Purpose of the Job

Duties & Responsibilities
Logistics Management
- Provide guidance in the management procurement regarding movement and storage of materials, parts and finished inventory (and the related information flow) of the process and maximize cost-effective fulfilment of orders.
- Manage the conducting of a needs assessment dealing with issues such as: identifying future space/ storage needs (forecasting); frequency of need; linking requirements to the division’s budget; conduct an expenditure analysis and conducting market analysis.
- Manage the categorization of applications received from Service Providers/ Vendors, referring to regulatory mechanisms and procedural guidelines to differentiate and/ or allocate applications.
- Review logistics, assets and disposal Terms of Reference for RAF.
- Manage the assessment of value for money in terms of goods, services and works received.
- Collaborate with Demand management unit to monitor commodity sourcing strategy includes storage and logistics categories or requirements.
- Advanced stock forecasting, verification and level control methods.
- Eliminating in-house storage of most items through just-in-time delivery, as well as through shifting logistics and storage to the service provider.
- Manage receiving and issuing for all goods procured in order to have one source for delivery of goods.
- Manage electronic integration with service providers and logistics partners with automatic re-ordering, delivery scheduling based on sharing of stock levels and purchase orders.
- Manage and oversee integration of the commodity identification, Stores Receipts, Purchase Ordering, Invoicing, and Contract Management within the SCM workflows processes.
- Manage inventory and storage/ space or warehousing operational technologies, such as barcoding, Scanning, RFID Mobile, robotic shelving, picking & packing; Disposal early-warning system; Automated on-line stock take.
- Identify the ideal source of procurement and the best suited service providers to deliver on the requirement.
- Proactively identify risks and develop mitigation strategies.
Fleet Management
- Guide the identification and purchasing or leasing of vehicles for deliveries and service.
- Ensure the maintenance of detailed records of vehicle servicing and inspection.
- Manage the strict servicing and maintenance times to minimize downtime and maintain schedules.
Travel Management
- Ensure the efficient and effective administering of the travel function.
- Ensure that all travelling requirements are fulfilled (Care Hire, Accommodation and Flights).
- Manage and Monitor S&T’s.
- Guide all risk management analysis and recommendations for all travel management activities.
Policy Review and Implementation
- Contribute to the development and implementation of departmental policy, procedures and processes.
- Keep up to date with effective policy and practice execution strategies.
Reporting
- Prepare and submit regulation reports as and when required to provide progress updates and/or inform management decisions.
- Develop reports and guide the process through the alignment of the documents to the overall RAF’s Strategy.
- Prepare travel briefings, presentations, reports, and other documentation and provide management information both verbally and in report format.
Stakeholder Management
- Facilitate and manage communication with relevant internal and external stakeholders in relation to investments and proactively and progressively manage the relationships.
- Manage relationships with vendors, service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.
People Management
- Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF.
- Manage the implementation of human capital processes and procedures to control/regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
- Allocate, direct, motivate and evaluate subordinates to help them achieve their individual goals.
Desired Experience & Qualification
Qualifications and Experience
- Bachelor’s Degree/ Advanced Diploma in a Logistics Management/ Supply Chain Management/ Finance related qualification.
- Postgraduate in a Logistics Management/ Supply Chain Management/ Finance related qualification will be an added advantage.
- Relevant 6 - 8 years’ experience in a Logistics Management related environment of which 2 years must have been on a management/ supervisory level/ area of expertise.
- Experience in procurement/ supply chain management within SoEs will be an added advantage.

Package & Remuneration
Total cost to company applicable to this position is minimum R1 028 791.00 per annum, negotiable.
NB: “RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs”.
