Duties & Responsibilities
Organisational Effectiveness
- Oversee the provision of organisational development diagnostics and interventions.
- Ensure the provision of advice and guidance to staff in respect of organizational development and design.
- Provide direction and leadership for organisational design and development and human capital planning.
- Oversee the adoption of RAF values by leadership and the rest of the organisation.
- Lead and provide direction in the development of the strategic workforce plans within the Fund, and developments within the Fund.
- Provide leadership in the development and implementation of leadership and management development programmes
- Lead and provide direction in the facilitation and development and diversity and inclusion management programmes.
- Promote equal opportunities and fair treatment in the organization through elimination unfair discrimination.
- Provide direction and oversight in the development, implementation and monitoring of Employment Equity and matters incidental thereof.
Employee Experience
- Strategically advocate for skills development.
- Oversee and ensure that the internships, learnerships and bursaries are aligned with the envisaged skills development/ upskilling initiatives of the Fund.
- Ensure the optimization of teams and individual performance management in the RAF.
- Provide leadership to direct reports in the pursuit of performance objectives.
- Lead and provide direction in the development and execution of succession planning and the management thereof.
- Provide management and oversight in the implementation of EAP and wellness and Occupational Health and Safety programmes to ensure a well-motivated and productive workforce.
Employee Relations
- Provide expert and specialist advice to the Fund on HC and ER legal and regulatory compliance including inter alia the Labour Relations Act and conditions of services.
- Implement human capital processes and procedures to control/ regulate workplace conflict and/ or institute corrective measures and consultation processes to address deviations from standards.
- Advise senior management on complex Employee Relations matters and on the appropriate approach to effectively dealing with instances of labour unrest.
- Foster fair and amicable dispute resolution.
- Oversee Collective bargaining through negotiations between the Fund and RAF employees aimed at agreements to regulate working salaries, working conditions, benefits, and other aspects of workers' compensation and rights for workers.
Remuneration and Employee Benefits
- Provide strategic leadership in the identification and development of the compensation philosophy, strategies and plans and policies consistent with the organisation’s goals.
- Evaluate the compensation strategies to ensure that it is consistent with the objectives of attracting, motivating and retaining qualified people required meeting organizational goals.
- Oversee the performance of cost benefit analysis of organisational and employee needs and preferences relative to benefit plans.
- Oversee the development of specifications for the acquisition or design of rewards and recognition mechanisms initiatives and plans and its administration as per the legislative and funding requirements.
HR Operations
- Oversee and lead the HR business operations to ensure seamless integration in the implementation of HRBPs and CoE.
- Lead and direct the development of the strategic workforce plan/ talent plan within the departments.
- Provide strategic leadership and direction development of the HR governance systems.
- Ensure seamless interaction between HRBPs, CoEs and HR Administration and efficient service delivery in the HR value chain.
Strategy Development and Operational Planning
- Lead the development and implementation of the People Management strategy and plan that ensure alignment with RAF’s strategy, short-term and long-term objectives.
- Lead the implementation and annual review of the overall strategic plan for the People Management department.
- Oversee and implement specific key performance indicators and measures against outcomes detailed in the departmental strategic plans as set out by the Executive.
Policy Review and Implementation
- Provide direction on the development and implementation of policy, procedures, and processes.
- Work with appropriate structures to ensure effective execution of policy and practices.
- Provide advice and guidance to the Policy department on legislative compliance, emerging issues, risks, and the implementation of changes required on policy matters.
Financial Management
- Provide strategic input into annual planning and budget development to support strategic operational goals.
- Develop and implement RAF operational people’s budget.
- Ensure that the periodic financial and strategic goals of RAF as well as the performance expectations of the various teams within are achieved.
- Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.
People Management
- Ensure the sourcing, development and retention of a high-performance team.
- Oversee the implementation of human capital processes and procedures to control/ regulate workplace conflict and/ or institute corrective measures and consultation processes to address deviations from standards.
Reporting
- Report quarterly on progress with implementation of operational plans.
- Lead the development of functional reporting systems, for management, project or performance reporting.
- Lead and direct the development of reports/ policies/ procedures and guide the process through the alignment of these documents to the overall RAF’s Strategy.
- Ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions.
Desired Experience & Qualification
Qualifications and Experience
- Bachelor’s Degree in Human Resources Management/ Social Sciences/ Commerce related qualification.
- Post graduate qualification in Human Resources Management/ Social Sciences/ Commerce related qualification.
- Post graduate qualification in Business Management or Administration will be an added advantage.
- Relevant 10 - 12 years’ Human Resources Management/ HR Generalist/ Administration experience of which 5 years must have been on a Senior Management level.
- Exposure in a unionised environment of which 2 years must have been on senior/ strategic level.
- Previous experience in the public sector and SoEs will be advantageous.

Purpose of the Job
Reporting to Manager: Ethics, the successful incumbent is responsible to implement all ethics initiatives at the operational level across all RAF offices.
Duties & Responsibilities
Ethics/ Values Awareness
• Plan, organise and facilitate ethics/ values and related policies awareness campaigns.
• Coordinate ethics/ values awareness campaigns with ethics champions.
• Arrange and facilitate ethics induction for new and promoted employees.
• Manage and evaluate the effectiveness of training initiatives
• Manage ethics knowledge base by assisting in the drafting of ethics articles for publication in the Ethics Newsletter.
Facilitate the Development and Implementation of Ethics Framework and Strategies/ Plans

Purpose of the Job
Reporting to the Manager: Payroll, the successful candidate is accountable to ensure that salaries and 3rd party payments are paid on time, accurate and to the correct beneficiaries.
Duties & Responsibilities
Processing of Payroll
- Process the monthly HR and Payroll inputs on SAP such as allowances and deductions.
- Capture annual salary increases and performance bonus payments.
- Identify salary overpayments and ensure recovery thereof.
- Advice employees on RAF benefits and salary structuring.
- Check and validate the IRP5’s data before they are distributed to employees.
Records Management
- Manage payroll filing system and ensure safe keeping of Payroll documents both electronically and manually in line with the RAF file plan.
- Manage the archiving of Payroll related records.
Reporting
- Compile internal and external reports as per business requirements and in line with external stakeholder’s requirements.
System Compliance
- Conduct SAP end user system tests.
