Purpose of the Job: Reporting to the Manager: SCM (RFQ), the successful candidate will be responsible to deliver effective and efficient procurement of goods and services (new requirements; contracted and non-contracted). To ensure compliance to procurement policies, procedures and agreements in place. To support the RAF procurement objectives and targets through delivery of the strategy and application of policies and procedures.
Key Performance Areas
Ensure Procurement of Quality Goods and Services at Best Possible Price
- Administer processes resulting in final procurement.
- Administer supplier vetting.
- Administer and review processes to ensure no bottlenecks.
- Provide feedback to BU's on all procurement processes.
- Manage BU's as per Service Level Agreement.
- Participate in BSCs/BECs to ensure consistency of practice and compliance.
- Report processes performance against SLA (weekly).
- Report on Procurement lead times as per SLA:
- Open Requisition lead-time (weekly).
- Open Order lead-time (weekly)
- Open GRV's (Weekly).
- Supplier payment lead-times (weekly).
- Report on deviations (weekly):
- Retrospective transaction's.
- Deviations from process.
- Single source.
- Trend analysis on procurement transactions (spend information) – report on non-contract spend, spend off contract. To include recommendations to inform sourcing pipeline.
- Assist Procurement Practitioner with BU's in developing sourcing strategy in line with Demand Management Plan (DMP).
- Maintain accurate records for all RFP's/ RFQ's – recording and placing on record all decisions/ actions taken.

- Dealing and resolving processes and management queries in an expedient and competent manner – 100% resolution within the timelines for each case.
Qualifications and Experience
- Bachelor's Degree or Advanced Diploma @ NQF Level 7 in Supply Chain Management/ Financial Management qualification.
- Member of Chamber Institute of Purchasing and Supply (CIPS) would be an added advantage.
- Relevant 4 years' experience in Procurement environment of which 1 year must have been on supervisory level or level of expertise.
- Experience with SAP Procurement module or a similar ERP system.

- Detailed working knowledge of the PPPFA, Supply Chain regulations from National Treasury, BBBEE.
- Good influencing and negotiating skills.
- Good analytical skills.
- Strong verbal and written communication.
- Strong project management skills.
Remuneration
Total cost to company applicable to this position is minimum R502 953.00 per annum, negotiable.
NB: "RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs".
