Purpose of the Job: Reporting to the Senior Manager: Service Delivery Excellence, the successful candidate will be accountable to manage the RFQ process in a transparent, fair, honest and confidential manner ensuring that goods and services are procured in accordance with the policies and procedures of RAF.
Key Performance Areas
Procurement of Quality Goods and Services at Best Possible Price
- Review processes resulting in final procurement.
- Engage in supplier negotiations.
- Accurate analysis on procurement transactions (spend information) for trends. Assessment on off contract spend, spend without quotations, non-compliance to policy (deviations), single source, processing errors etc. for the purpose to inform planning, risk management, gap closure and reporting.
- Provide training on SCM processes.
- Review processes to ensure no bottlenecks.
- Provide feedback to BU's on all procurement processes.
- Manage and administer Request for quotation process in line with policy, delegations and SLA.
Manage and Monitor Process of Performance Management as per Service Level Agreement
- Manage BU's as per Service Level Agreement.
- Review and sign-off all RFQ documents for accuracy and completeness.
- Participate in BSCs/BECs to ensure consistency of practice and compliance.
- Annual training/ orientation sessions on Policy, Procedures, ToR's and Risk Management.
- Report process performance against SLA (weekly).
- Monthly report on RFQ's.
- Trend analysis on Procurement transactions (spend information) – report on non-contract spend, spend off contract.
- Timeously prepare reports for discussion with Bus (Divisions) as per the SCM Dashboard (monthly).
- Assist Bus in developing sourcing strategy in line with Demand Management Plan (DMP) through the use of CSD.
- Maintain accurate records for all RFQ's recording and placing on record all decisions/ actions taken.
- SLA assessment and customer (All BU's) feedback on rating.
- Dealing and resolving processes and customer queries in an expedient and competent manner – 100% resolution within the timelines for each case.
- Provide leadership and inspire team members towards high performance.
- Manage performance and development of reporting staff.
- Provide coaching to team members on an ongoing basis.
Qualifications and Experience
- Bachelor's Degree or Advanced Diploma @ NQF Level 7 in Supply Chain Management/ Financial Management qualification.
- Member of Chamber Institute of Purchasing and Supply (CIPS) would be an added advantage.
- Relevant 5 – 7 years' experience in Procurement environment of which 2 years must have been on supervisory level or area of expertise.
- Experience with SAP Procurement module or a similar ERP system.

- Detailed working knowledge of the PPPFA, Supply Chain regulations from National Treasury, BBBEE.
- Good influencing and negotiating skills.
- Good analytical skills.
- Strong verbal and written communication.
- Strong project management skills.
Remuneration
Total cost to company applicable to this position is minimum R766 887.00 per annum, negotiable.
NB: "RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs".
