to ensure consistent and high-quality value delivery.
- Ensure compliance to procurement policies, procedures and that agreements are in place.
- Support the RAF procurement objectives and targets through delivery of the strategy and application of policies and procedures.
- Oversee the development and execution of procurement strategy, demand plans, contract management processes.
- Oversee the management of assets and logistics processes for the organisation.
- Effective BBBEE strategy aligned to DoT charter for the promotion of HDI.
- Provide strategic direction in the development and implementation of relevant Procurement training programmes for the entire organisation.
- Lead and direct the implementation of effectively digitised supplier development initiatives and ensure accurate and reliable record keeping for purposes of claiming points for the scorecard on the related elements.
- Promote the achievement of B-BBEE targets through set targets for Supplier Development initiatives.
- Ensure that the database of service providers is maintained with updated B-BBEE information for accurate BEE reporting.
- Lead, direct and ensure that goods/services to be procured have not already been provided for or transferred from another location.
- Lead and direct the categorization of applications received from Service Providers/ Vendors, referring to regulatory mechanisms and procedural guidelines to differentiate and/ or allocate applications.
- Provide strategic direction in the assessment of value for money in terms of quotations received.
- Provide strategic direction in all acquisition done according to the strategy and plan.
- Ensure that the department correctly apply principles of PFMA and Treasury regulations with acquisitions.
- Lead and direct the identification of types of contract Standard Contract Terms.
- Provide strategic direction on the negotiation of contracts, agreement on terms and condition, agreement on timelines and agreement of deliverables.
- Provide strategic direction on tracking contractual, compliance and deliverable issues.
- Provide strategic direction on how budget allocation should be monitored and managed throughout contractual lifecycle.
- Continuous identification of risks facing SCM and ensure that mitigating factors are put in place to reduce the risks to an acceptable level.
- Provide strategic direction in the development and implementation of a process to deal with complaints, investigate complaints and resolve complaints to the outcome of the procurement process.
- Lead and direct the management of RAF physical assets through the design and development of asset management systems, policies, and annual physical asset management planning to establish the asset management capability to the department.
- Provide strategic guidance to departments on asset management matters to promote correct implementation of sound asset management practices.
- Provide strategic guidance in the management of the procurement, movement and storage of materials, parts and finished inventory (and the related information flow) of the process and maximize cost-effective fulfilment of orders.
- Facilitate communication with all relevant stakeholders in relation to procurement.
- Maintain proactive and progressive relationships with key stakeholder's i.e. external providers.
- Ensure that the mandate of the organization is cascaded down to employees within the department.
- Provide strategic input into annual planning and budget development to support strategic operational goals.
- Develop and implement RAF operational Procurement budget.
- Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.
- Manage, monitor and control the department expenses budget.
People Management
- Ensure the sourcing, development and retention of a high-performance team.
- Ensure that recruitment of operational workforce is in line with employment equity targets.
- Lead and manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF.
- Oversee the implementation of human capital processes and procedures to control/regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
- Report quarterly on progress with implementation of operational plans.
- Lead the development of functional reporting systems, for management, project or performance reporting.
- Lead and direct the development of reports/ policies/ procedures and guide the process through the alignment of these documents to the overall RAF's Strategy.
- Bachelor's Degree in Procurement/ Supply Chain Management related qualification.
- Post graduate qualification in Procurement/ Supply Chain Management related qualification.
- Member of the CIPS.
- Post graduate qualification in Business Management or Administration will be an added advantage.
- At least 10 – 12 years' relevant experience in Supply Chain Management/ Procurement Management of which 5 years must have been on senior management level in the Public Sector.

Remuneration
